Solicitation 70Z04019QP02H6900 Question & Answers

Question
Answer
1
In the RFQ, Appendix A need to be completed in 10 days which is doable since it is just a visual inspection. However, it is impossible to complete Appendix B in five days. Appendix B requires a complete tear down. The quickest Appendix B can be completed is 15 to 20 days. Could you please clarify?

Since the engine would have to be completely dismantled, all parts cleaned and critical measurements and readings taken to determine if contingency parts are needed. USCG SBPL can agree with a 20 day window for the Appendix B report to be submitted.

Site Information-

1. There appears to be a wheel stop at the end of each pier. What is the height of this wheel stop?

1. What are the dimensions of the doorway that the boat hoist will enter? Height and width please.

1. What is the tide variation below pier level?

1. What is the pier capacity?

Site Information

1. Wheel stops are 24 inches tall on each finger pier

1. Door height: 24’ Door width: 24’

1. Tide variation below pier level is roughly 5 feet to 20 feet

1. Pier capacity is 115,000 lbs (28,750 lbs per wheel of the MBH)

Removal of existing unit-

1. The SOW does not appear to address disposal of the existing Kleeco SP800H. CLIN 0002 does require a price for that component.

0. Is the Kleeco operational/moveable under its own power?

0. Can the Kleeco be disassembled and moved out of the immediate work area prior to erecting the new equipment?

0. Is there a cutting torch available on site?

0. Can waste fluids and dunnage (packing material/blocking) be disposed of on site?

0. Will the Kleeco remain on site, or are we required to transport to another location or dispose (scrap) the machine?

Removal of existing unit

The existing unit will be removed by the unit prior to installation of the new hoist. We do not need a quote for this as required in CLIN 0002

Testing-

1. It is understood that there is a test eye built into the site, and that this can be used for load testing.

0. What is the configuration of the connection to this eye?

0. Is there a spreader bar on site that is typically used for testing? This would connect two load blocks on the hoist with a single lift point to connect to the dock eye.

0. If so, is the spreader rated for an adequate test load?

Testing Configuration:

1. Two tests are performed; one on the front-half wheel section and one on the rear-half wheel section. Both tests use the built-in test bar anchor located under the steel cover plate in the deck. The installed slings on the hoist are used and pulled to a point in the center, a strap is attached to the sling then a dynamometer is attached with a shackle and the other end of the dynamometer is attached to the built-in test bar anchor with another shackle. The maximum allowed test angle is 30 degrees with corresponding load factor of 0.45. Load test performed at 110% of load. The test load for the front wheels and for the back wheels is calculated as follows: Test Load = (boatlift capacity/2) * 0.45 * 1.1 Therefore, the test load for the existing 80 kip capacity hoist is equal to: Test Load = (80 kip/2) * 0.45 * 1.1 = 19.8 kips. When testing the front wheel section (end closer to the boat maintenance building), the two rear wheels are positioned entirely on the boat haul out finger piers and the front two wheels are on the concrete pier deck as close to the test anchor as possible. When testing the rear wheel section, all four wheels are positioned entirely on the concrete pier deck with the rear wheels positioned as close to the test anchor as possible.

1. There is no spreader bar on site, the installed slings are used (attached by straps and shackles as described above) in conjunction with a calibrated dynamometer to conduct the test
