70Z04020Q61092Y00 Amendment A00005_062920

Amendment A00005 – Responses to Questions on the Gantry Crane Solicitation Revised PWS and Combined Synopsis/Solicitation_062920

65. QUESTION: In the “REVISED Combined Synopsis Solicitation-Overhead Gantry Crane and Column-

Mounted Jib Cranes_061120” page 4 of 19, the Offeror’s Proposed Delivery Schedule, CLIN No 0003 “Design for Footers and Pilings” indicates “Draft with quotation, Final _ days after Contract Award”.

The “REVISED_PWS_Gantry_n_Jib_Cranes_061120”

Section 1.1 states, “The scope of work does not include the design, supply, or installation of concrete footers for the crane support structure”. If the USCG is designing, supplying, and installing the concrete footers, what is the crane builder supposed to insert in the “Draft with quotation, Final _ days after Contract Award”?

RESPONSE: CG Yard is looking for what will the bottom of the columns look like so we can ensure that we will be providing the correct footers that will support the crane and working weight load. Also it will tell us how the columns will need to be secured to the footers. (i.e., will the bottom of the column be a flat plate, bolts patterns, how big is the mounting surface, etc.)?

66. QUESTION: In the “REVISED_PWS_Gantry_n_Jib_Cranes_061120” Section 2.1 states, “The lowest overhead clearance is 22 ft inside the building structure.” Amendment 0001 Question #39 and #53 the response was 21’-6”. Amendment 00002 Question #7 indicates 22 ft. Please confirm the lowest overhead obstruction.

RESPONSE: The lowest overhead clearance is 22ft.

67. QUESTION: In the “REVISED_PWS_Gantry_nJibCranes_061120” Section 2.1 states, “The jib crane hoist shall be able to manually travel 10 ft on the jib arm.” Amendment 0001 Question #45 the response was “A manual-push pull type crane is not acceptable”. Please confirm if the trolley is push-pull or electric.

RESPONSE: Jib crane will trolley back and forth manually and hoist electrically.

68. QUESTION: In the “REVISED_PWS_Gantry_n_Jib_Cranes_061120” Section 1.1 states, “The scope of this procurement identifies the requirements to furnish, install, and test a 20T (ton) capacity top running overhead crane and (8) 1.5T column-mounted jib cranes to be utilized for the lifting and maneuvering of a 4000 series MTU engine.”

Amendment 0001 Question #54 the response was “Please see attached drawing”. The drawing supplied indicates what appears to be (6) column mounted jib cranes and (3) free-standing jib cranes.

Amendment 0002 Question #1 the response was “All nine (9) jib cranes shall be mounted to the vertical girders of the bridge crane”. Please confirm the quantity of column mounted jib cranes and that the intended phrase “mounted to the vertical girders of the bridge crane” was meant to say “mounted to the vertical columns supporting the bridge crane runways.”

RESPONSE: There will be 8 jib cranes and they will be mounted on the vertical columns supporting the crane.

PWS change – Section 2.2 added “The jib cranes shall be mounted on the vertical columns supporting the crane.

69. QUESTION: In the “REVISED_PWS_Gantry_n_Jib_Cranes_061120” Section 2.3 states Pre-Award, “The Contractor shall also submit a draft Project Plan in accordance with Section 2.9 below.” Section 2.9 Technical Data. “The Contractor shall provide all equipment manuals, drawings, load test certificates, and inspection reports.” We will not be able to provide this information “Pre-Award”. Is this a typo?

RESPONSE: In Section 2.3 of the PWS, the correct reference for the project plan should be Section 2.8.

PWS change – corrected reference in Section 2.3 from Section 2.9 to Section 2.8.

70. QUESTION: In the “REVISED_PWS_Gantry_n_Jib_Cranes_061120” Section 2.3 states Post-Award, “Corrections will be due to the government within 10 days.” Section 2.8 states “Corrections to the project plan and ant (note spelling) chart shall be due within 15 days.” Please confirm if corrections are due in 10 days or 15 days.

RESPONSE: Gantt Chart and project plan within 10 days PWS change – Section 2.8 PROJECT PLAN – revised to clarify government review time of 15 days and corrections from the contractor are due within 10 days of receiving government comments.

71. QUESTION: In the “REVISED_PWS_Gantry_n_Jib_Cranes_061120” Section 2.10.3 states, “Progress

Meetings. The contractor shall conduct weekly progress meetings with the government representative.” Please confirm the weekly meetings the contractor is required to attend is only during the duration of the contractor’s work. The contractor does not have to attend weekly meetings during the governments work (electrical installation, footings, demolition, etc.). If the contractor is required to attend the weekly meetings during the government’s work, please provide a duration or quantity of meetings that the contractor will be required to attend.

RESPONSE: Progress meetings will be held monthly during the production/build phase of the cranes.

Once the installation and testing phase starts, weekly progress meetings will be held and will continue until the project is complete.

PWS change: Section 2.10.3 PROGRESS MEETINGS – revised to clarify progress meeting requirements.

72. QUESTION: In the “REVISED_PWS_Gantry_n_JiB_Cranes_061120” Section 4.4 states, “The contractor may be required to work outside of the normal working hours and possibly on weekends due to Yard work activities.” Will the contractor be compensated for this extra work? How are we supposed to cost this in our proposal as weekend and overtime rates apply? Can you give an allowance?

RESPONSE: Contractor can work during weekdays or during weekends. Contractors will be responsible for their own schedules to ensure they finish during the period of performance that was specified within the contract.

73. QUESTION: Can we assume the government will provide for lavatories, or that the contractor can use the existing facilities?

RESPONSE: There are restrooms and sinks within the building that contractors may use. During pandemic, contractors may have to use designated sinks and restrooms to control sanitation and possible spread of virus.

74. QUESTION: Can the question submission deadline be extended to 5:00 PM Friday 19Jun20? We are submitting some questions based on the Site Visit today.

RESPONSE: Submittal of questions is extended to June 19, 2020, 2:00 PM EST.

75. QUESTION: When can revised photographs of the Building 5 spaces be posted with amended Solicitation # 70Z04020Q61092Y00? The photographs currently posted are definitely not part of the Building 5 spaces viewed during the site visit; the photographs show larger, top-of-rail mounted cranes and those in Building 5 were smaller under-the-rail mounted cranes.

RESPONSE: The site visit was conducted so that any potential offerors would be able to see the workspace, verify and measurements, and take photographs, if necessary. The Government does not intend to post any revised photographs of the building. The original pictures posted in Amendment A00001 were taken in another building at the USCG Yard and shows a very similar end product of which we are requesting.

76. QUESTION: Referencing PWS Section 2.1, can the maximum spacing allowed between columns be extended beyond the current fifteen (15) to twenty (20) foot specification ("The railway system shall be free standing with column spacing between 15 ft. and 20 ft”)? Our manufacturer recommends twenty-five (25) feet apart for the columns and extending the spacing to twenty-five feet would reduce the cost for USCG SFLC.

RESPONSE: Although not ideal, USCG Yard Facilities states that 25 ft is permissible.

77. QUESTION How will USCG SFLC contract and pay for any building modifications that might be required for installing the Gantry Crane inside the building (i.e. - due to the need to temporarily remove roof trusses and/or nearby piping, lighting or utilities to provide clearance inside the building for lifting and mounting the Gantry Crane on the rails)?

RESPONSE: The SFLC does not anticipate any interferences during installation, or the need for any building modifications for this project. General items such as lighting and piping should be above the 22ft clearance. The Government will work with the contractor to remove any identified interferences to installation. The Contractor will need to work around items related to the structural integrity of the building, such as roof trusses.

78. QUESTION: When will USCG SFLC provide a copy of the solicitation to install a new HVAC system in

Building 5? It may be prudent to delay installation of the new HVAC system until after the installation of the Gantry Crane.

RESPONSE: A task order has been issued for the HVAC System upgrades. The scheduled completion date is 10/31/2020.

79. QUESTION: When will USCG SFLC provide a dimensional drawing of Building 5 with emphasis on the trusses and roof structure?

RESPONSE: The dimensional drawings of Building 5 have been posted on beta.SAM with this Amendment. The file names include A00005_062920.

80. QUESTION: When will USCG SFLC provide complete electrical drawings for the available electric utilities? Vendors need this data to properly coordinate with electrical subcontractors.

RESPONSE: The 480V power supply will be installed by the Government. It will be located based on the conceptual drawing power supply vicinity provided by the awarded Contactor. The contractor will be responsible for the connections from the overhead crane to the connections box that will be located in a central location along the wall siding. However, if requested, drawings can be made available to the awarded contractors for contractor/ subcontractor usage.

PWS change – Section 2.4.3 – TASK FIVE: INSTALLATION AND TESTING – Section updated to clarify Government will be providing the main electrical power supply and contractor is responsible for the connections from the power supply to the cranes.

81. QUESTION: What is the voltage of the electrical supply to Building 5? The PWS specifies 460 Volt, three-phase power, but all panels in the building indicate 480 Volt (i.e. - NOT 460 Volt).

RESPONSE: There are 480 Volt panels in the building.

PWS change: Section 2.1 and 2.2 – corrected references to read 480V.

82. QUESTION: Referencing PWS Section 2.1, please clarify the definition of “local control panel”. That section states that the "20T crane shall be operated with the use of one (01) portable remote pennant attached to the crane and one (01) local control panel.”

RESPONSE: The local control panel will be placed in a central location of the shop in which all the positions of the crane will be within sight when operating from the local control panel.

83. QUESTION: Please adjust the PWS Section 2.4.3 height requirements as needed or confirm that they meet OSHA regulations; the section currently states that all "power must be wired and located at least 15 feet off the ground to prevent water intrusion in the event of a 100-year storm.” We found and would reference USCG SFLC to OSHA Section 1910.179(g)5(i).

RESPONSE: Thank you for reference. As the circuit breaker will be accessible from the ground, all ‘hanging’, and transverse running wire will be located at a minimum of 15 ft from the ground.

1910.179(g)(5)(i) The power supply to the runway conductors shall be controlled by a switch or circuit breaker located on a fixed structure, accessible from the floor, and arranged to be locked in the open position.

PWS change: -Section 2.4.3 -TASK FIVE: INSTALLATION AND TESTING – added the following to Section

2.4.3 – Per OSHA 1910.179(g)(5)(i), The power supply to the runway conductors shall be controlled by a switch or circuit breaker located on a fixed structure, accessible from the floor, and arranged to be locked in the open position.

84. QUESTION: An electrical panel (labeled “LPH”) in the middle of Building 5 is 480V; can this panel be used as a source of electrical power for the Gantry Crane and Jib Cranes?

RESPONSE: There are two 480V panels in Building 5. One panel is 90 feet from the south end of the building and one panel is 90 ft from the north side of the building. Those panels will be checked for space for a 480V connection. There will be 480V brought to the engine shop limiting the wiring required by the contractor.

85. QUESTION: What is the USCG SFLC Solicitation # for the concrete footings/pads?

RESPONSE: The USCG SFLC did not release a solicitation for the concrete footings/pads. The solicitation for the concrete footing/pads will be released through the USCG Civil Engineering Unit (CEU) out of Cleveland. CEU Cleveland is responsible for capital project coordination with regards to design and construction at USCG facilities. CEU Cleveland cannot solicit for the concrete footers/pads until the final Conceptual Drawing and Crane Support Footprint is provided by the Awardee 20 days after Contract Award.

86. QUESTION: Referencing the "Required Delivery Schedule” table on page 3 of 19 in “REVISED_Combined Synopsis_Solicitation-Overhead Gantry Crane Column-Mounted Jib Cranes_061120.pdf”, what can be done to reduce the 240 day window for completion of the concrete footings/pads in the building? Vendors need to be able to properly plan for construction of the Gantry Crane and the 240 day window is too long.

RESPONSE: The 240-day timeframe is a best guess analysis, taking into account the period of time for CEU Cleveland to solicit, award, and install the concrete footers. When more information is available, the USCG intends to work with the Contractor to improve the schedule.

87. QUESTION: Following completion of the manufacturing process for the Gantry Crane and if Building 5 is not yet ready for installation of the Gantry Crane, where and how will USCG SFLC store the Gantry Crane after delivery? If needed, and upon payment for completion of the Gantry Crane, we can arrange for storage of the Gantry Crane pending delivery; this might require changing the terms for CLIN 0001 from "FOB DESTINATION”.

RESPONSE: The Government anticipates that the contractor will incorporate a just-in-time production schedule to coincide with the start of installation in order to alleviate the need for storage. CLIN 0001 remains at FOB DESTINATION.

88. QUESTION: From one end of Building 5 to the other, what is the minimum horizontal distance between the I-beams on either side of the building from the points were the angle supports (that extend from the walls on either side) connect to each I-beam?

RESPONSE: The distance from exterior wall to exterior wall is 68 ft. The distance between the angle supports extending from the wall to the overhead truss is 51 ft.

89. QUESTION: Referencing Question 9 in the “Amendment A00001.pdf” file posted with the solicitation, please confirm that the USCG SFLC does not want a radio-remote control.

RESPONSE: The CG Yard is not requesting a radio remote.

File details come from the government source that posted it. Updated .
