Amendment Number A00001

14. (cont’d)

Question 1: For bidding purposes these items state (clad/renew). Are you giving the contractor the option of what to do? It is hard to give a bid when the scope of work is completely different between the two, we could have 2-3 hours to clad weld a 15 square inch area or 10-15 to renew the same area.

3.3 Bidding. The Contractor shall ensure for bidding purposes this specification will be broken down by the following:

Main deck, port aft deck box; 10 sq in, deck (clad/renew)

Main deck, stbd aft deck box; 10 sq in, deck (clad/renew)

Main deck, center aft deck box; 10 sq in, deck (clad/renew)

Lazarette, along keel; 6 sq in (clad/renew)

Engine room, from FR 1 to FR 3 along keel; 12 sq in clad weld (plate renew)

Aux space, from FR 8 to FR10; 12 sq in clad weld (plate renew)

Answer 1: Rev-1

Question 2: WORK ITEM D-1 General Welding, Provide

Paragraph 3.3:

3.3 The aluminum plate listed in Table 1 shows no type of alloy list such as (5456):

Answer 2: Rev-1

Question 3: WORK ITEM 3: Hull Plating (U/W Body), Inspect

3.2.7 Coating system inspections. The Contractor shall accomplish the below inspections, in conjunction with the underwater hull inspection conducted by the Underwater Hull Inspection Board (UWHIB).

Document the condition found as “Partial - Condition A”, “Partial - Condition B”, “Partial Condition C”, or “100%”, as applicable (see 4.1

(Definitions)). Submit a CFR.

NOTE

The following inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub- Contractor or a NACE Inspector– see SFLC Std Spec 0000, paragraph 3.2.4.2 (In-process QCmeasures for “critical-coated surfaces”).

3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.

In our past previous contracts from the 80’s & 90’ this inspection was used to turn on optional items that the contracts had, such as 100% Under Water Body Renewal or to just do a partial 10%, which was to blast all of the A/F off to the epoxy and build the system back up. They found that this 10% did not work well on the small boats so started doing just the 100%. We still inspect this, but knowing we have the D-Item to complete this 100%, which is as far as it needs to go for inspection. Under the note it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted and checked by the QP-1 or Nace Inspector at that time? The only thing this would determine is how often the station personnel painted the bottom over the last 5 years.

Previous USCG Answers: We are using standard work Items in our specification. This

Work Item has the potential for use during a dry dock where the Coast Guard requesting information for determining bottom paint requirements and whether a platform requires full or partial painting. For this contract we a requiring 100% bottom paint under work

Item D-23. No DFT measurements are required from the contractor. Port Engineer will take the responsibility to complete DFT requirements. UPDATED in REV-1 to reflect.

3.2.7.2 and 3.2.7.3 deleted from package

0000, paragraph 3.2.4.2 (In-process QC measures for “critical-coated surfaces”).

Spec Writer Reply: Prior to applying paint contractor will be required to prep surfaces to SSPC-QP-1. CG Port Engineer will verify no need for outside NACE inspector.
