STATEMENT OF WORK FOR

ENGINEERING SERVICES FOR HYDRODYNAMIC

REVIEW OF WPB, 87-FT COASTAL PATROL BOAT

1.0 GENERAL.

Scope. The Surface Forces Logistic Center (SFLC) Naval Architecture and Marine Engineering Branch provide engineering support to all cutter and boat acquisition projects. This support includes all aspects of naval architecture including hydrodynamic analysis and consideration for resistance reduction and gains in powering efficiency. The purpose of this task order is to obtain design recommendations from a naval architecture contractor who specializes in high performance propeller design and analysis of hull appendages. A Subject Matter Expert (SME) in the field of high performance propeller design and analysis of flow around appendages via Reynolds Averaged Navier–Stokes equations (or RANS equations) is required. The contractor must possess expert knowledge and be experienced in the principles, practices and techniques of naval architecture and be capable of calculating the effects of flow around appendages and the development of cavitation as well as assess likely damage on the WPB from erosive cavitation. Assessments of resistance reduction and performance efficiency gains via software are required.

2.0 REFERENCES.

2.1. The Tasks of this project require information about WPB class weight and trim that will be provided as Government Furnished Information (GFI), along with related performance and design characteristics.

3.0 STATEMENT OF WORK.

This statement of work describes the effort required to analyze proposed design solutions and assess gains in overall efficiency and reductions loads on the propulsion system while not increasing erosion and vibration from cavitation on the propeller and appendages.

The Contractor will provide engineering services and utilize computer software to review the hydrodynamic interactions between the propellers, rudders, skegs, and other appendages fitted to WPB class patrol boats. The Contractor will develop design solutions via computer software analysis (RANS) to increase the overall efficiency of the WPB by reducing resistance and increasing propulsion efficiency without sacrificing maneuvering ability. Assessment of hydrodynamic appendages such as stern interceptor or flaps and forward spray rails to reduce overall resistance and increase propulsive efficiency will be considered. Offered design solutions for the propeller and hull appendages will also be focused on reducing resistance and load on the propulsion system including main engines.

The Contractor shall provide all resources necessary to perform the above described tasks. A Subject Matter Expert experienced in the application of software tools (RANS) for hydrodynamic assessment of appendages, propellers, and cavitation and mitigation techniques is required.

The kick-off meeting with be held via teleconferencing, and as a result, no travel for the Contractor nor Government is required. Travel for attendance to the final presentation meetings are required.

3.1. Tasks:

3.1.1. Task 1 – Starting from the Contractor’s prior baseline resistance and propulsion analysis of existing 87 WPB hull form, appendages, and current propellers, evaluate the effects of weight growth and trim on hull, propulsion and main diesel engines. Analysis methodology and results will be calibrated to full-scale sea trials and weight reports from WPBs in service provided by the USCG. The contractor shall evaluate the effects of two displacements and one CG location for each displacement in the analysis of weight growth effects.

3.1.2. Task 2 – The contractor shall design and analyze stern flaps or interceptors, wake adapted skegs, rudder orientation (i.e. toe in or out) and spray rails for gains in resistance and propulsive efficiency. The effects of the appendages on efficiency gain shall be identified for individual contribution to permit the evaluation of their cost effectiveness by the USCG. The analysis shall consider the effects of two hull displacements and one CG locations for each displacement, on performance of appendages. Design solutions for increased efficiency, shall consider reduction of erosive cavitation, and mitigation of vibration inputs will be presented for review and comment in a preliminary design report and at a presentation meeting highlighting estimated gains in efficiency and reductions in erosive cavitation and vibration inputs.

3.1.3. Task 3 – The contractor shall prepare a preliminary design and analysis of new propellers to determine the potential for propeller efficiency improvements when compared to the current propeller design and to include the effects of one hull displacements and one CG location both in unmodified appendages and one fully-modified appended configuration.

3.1.4. Task 4 – The contractor shall prepare presentations and reports documenting the results of tasks 1-3 in accordance with the delivery schedule. A draft final report of design solutions will be provided. After incorporation of Government comments a final report of design solutions, sufficiently detailed to allow for development of detail design drawings for construction, will be delivered and presented.

4.0 PERIOD OF PERFORMANCE.

4.1. Period of performance shall be 240 days after task award.

5.0 DELIVERABLES.

5.1. The general requirements for all deliverables stated herein apply. The contractor shall provide the following:

5.1.1. The Contractor shall provide deliverables that include all drawings, specifications, manuals, illustrations, charts, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project.

5.1.2. All deliverables shall be provided as 2 paper copies plus 1 electronic copy provided via CD.

5.1.3. Upon receipt of a deliverable, USCG shall have 28 days to review the draft deliverable and provide comments. After receiving USCG comments, the Contractor shall produce the final deliverable within two weeks.

6.0 SCHEDULE. The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in carrying out the provisions of this Statement of Work.

“Draft” is defined as work associated with the SOW as being approximately 90% complete.

7.0 ACCEPTANCE CRITERIA.

7.1. The Contractor shall provide the above deliverable(s) to the Government, as specified. The Government will have thirty (30) days to provide one set of comments, if any, to the Contractor for incorporation into the deliverable. The incorporation of the Governments comment, if any, will constitute completion by Contractor and acceptance by the Government.

8.0 GOVERNMENT FURNISHED PROPERTY.

8.1. To be provided 14 days after task award.

9.0 QUALITY ASSURANCE.

9.1. The government will review the contents and format of the deliverables in their entirety prior to issuing approval.

10.0 SECURITY CLEARANCE.

10.1. This work is not classified. No security clearance is required.

11.0 CONTRACTING OFFICER’S REPRESENTATIVE.
