Amendment Number A00001
14. (cont’d)
Question 1: WORK ITEM 3: Hull Plating (U/W Body), Inspect
3.2.7 Coating system inspections. The Contractor shall accomplish the below inspections, in conjunction with the underwater hull inspection conducted by the Underwater Hull Inspection Board (UWHIB).
Document the condition found as “Partial - Condition A”, “Partial -
Condition B”, “Partial Condition C”, or “100%”, as applicable (see 4.1
(Definitions)). Submit a CFR.
NOTE
The following inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub-
Contractor or a NACE Inspector– see SFLC Std Spec 0000, paragraph 3.2.4.2 (In-process QCmeasures for “critical-coated surfaces”).
3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.
In our past previous contracts from the 80’s & 90’ this inspection was used to turn on optional items that the contracts had, such as 100% Under Water Body Renewal or to just do a partial
10%, which was to blast all of the A/F off to the epoxy and build the system back up. They found that this 10% did not work well on the small boats so started doing just the 100%. We still inspect this, but knowing we have the D-Item to complete this 100%, which is as far as it needs to go for inspection. The only thing this would determine is how often the station personnel painted the bottom over the last 5 years.
Under the note it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted and checked by the QP-1 or Nace
Inspector at that time?
Answer 1: NOTE is removed; see Rev-1
Question 2: WORK ITEM 5: Bulkhead Penetrations, Frame 5, Inspect
1. SCOPE
1.1 Intent. This work item describes the requirements for the
Contractor to inspect the bulkhead surfaces and fuel piping penetrations at Frame 5 and renew all r/w system piping, adapter & fitting penetrations. Scope of work calls out to renew all r/w system piping, adapter & fitting penetrations.
Par 3.4, calls out to put in a change request in for the piping and flange, and is this not covered in par 1.1?
Answer 2: The Contactor is required to renew only the blkhd 5 salt water pipe penetration assemblies which are the port and stbd r/g cooler supply and return piping, fittings, and adapters.
Which covers all components including penetrations. If anything is discovered outside of the penetration assemblies, a CFR/CR is required.
Question 3: WORK ITEM 6: U/W Body, Preserve (100%); Due to the extent of ‘critical coated surfaces’ on this project, a third party tech rep is going to add considerable cost. Would it be possible to use CG personnel/PE to witness the inspections or utilize the local Sherwin Williams
NACE level 2 inspector?
Answer 3: NACE level-3 certified inspector (IAW SFLC STD SPEC 0000) is required.
Question 4: WORK ITEMS 4: Rub Rail
3.6 Preparation/Preservation. For vessel 47206 and subsequent, area covered by fendering system and aluminum faying surfaces (surfaces of similar or dissimilar materials that are fit closely together and fastened) shall be painted in accordance with CG Drawing 47B-MLB
631-020.
3.4 The Contractor shall apply sealant to the top and bottom of each renewed rub rail in accordance with CG Drawing 47B-MLB 611-020.
There is no scope of work about installing the rub rails as shown on BP#47B MLB 611-020 Rev H sheet 3 of 3 items 8 & 9. Wanted to check to see if we are still sandblasting hull surfaces, inspecting them, applying two coats of the epoxy paint, applying a full coat of 5200 on the hull surface and utilizing the 4200 on the seams?
Answer 4: The Contractor shall apply sealant to the top and bottom of each renewed rub rail in accordance with CG Drawing 47B-MLB 611-020
Question 5: WORK ITEM 12: Main Diesel Engine, Remove and Install
Are we to R&R both the P&S MDE engines, or just one side?
Answer 5: See Rev-1
Question 6: WORK ITEM 13: Main Diesel Engine, Align
Are we to align both the P&S MDE engines, or just one side?
Answer 6: See Rev-1
Question 7: WORK ITEM 14: Cardan Shaft(s), Renew
Are we to renew and alignment check both the P&S Cardan Shafts, or just one side?
Answer 7: See Rev-1

3.4 In-process quality control measures. The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000, paragraph
If I am not mistaken the TCTO for this calls out for the surface prep to be mechanically cleaned to an SSPC-11 and apply two coats of epoxy IAW the Coatings & Color Manual, as we have been doing under the Sea Valve Items from day one of all the 47MLB contracts in the past which is not considered “critical-coated surfaces”.
Question: Do you seriously want to sand blast the interior of the AUX space with all of the electrical in it, plus contaminating the Survivors Compartment?
Answer 8: See Rev-1
