Amendment Number A00002
14. (cont’d)
Question 1.
Thank you for providing us with Amendment 01. After reading through the questions, we would like to request some clarification.
The question was asked, “ ….Under the note it is requesting for a QP-1 or a NACE Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted? The only thing that this would determine is how often the station personnel painted the bottom over the last five years.”
The specification references both SFLC STD Spec 6310 and SFLC STD SPEC 000.
SFLC STD Spec 000 defines the Underwater body surfaces, including u/w appendages (rudders, struts, stabilizing fins) as Critically Coated Surfaces. Per Paragraph 3.2.4.2.1 and 3.2.4.2.2, QP-1 Certification is required, however, “In lieu of meeting the “QP-1 Certification” requirements, the Contractor may opt to provide the services of a coatings Tech Rep…” The spec also states that the Tech Rep shall be a Certified Coating Inspector having successfully completed the NACE- International Coating Inspector Program- level 3. The Tech Rep shall neither be an employee of the contractor, nor of ANY coating system manufacturer.
According to the provided answer in Amendment 01, it sounds as if the contractor is to deviate from the referenced specifications? Just to be clear, a QP-1 certification and or a third-party NACE inspector as required by USCG STD Spec 000 is NOT required for this contract, correct?
The contractor is able to use the Sherman Williams NACE inspector even though SFLC STD Spec 000 states that the tech rep shall not be an employee of any coating system manufacturer?
