About this file

This is a Questions and Answers document clarifying requirements and evaluation criteria for a Firm-Fixed-Price charter bus service solicitation (70Z03926QCGA00201) for the U.S. Coast Guard Academy. The contractor must provide all personnel, vehicles, fuel, maintenance, insurance, dispatch capability, and operational support to transport cadets on four scheduled dates in July and August 2026 (25 July, 1 August, 8 August, and 14 August). Pricing must be submitted as a total lump sum itemized for all services and include all associated fees such as parking, staging, permits, tolls, and ferry costs. The Government will evaluate proposals on Lowest Price Technically Acceptable (LPTA) basis, with vendor flexibility regarding vehicle type and seating capacity provided buses meet the required passenger and baggage capacity outlined in the Statement of Work.

The solicitation is restricted to 100% Small Business Set-Aside status. Passenger quantities are guaranteed rather than estimated. Contractors may use subcontractors' fleets, licenses, insurance, and experience to demonstrate technical acceptability. The correct pickup, drop-off, staging, and reporting location is confirmed as 15 Mohegan Ave., New London, CT 06320. Specific route maps, parking instructions, and staging details for Portland ME; Newport RI; Greenport NY; and New London City Pier will be provided after award. The Government does not require ADA wheelchair lift capability or ADA-compliant wheelchair securement systems on the buses, despite references to these requirements in the Statement of Work. This is a new project with no incumbent contractor.

1. Pricing Structure The Statement of Work identifies this as a Firm-Fixed-Price contract; however, we were unable to locate a pricing schedule or instructions indicating how pricing is to be submitted. Pricing should be provided as:

Answer: A total lump sum for all services, itemized.

1. Vehicle Type Assumptions The SOW requires contractors to provide "sufficient buses" to transport the stated passenger counts but does not specify the vehicle size the Government intends to use for evaluation. For example, one offeror could propose 56-passenger motor coaches while another could propose smaller vehicles requiring additional buses. Please clarify whether the Government expects pricing based on a specific vehicle type or seating capacity to ensure all proposals are evaluated consistently.

Answer: If the vehicle performs the required service per the SOW we will choose based on LPTA.

1. ADA Wheelchair Lift Requirement Section 2.2 states that all motor coaches shall include wheelchair lift capability. Is the Government requiring every vehicle used under this contract to be ADA accessible, or would one accessible vehicle per movement satisfy the requirement if no mobility-impaired passengers are scheduled?

Answer: We do not need an ADA wheelchair lift.

1. Outbound and Return Trip Operations For dates that include both outbound and return movements, should offerors assume the same buses will remain at the destination and perform the return trip, or may separate vehicles be utilized for each leg? This assumption materially affects driver scheduling and overall pricing.

Answer: Vendor preference.

1. Passenger Counts Are the passenger quantities identified in the SOW guaranteed, or are they estimated counts provided for pricing purposes?

Answer: Quantities are guaranteed.

1. The Combined Synopsis/Solicitation header references 70Z03926QCGA00200, while the RFQ paragraph identifies 70Z03926QCGA00201. Please confirm the correct solicitation number to reference in the quote.

Answer: 70Z03926QCGA00201

1. The solicitation states the acquisition is unrestricted/full and open and also states it is a 100% Small Business Set-Aside. Please confirm the applicable acquisition status.

Answer: The proposed acquisition is being conducted as 100% Small Business Set-aside on a restricted basis.

1. Please provide Attachment A referenced for Total Evaluated Price, or confirm the required pricing format if Attachment A will not be issued.

Answer: A total lump sum for all services, itemized.

1. The SOW states that all motor coaches shall include wheelchair lift capability and ADA-compliant wheelchair securement systems. Does this requirement apply to every bus provided, or only to ADA-accessible coach(es) required for actual passenger need?

Answer: Do not need ADA-accessible coaches.

1. The evaluation criteria references 54-passenger motor coaches. Are standard commercial motor coaches with 50- or 56-passenger capacity acceptable if enough buses are provided to meet the required passenger counts and baggage requirements?

Answer: Vendor preference, must just be able to meet required passenger and baggage per SOW.

1. Should the fixed price include parking fees, staging fees, permits, tolls, ferry costs, and other route-related charges, or will any of these be handled directly by the Government if required?

Answer: Pricing should include all fees.

1. The trip sections reference the U.S. Coast Guard Academy at 15 Mohegan Ave., New London, CT 06320, while Section 9 references 31 Mohegan Ave Parkway, New London, CT 06320. Please confirm the correct pickup, drop-off, staging, and reporting address.

Answer: 15 Mohegan Ave., New London, CT 06320

1. Is there any incumbent/recompete or is this a brand-new project?

Answer: No incumbent.

1. If an offeror proposes a transportation subcontractor, may the offeror use that subcontractor’s fleet, licenses, insurance, dispatch capability, and transportation experience to demonstrate technical acceptability?

Answer: Yes.

1. Please confirm the exact pickup/drop-off/staging locations for Portland, ME; Newport, RI; Greenport, NY; and New London City Pier, or confirm that route maps, parking instructions, and staging instructions will be provided after award.

Answer: This information will be provided after award.
