Question 1: MISC D-ITEMS NOT LISTED.
Setting up this bid we noticed that there is an item that has been continuously on the past bids but that is not on this one. The D-Item listed below is one for inspections.
Various Piping, Inspect
Here is the table that is usually listed for the Various Piping, Inspect.
We have had these items put in the last couple of contracts but when the new spec was inserted the table was always left blank, below is from the past contracts which listed actually what to inspect.

Response: Work Item will not be added to this specification at this time. IF the Contractor and/or PE/COR deems it necessary they can submit a CFR/CR to conduct and inspection.
Question 2: WORK ITEM 3: Hull Plating (U/W Body), Inspect
3.2.7 Coating system inspections. The Contractor shall accomplish the below inspections, in conjunction with the underwater hull inspection conducted by the Underwater Hull Inspection Board
(UWHIB). Document the condition found as “Partial - Condition A”, “Partial - Condition B”, “Partial
Condition C”, or “100%”, as applicable (see 4.1 (Definitions)). Submit a CFR.
70Z04019QP3052900 STA TILLAMOOK BAY (47254) Amendment A00001
NOTE
The following inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub-Contractor or a NACE Inspector– see SFLC Std Spec 0000, paragraph 3.2.4.2
(In-process QCmeasures for “critical-coated surfaces”).
3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.
Question: Under the note it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted and checked by the QP-1 or
Nace Inspector at that time?
Answer: Nace inspector is not required for the UW hull inspection, however, a NACE 3 Coatings
Inspector will be required IAW with requirements as stated in Std Spec 0000 (Surface Prep, coating application, coating thickness readings, etc…)
Question 3: WORK ITEM 5: U/W Body, Preserve (100%)
Question: Is utilizing the Sherwin Williams NACE-3 inspector still acceptable as in the past?
Answer: No. Contractors will need to follow Std Spec 0000. Nace 3 coating inspector’s independent from any paint supplier will be required as per Std Spec 0000.
Question 4: WORK ITEM 6: Rub Rail, Remove, Inspect and Install
3.4 Reinstallation. After the completion of all inspections and any authorized repairs, the
Contractor shall re-install each rub rail section, using new nylon insert locking nuts.
3.6 Preparation/Preservation. For vessel 47206 and subsequent, area covered by fendering system and aluminum faying surfaces (surfaces of similar or dissimilar materials that are fit closely together and fastened) shall be painted in accordance with CG Drawing 47B-MLB
631-020.
Question: There is no scope of work about installing the rub rails as shown on BP#47B MLB
611-020 Rev H sheet 3 of 3 items 8 & 9. Wanted to check to see if we are still sandblasting the hull surfaces, inspecting them, applying two coats of the epoxy paint, applying a full coat of 5200 sealant on the hull surface then utilizing the 4200 sealant to seal up the seams and edges?
Answer: Yes the spec is somewhat vague on the work required. Based on paragraph
3.3.1(Clean & Inspect), the rub rail, fender mounting surfaces, etc shall be inspected and a
CIR submitted with results of inspection and any recommended repairs. The coating system is not to be applied/renewed until a CIR is submitted and a CR approved. A full coating of 5200 and 4200 on the seams will be applied upon re-installing the rub rails.
Question 5: WORK ITEM 9: Tanks (Mp Fuel Service), Clean And Inspect
4. NOTES
4.1 Tank content removal. The Ship’s force will pump down the tanks to the maximum extent possible with the installed pumping system.
4.2 Tank content restoration. The Ship’s force will procure new fluids and refill all tanks at the appropriate time.
Question: I believe this is one of the cutter specs that was not taken out, correct?
Answer: Correct. Notes 4.1 and 4.2 should have been deleted. Please disregard.
Question 6: WORK ITEM 13: Main Diesel Engine, Remove And Install
1.1 Intent. This work item describes the requirements for the Contractor to remove and install the both port and starboard main diesel engine(s). New Port MDE will be provided as GFE.
Question: For the installation of the new Port engine, is it the contractor’s responsibility to do the flushing procedure for the new engine and supply all new gaskets and oils, as well as prep and load out the old engine on government’s transporter?
Answer: Yes, In future specifications this will be more clearly identified. Bid for flushing, and prep for load out.
Question 7: WORK ITEM 19: Main Diesel Engine Exhaust System, Clean And
Inspect
3.2.1 Exhaust splitter valve. The Contractor shall remove the exhaust splitter isolation valve from the crossover pipe between the two mufflers and transport to a suitable machine shop for overhaul.
3.3.1 The Contractor shall overhaul the exhaust splitter valve with Contractor- furnished overhaul kit in accordance with manufacturer’s instructions. Renew all manufacture approved gaskets and O-rings.
Question: After researching the valve company information on the overhaul, and available kits, the valve company states that those valves are not overhaulable and need renewed because they will never pass the pressure test or seal properly again. Do you want the contractors to supply new valves as part of the bid?
Answer: COR/PE will provide as GFE if it needs to be renewed.

Question: Are these special OEM hoses still contractor supplied or GFE?
Answer: Contractor to provide.
Question 9: WORK ITEM 22: Sea Strainers - Sea Strainers - Duplex (All Sizes), Overhaul
3.3 Reinstall. After completion and acceptance by the Coast Guard Inspector; the Contractor shall reinstall all overhauled, cleaned and new strainers to their original locations, as shown on Coast
Guard Drawing 47B-MLB 505-020 and TP 3359. Renew all gaskets with material conforming to
ASTM D1330 of the same size and configuration as those gaskets removed. Renew all hardware with nickel-copper alloy fasteners.
Question: Are we to renew fasteners with in-kind materials, not nickel-copper alloy?
Answer: YES in kind
Question 10: WORK ITEM 22: Sea Strainers - Sea Strainers - Duplex (All Sizes), Overhaul
3.6 Contractor’s option for strainer renewal. The Contractor may opt to renew strainers designated for overhaul if preferable for the Contractor, and is at no additional cost to the Government. New strainers shall be equivalent (including identical material) to the strainer being renewed. Visually inspect the piping and mounting arrangements, and submit a CFR detailing any required modifications to accommodate the new strainer(s).
Question: In the past, we have always had these strainers as GFE if they were not overhaulable, because, why would the contractor spend $6,000.00 on the new strainers when if the strainers were overhaulable, only costing about $1,000.00. Does not make fair bidding for the contractor to gamble they are in good condition, then if not, must purchase new ones.
This should be a change request if they not overhaulable, correct?
Answer: Yes PE/COR will request as GFE if they cannot be overhauled.
Question 11: WORK ITEM 23: Sea Strainers - Simplex (All Sizes), Clean and Inspect
3.2.3 Reassemble. After completion and acceptance by the Coast Guard Inspector, reassemble all strainers.
Renew all hardware with nickel-copper alloy (Monel) fasteners.
Question: Are we to renew fasteners with in-kind materials, not nickel-copper alloy?
Answer: YES in kind
Question 12: WORK ITEM 36: Watertight Closure, Renew
Question: It has always been in the past that these specialty WTD & WTH have always been
GFE supplied equipment. Is this going to be a contractor supplied WTD and coaming or supplied by the USCG?
Answer: Recently the USCG has not been stocking these items so it was left out as GFE. Coast
Guard will do a separate purchase request and purchase the door in question for this project. To be clear coast guard will provide door and coaming, and the contractor is NOT to bid on the procurement of the door.
Question 13: WORK ITEM 37: Bilge Preservation, Auxiliary Space
Below is what is in the spec:
1.1 Intent. This work item describes the requirements for the Contractor to preserve the bilge area between frame 8 and frame 10, extending outboard to the longitudinal girders. to include areas that are listed in TABLE 1. Prep and renew paint in the engine room underneath the strainers.
TABLE 1- BILGE PRESERVATION
ITEM DESCRIPTION LOCATION APPROXIMATE
SQFT.
Bilge Preservation needs to be
Completed underneath the Strainers in the Engine Room. Prepare and Preserve
IAW WI 38 TABLE 2
Engine Room APPX ( 8 sq ft)
This is contradictive on the location. This has always be in just the Aux space under the battery boxes between frames 8 to 10 from the keel to the girder as below in the past contracts. The area in the engine room is already covered under Work Item 21, in paragraph 3.3 Bilge Preservation.

bilge area between frame 8 and frame 10, extending outboard to the longitudinal girders.
Question: Are we just to preserve the bilge area between frame 8 and frame 10?
Answer: I would like both done please. There is not a work item to have the bilge pocket in the engine room under the strainers to be re-coated. Most all contractors would do this already but I put it in the WI this time.
In Section 1.1 Intent. IT SAYS to INCLUDE the area listed in TABLE 1. Bid to do the aux space, and the posket in the engine room under the strainers. There is actually a Work Item in the contract that states to preserve the area under the strainers but I cannot find it. SO bid only once to preserve the area under the strainers in the engine room.
