Question 1:

-General Requirements:

3.3.2 - Can International 5640 anti-fouling paint to be used on the underwater body. It is not listed on 6310 Appendix C. Will this paint be permitted as part of the contract, or will we need to request the change with a CFR after award?

Answer:

The requirement for the anti-fouling is in appendix C-18 of the SFLC STD 6310.

Question 2:

-D-010 - MDE to RG, Both, Align

-D-038 - Cardan Shaft(s) Renew

Both of these CLINS have removing, reinstalling, and aligning the cardan shafts as part of the SOW.

Should we include the labor cost in D-010 or D-038?

Answer:

The Labor cos should be included in D-038.

Question 3:

Would the CG consider changing the geographic restriction from 420 miles to 480? It would allow two more bidders to be eligible to bid on the project. According to NOAA publication ‘Distances Between United States Ports’, both us and RMF are between 470 and 480 miles from Monterey.

Answer:

The reason for the geographical restriction is to mitigate the unit’s mission degradation during the boat’s transit to the facility. If we extend the distance from 400NM the unit mission readiness will degrade due to extra crews provided to the boat transiting to the facility to mitigate crew fatigue (Safety).

There are 3 potential vendors within the 400NM’s of Monterey CA, I believe that is adequate competition. The only time that I have asked to increase NM’s is to create competition because we only had one vendor.
