Question 1: MISC D-ITEMS NOT LISTED.

Setting up this bid we noticed that there are items that have been continuously on the past bids that are not on this one. The D-Items listed below are ones for inspections.

Mast, Inspect

Buoyancy Chamber(S), Clean And Inspect

Steering System, Inspect

APM Answer: The port engineer indicated that the above items are in good conditions.

Question 2: WORK ITEM 1: General Welding, Provide

ITEM DESCRIPTION LOCATION APPROXIMATE

SQFT.

Crop and renew approximately 4ft by 4 inches plate behind on the starboard side.

Survivors Compartment 4ft. X 4 inches

Question: Can you describe the location more on this please?

APM Answer: Starbpard bulkhead behind the CO2 Switches.

Question 3: WORK ITEM 3: Hull Plating (U/W Body), Inspect

3.2.7 Coating system inspections. The Contractor shall accomplish the below inspections, in conjunction with the underwater hull inspection conducted by the Underwater Hull Inspection Board

(UWHIB). Document the condition found as “Partial - Condition A”, “Partial - Condition B”, “Partial

Condition C”, or “100%”, as applicable (see 4.1 (Definitions)). Submit a CFR.

NOTE

The following inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub-Contractor or a NACE Inspector– see SFLC Std Spec 0000, paragraph 3.2.4.2

(In-process QCmeasures for “critical-coated surfaces”).

3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.

Question: Under the note it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted and checked by the QP-1 or

Nace Inspector at that time?

APM ANSWER: Nace inspector is not required for the UW hull inspection, however, a NACE 3

Coatings Inspector will be required IAW with requirements as stated in Std Spec 0000 (Surface

Prep, coating application, coating thickness readings, etc…)

Question 4: WORK ITEM 3: Hull Plating (U/W Body), Inspect

Question: This spec above has been cut & paste before in other contracts that was not supposed to be put in. Just checking again on this section of the spec.

APM Answer: Correct, the above paragraph should have been cut.

Question 5: WORK ITEM 6: Rub Rail, Remove, Inspect and Install

3.4 Reinstallation. After the completion of all inspections and any authorized repairs, the Contractor shall re-install each rub rail section, using new nylon insert locking nuts.

3.6 Preparation/Preservation. For vessel 47206 and subsequent, area covered by fendering system and aluminum faying surfaces (surfaces of similar or dissimilar materials that are fit closely together and fastened) shall be painted in accordance with CG Drawing 47B-MLB 631-020.

3.2.7.3 Coating system thickness and scheme inspection. Perform a microscopic observation of precision angular cuts in the coating system film (“Tooke Paint Inspection”), in accordance with ASTM D4138, and measure the total coating thickness and thickness of each individual coat of paint, in addition to identifying/verifying the existing color scheme for each coat of paint comprising the coating system.

NOTE

The Tooke Paint Inspection Gage/Gauge (Plastic) is a precision tool for inspection and thickness measurement (ASTM D4138) of single or multiple coats on any substrate, and for microscopic observation and measurement of substrate and film defects. The gage uses an illuminated 50-power microscope with measuring reticle, and mounts tungsten carbide cutting tips for precise incision of the work surface.

Direct measurement of total coating thickness and thickness of individual coats of paint is a unique capability of the Tooke Paint Inspection

Gage/Gauge. Thus, in addition to routine use, it often serves as a “referee” instrument to calibrate indirect or non-destructive thickness measuring instruments.

Other uses include assessment of substrate conditions and coating adhesion, and observation of microscopic cracking, tendency for brittleness, cratering, or other microscopic film symptoms.

3.2.7.1 Dry film thickness (DFT) measurements. Take total DFT measurements of the U/W body coating system, in accordance with SSPC-PA 2.

3.2.7.3.1 Take a total of four readings in locations designated by the Coast Guard Inspector, and as follows: one each, port and starboard, in the boot-top area; and one each, port and starboard, below the boot-topping.

Question: There is no scope of work about installing the rub rails as shown on BP#47B MLB 611-020

Rev H sheet 3 of 3 items 8 & 9. Wanted to check to see if we are still sandblasting the hull surfaces, inspecting them, applying two coats of the epoxy paint, applying a full coat of 5200 sealant on the hull surface then utilizing the 4200 sealant to seal up the seams and edges?

APM ANSWER: Yes the spec is somewhat vague on the work required. Based on paragraph

3.3.1(Clean & Inspect), the rub rail, fender mounting surfaces, etc shall be inspected and a

CIR submitted with results of inspection and any recommended repairs. The coating system is not to be applied/renewed until a CIR is submitted and a CR approved. A full coating of 5200 and 4200 on the seams will be applied upon re-installing the rub rails.

Question 6: WORK ITEM 9: Tanks (Mp Fuel Service), Clean And Inspect

3.1.4.2 Stow all fluids in suitable stowage facility, immediately after removal, and re-stow all tank contents, upon completion of work. Contractor shall ensure fuel quality is maintained throughout all stages of the process

4.1 Tank content removal. The Ship’s force will pump down the tanks to the maximum extent possible with the installed pumping system.

4.2 Tank content restoration. The Ship’s force will procure new fluids and refill all tanks at the appropriate time.

Question: Is this correct, it sounds like a cutter spec, and if it is than is Work Item 19 being eliminated? It usually reads as below for the 52MLB’s and below.

APM Answer: The Contractor shall remove up to a total of 373 gallons of diesel fuel. Document a complete chain of custody record of the removed tank contents from the vessel to the point of final destination or delivery. Submit document to the COR upon completion of work.

Question 7: WORK ITEM 15: Main Diesel Engine Exhaust System, Clean And

Inspect

3.2.1 Exhaust splitter valve. The Contractor shall remove the exhaust splitter isolation valve from the crossover pipe between the two mufflers and transport to a suitable machine shop for overhaul.

3.3.1 The Contractor shall overhaul the exhaust splitter valve with Contractor- furnished overhaul kit in accordance with manufacturer’s instructions. Renew all manufacture approved gaskets and O-rings.

Question: After researching the valve company information on the overhaul, and available kits, the valve company states that those valves are not overhaulable and need renewed because they will never pass the pressure test or seal properly again.

Do you want the contractors to supply new valves as part of the bid?

APM ANSWER: Yes

Question 8: WORK ITEM 19: Sea Strainers - Sea Strainers - Duplex (All Sizes), Overhaul

3.3 Reinstall. After completion and acceptance by the Coast Guard Inspector; the Contractor shall reinstall all overhauled, cleaned and new strainers to their original locations, as shown on Coast Guard Drawing

47B-MLB 505-020 and TP 3359. Renew all gaskets with material conforming to ASTM D1330 of the same size and configuration as those gaskets removed. Renew all hardware with nickel-copper alloy fasteners.

Question: Are we to renew fasteners with in-kind materials, not nickel-copper alloy?

APM ANSWER: YES,

Question 9: WORK ITEM 19: Sea Strainers - Sea Strainers - Duplex (All Sizes), Overhaul

3.6 Contractor’s option for strainer renewal. The Contractor may opt to renew strainers designated for overhaul if preferable for the Contractor, and is at no additional cost to the Government. New strainers shall be equivalent (including identical material) to the strainer being renewed. Visually inspect the piping and mounting arrangements, and submit a CFR detailing any required modifications to accommodate the new strainer(s).

Question: In the past, we have always had these strainers as GFE if they were not overhaulable, because, why would the contractor spend $6,000.00 on the new strainers when if the strainers were overhaulable, only costing about $1,000.00. Does not make fair bidding for the contractor to gamble they are in good condition, then if not, must purchase new ones.

This should be a change request if they not overhaulable, correct?

APM Answer: This is an error in the Specification that was not caught, If the Contractor submits a CFR stating that Strainers cannot be overhauled. USCG will provide new strainers as GFE. Just bid for

Overhaul.

Question 10: WORK ITEM 20: Sea Strainers - Simplex (All Sizes), Clean and Inspect

3.2.3 Reassemble. After completion and acceptance by the Coast Guard Inspector, reassemble all strainers.

Renew all hardware with nickel-copper alloy (Monel) fasteners.

Question: Are we to renew fasteners with in-kind materials, not nickel-copper alloy?

APM ANSWER: YES

Question 11: WORK ITEM 30: Bilge Preservation, Auxiliary Space

Below is what is in the spec:

3.4 In-process quality control measures. The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000, paragraph

3.2.4.2 (In-process QC measures for “critical-coated surfaces”).

Question: Should this be changed to state that it is not to be a“critical-coated surfaces” as the past contract, and should not require a Nace inspector?

APM ANSWER: SSPC-SP11 surface prep is to be used and a Nace inspector is not required for coating the Aux Space Bilge.

Question 12: WORK ITEM D-001 General Welding

"Two deep pits in the bilge between frame 0 and 1. One pit is approximately 1/8” deep in the Lazarette"

Is this to Crop/Renew or Clad Weld?

APM Response: Clad weld.

Question 13: WORK ITEM D-031 Main Diesel Engines, Remove and Install

1.1 Intent. This work item describes the requirements for the Contractor to remove and install the both port and starboard main diesel engines. Include overhaul/renew the port engine mounts.

-This states to overhaul/renew the port engine mounts, however there is no outline for this work in the body of the Work Item. Would this be completed with a CFR?

APM Response: The engine mounts rubber insulator is deteriorating on the port engine. Submit CFR.
