Question 1: WORK ITEM 6: Rub Rail, Remove, Inspect and Install
3.4 Reinstallation. After the completion of all inspections and any authorized repairs, the Contractor shall re-install each rub rail section, using new nylon insert locking nuts.
3.6 Paint schedule. For vessel 47206 and subsequent, area covered by fendering system and aluminum faying surfaces (surfaces of similar or dissimilar materials that are fit closely together and fastened) shall be painted in accordance with CG Drawing 47B-MLB 631-020.
Question: There is no scope of work about installing the rub rails as shown on BP#47B MLB 611-020
Rev H sheet 3 of 3 items 8 & 9. Wanted to check to see if we are still sandblasting the hull surfaces not mechanically cleaning them, inspecting them, applying two coats of the epoxy paint, applying a full coat of 5200 sealant on the hull surface then utilizing the 4200 sealant to seal up the seams and edges?
APM ANSWER: Yes the spec is somewhat vague on the work required. Based on paragraph
3.3.1(Clean & Inspect), the rub rail, fender mounting surfaces, etc shall be inspected and a
CIR submitted with results of inspection and any recommended repairs. The coating system is not to be applied/renewed until a CIR is submitted and a CR approved. A full coating of 5200 and 4200 on the seams will be applied upon re-installing the rub rails.
Question 2: WORK ITEM 8: Accessible Spaces, Inspect
TABLE 1-ADDITIONAL ITEMS
ITEM DESCRIPTION LOCATION
KTR to inspect all Windshield
Wiper speed pots and repair as needed. KTR has the right to renew pots if required. Wiper Controllers will be provided as GFE as needed.
Remove Compass from flying bridge and check for corrosion. KTR submit
CFR/CR for any repair work or clad Welding.
Flying Bridge
Question: I have looked through the drawing and 3360 Manufactures Instruction Book and could not find information on the Wiper speed pots, Do you have any other information on the wiper speed pots and if the wiper controllers are GFE why are not these?
In paragraph 3.2.1 has to remove the compass already, is there something more in table one to add to it?
APM Answer: I did not use the correct verbiage in the description. Speed Pots will be provided as GFE if needed. Coast Guard has parts in stock.
Question 3: WORK ITEM 20: Exterior Deck Lights, Inspect
3.4 Reinstallation. Reinstall deck lights to original configuration; renew all light bulbs.
Question: Do you have a part number for these bulbs?
APM Answer: No. The only part number I have is 1692.

Question: Are these special OEM hoses still contractor supplied or GFE, and are all of the hose end fittings that are not reusable under the end fitting inspection to be put on a change request for renewal?
APM Response: Since there has been some mis-understanding on previous contracts. For this contract, submit a CR for any fittings that need to be renewed, all fittings that need to be renewed will inspected by PE/COR and agree with KTR recommendations. If fittings need to be renewed and they have been inspected by PE/COR funding will be provided but extension will not be granted because labor hours are within the scope of work.
APM Answer 2: Special OEM Hoses shall be supplied by the Contractor
Question 5: WORK ITEM 24: Sea Strainers - Sea Strainers - Duplex (All Sizes), Overhaul
3.3 Reinstall. After completion and acceptance by the Coast Guard Inspector; the Contractor shall reinstall all overhauled, cleaned and new strainers to their original locations, as shown on Coast Guard Drawing
47B-MLB 505-020 and TP 3359. Renew all gaskets with material conforming to ASTM D1330 of the same size and configuration as those gaskets removed. Renew all hardware with nickel-copper alloy fasteners.
Question: Are we to renew fasteners with in-kind materials, not nickel-copper alloy?
APM ANSWER: YES in kind
Question 6: WORK ITEM 24: Sea Strainers - Sea Strainers - Duplex (All Sizes), Overhaul
3.6 Contractor’s option for strainer renewal. The Contractor may opt to renew strainers designated for overhaul if preferable for the Contractor, and is at no additional cost to the Government. New strainers shall be equivalent (including identical material) to the strainer being renewed. Visually inspect the piping and mounting arrangements, and submit a CFR detailing any required modifications to accommodate the new strainer(s).
Question: In the past, we have always had these strainers as GFE if they were not overhaulable, because, why would the contractor spend $6,000.00 on the new strainers when if the strainers were overhaulable, only costing about $1,000.00. Does not make fair bidding for the contractor to gamble they are in good condition, then if not, must purchase new ones.
Should be a change request if they not overhaulable, or will the GFE listed be available without contractor cost?
APM Answer: Yes PE/COR will request as GFE if they cannot be overhauled. Bid for Overhaul
Question 7: WORK ITEM 25: Sea Strainers - Simplex (All Sizes), Clean and Inspect
3.2.3 Reassemble. After completion and acceptance by the Coast Guard Inspector, reassemble all strainers.
Renew all hardware with nickel-copper alloy (Monel) fasteners.
Question: Are we to renew fasteners with in-kind materials, not nickel-copper alloy?
APM ANSWER: YES in kind
Question 8: WORK ITEM 33: Interior Hull Insulation, Renew
TABLE 1- HULL INSULATION
ITEM DESCRIPTION LOCATION APPROXIMATE
SQFT.
Remove all insulation from Red Gear spaces for inspection purposes. If the insulation needs renewed submit
CFR/CR, if not re-install insulation
Removing the bottom 6 inches closest to bilge.
Red Gear Space(s) Approx 20 sqft
Renew all insulation on Frame 8 in the engine room. When installing keep 6 inches from the bilge
Engine Room Approx 80 sqft.
Renew all overhead insulation in the Survivors compartment overhead.
Survivors' Compartment overhead Approx 80 sqft.
Question:
Is the area to be renewed in the Red Gear Space just Bulkhead 5 from the deck plates down and then 6 inches up from the bilges as in past contracts?
Incorrect the area is both Bulkhead 5 and 8.
Is the location of this in the engine room from the top of BLKHD 5 to 6 inches from the bilge bottom, instead of
Frame 8?
Correct, Frame 5 in the engine room.
Can the bulkhead 5 sound board be reused if in good condition and just renew the solimide polyimide insulation.
APM Answer: Yes soundboard can be re-used.
Question 9: WORK ITEM 38: Bilge Preservation, Auxiliary Space
TABLE 1- BILGE PRESERVATION
ITEM DESCRIPTION LOCATION APPROXIMATE
SQFT.
Bilge Preservation needs to be
Completed underneath the Strainers in the Engine Room. Prepare and Preserve
IAW WI 38 TABLE 2
Engine Room APPX ( 8 sq ft)
Question: I believe this is just an error on location as in some of the previous bids since the location in table one is in the engine room which is already covered under WORK ITEM 23. Is the concerned area just in the
Aux Space as listed in the intent of work?
APM Answer: My intent is to preserve the bilge in the Aux as per WI 38. As for Table 1 and the intent to preserve the pocket under the strainers in the engine room. I need that preserved as well. IF that pocket is covered under WI 23 please disregard. DO not bid on preserving the pocket (under strainers) in the engine room twice. REV-01 will NOT be issued.
