Sol No. 70Z04018QP3099500 A00001 (cont’d)
Question 1: WORK ITEM 3: Hull Plating (U/W Body), Inspect
3.2.7 Coating system inspections. The Contractor shall accomplish the below inspections, in conjunction with the underwater hull inspection conducted by the Underwater Hull Inspection Board (UWHIB). Document the condition found as “Partial - Condition A”, “Partial - Condition B”, “Partial Condition C”, or “100%”, as applicable (see 4.1 (Definitions)). Submit a CFR.
NOTE
The following inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub-Contractor or a NACE Inspector– see SFLC Std Spec 0000, paragraph 3.2.4.2 (In-process QCmeasures for “critical-coated surfaces”).
3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.
Question: Under the note it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted and checked by the QP-1 or Nace Inspector at that time?
ANSWER: NACE inspector is not required for the UW hull inspection, however, a NACE 3 Coatings Inspector will be required IAW with requirements as stated in Std Spec 0000 (Surface Prep, coating application, coating thickness readings, etc…)
Question 2: WORK ITEM 4: U/W Body, Preserve (100%)
Question: Is utilizing the Sherwin Williams NACE inspector still acceptable as in the past?
ANSWER: No. Contractors will need to follow Std Spec 0000. Nace 3 coating inspector’s independent from any paint supplier will be required as per Std Spec 0000.
Question 3: WORK ITEM 4: U/W Body, Preserve (100%)
3.2.2.1 Underwater hull. The hull bottom shall not be painted except for an area directly above the propellers. Paint shall be applied from the aft edge of each strut to the transom between the inboard and outboard engine girders (for a total of 31.0” between the girders) with the system specified for “U/W Body and Boot-Top, Aluminum Hull (in waters with limited fouling)” in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems).
Question: I always feel this is a trick to see if contactors really read the contract. Since this is not a Great Lakes boat, you do want the entire underwater body sand blasted and painted accordingly?
ANSWER: YES, Entire U/W Body should be blasted and painted accordingly.
Question 4: WORK ITEM 5: Rub Rail, Remove, Inspect and Install
3.4 Reinstallation. After the completion of all inspections and any authorized repairs, the Contractor shall re-install each rub rail section, using new nylon insert locking nuts.
3.6 Preparation/Preservation. For vessel 47206 and subsequent, area covered by fendering system and aluminum faying surfaces (surfaces of similar or dissimilar materials that are fit closely together and fastened) shall be painted in accordance with CG Drawing 47B-MLB 631-020.
Question: There is no scope of work about installing the rub rails as shown on BP#47B MLB 611-020 Rev H sheet 3 of 3 items 8 & 9. Wanted to check to see if we are still sandblasting the hull surfaces, inspecting them, applying two coats of the epoxy paint, applying a full coat of 5200 sealant on the hull surface then utilizing the 4200 sealant to seal up the seams and edges?
ANSWER: Yes the spec is somewhat vague on the work required. Based on paragraph 3.3.1(Clean & Inspect), the rub rail, fender mounting surfaces, etc shall be inspected and a CIR submitted with results of inspection and any recommended repairs. The coating system is not to be applied/renewed until a CIR is submitted and a CR approved. A full coating of 5200 and 4200 on the seams will be applied upon re-installing the rub rails.
Question 5: WORK ITEM 8: Tanks (Mp Fuel Service), Clean And Inspect
4. NOTES
4.1 Tank content removal. The Ship’s force will pump down the tanks to the maximum extent possible with the installed pumping system.
4.2 Tank content restoration. The Ship’s force will procure new fluids and refill all tanks at the appropriate time.
Question: Is this correct, and then is Work Item 25 being eliminated?
ANSWER: Notes 4.1, 4.2 should not be in the Work Item. This was a Typo, or an update that was not caught. Contractor will remove fluids as per the Work Item. And WI 19 Diesel tank refuel still needs completed. The Unit will NOT procure the fuel.
Question 6: WORK ITEM 10: Water-tight Closures, Inspect
3.2 Inspect. The Contractor shall inspect weather-tight closures and mounting hardware in accordance with CG DWG MLB 167-010, 47B-MLB 801-010, and Std Spec 0740. Submit a CFR for the following:
• Door Seal(s)
Question: Are we to chalk test all of the hatches as well, as we have done in the past?
ANSWER: Correct. Chalk test all hatches as well.

3.4 In-process quality control measures. The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000, paragraph
3.2.4.2 (In-process QC measures for “critical-coated surfaces”).
Question: The SSPC-SP3 surface prep called out is for painted steel surfaces, not aluminum, this should be a SSPC-SP11, like one’s we have completed on all of our other previous contracts. This is not a sand blasted surface and has not been a “critical-coated surfaces” in the past as well; this should not require a Nace inspector.
Are we to use the SSPC-SP11 profile, and is a Nace inspector really needed?
ANSWER: SSPC-SP11 surface prep is to be used and a Nace inspector is not required for coating the Aux Space Bilge.

Question 9: WORK ITEM 31: Sea Strainers - Duplex (All Sizes), Overhaul
3.2.3 Reassemble. Reassemble each strainer. Renew the basket, cover and packing gland fasteners; as applicable. Lubricate the valves with plug valve grease conforming to AMS-G-6032.
Question: About 95% of the strainers we have completed did not need new strainer baskets; do you still want them renewed accordingly?
3.3 Reinstall. After completion and acceptance by the Coast Guard Inspector; the Contractor shall reinstall all overhauled, cleaned and new strainers to their original locations, as shown on Coast Guard Drawing 47B-MLB 505-020 and TP 3359. Renew all gaskets with material conforming to ASTM D1330 of the same size and configuration as those gaskets removed.
Renew all hardware with nickel-copper alloy fasteners.
Question: Can we renew with in kind metal?
ANSWER: YES
Question 10: WORK ITEM 32: Sea Strainers - Simplex (All Sizes), Clean and Inspect
3.2.3 Reassemble. After completion and acceptance by the Coast Guard Inspector, reassemble all strainers. Renew all hardware with nickel-copper alloy (Monel) fasteners. Renew all gaskets, o- rings or seals. As applicable, lubricate the valves with plug valve grease conforming to AMS-G- 6032.
Question: Can we renew with in kind metal?
ANSWER: YES
Question 11: Work Item 16: Various Piping
3.2.5 Leak Test: After completing all authorized mechanical (i.e. threaded, bolted, etc.) joint repairs, the Contractor shall test the {________________________} system's operation using the system fluid at normal operating pressure.
Question: What should go in the blank?
ANSWER: All equipment That is listed in TABLE 1 of the Work Item. This blank area is very generic. Please reference Table 1 for equipment to be leak tested.
