PERFORMANCE WORK STATEMENT (PWS)
FOR LAWN CARE SERVICES
U. S. COAST GUARD ACADEMY, NEW LONDON, CT
1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard (USCG) Academy is an educational institution, which educates, trains and develops leaders of character who are ethically, intellectually, professionally and physically prepared to serve their country and humanity. The Academy provides a four-year Bachelor of Science program to a corps size of approximately 1,000 cadets. The Contractor shall furnish all labor, material, equipment, transportation and supervision to provide lawn care services at the USCG Academy as detailed below.
1.2 SCOPE
The Contractor shall perform lawn care/weed control treatments based on 22 acres of grassy areas as detailed in Technical Exhibit 01 and as follows:
| a. | Early spring application with fertilizer, broad leaf weed control, and pre-emergent crabgrass control. |
| b. | Late spring/early summer application with fertilizer, broad leaf weed control and grub control. |
| c. | Late summer/early fall application with fertilizer and broad leaf weed control. |
| d. | Late fall/early winter lime applicaton. |
| e. | Nutsedge weed control application on an “as-needed” basis. |
| f. | Pesticide application on an “as-needed” basis. |
1.3 OBJECTIVE
The objective is to provide clean and professional appearance of the Academy’s grassy areas.
1.4 APPLICABLE REFERENCE DOCUMENTS

2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 GENERAL REQUIREMENTS
2.1.1 Fertilizer Applications. Fertilizer shall be applied in accordance with the manufacturer’s application directions. The Contractor shall maintain a pH adjustment and fertilizer application program that optimizes grass growing conditions. The Contractor shall perform a fertilizer application program that applies the following minimum nitrogen levels:
| a. | 3/4 pound of nitrogen per one thousand square feet for the first two annual applications. |
| b. | 1 pound of nitrogen per one thousand square feet for the last annual application. |
2.1.2 Herbicide Applications. Contractor personnel handling and applying herbicides for broadleaf weed control and pre-emergent treatment for crabgrass shall possess State of Connecticut certification/license. The Contractor shall perform treatment of weed control and pre-emergent crabgrass in accordance with all Federal and State regulations. All herbicide applications shall be performed in accordance with the manufacturer’s application directions. All broadleaf weed control applications shall be performed with a spray (wet) applicator.
2.1.3 Grub Control Applications. Contractor personnel handling and applying grub control shall possess State of Connecticut certification/license. The Contractor shall perform grub control treatments in accordance with all Federal and State regulations. All grub control applications shall be performed in accordance with the manufacturer’s application directions. The Contractor shall provide Pesticide Application Notice signs and shall be responsible for posting and maintaining signs according to the pesticide label(s) and governing regulations.
2.1.4 Soil Samples. The Contractor shall take soil samples during each of the 3 applications detailed in paragraphs 2.2 to 2.4. Five samples shall be taken from each of the following areas: Washington Parade Field, Practice Field next to the artificial turf Soccer Field, Lower Roland practice field, and behind Quarters. The collection and testing of the soil samples are the expense of the Contractor. The samples shall be submitted to a commercial soil laboratory or state certified cooperative extension office for analysis. Testing shall be for pH, soluble salts, nitrogen, phosphorous and potassium. The results of the soil analysis shall be provided to the government along with any recommendations for future treatment to optimize grass growing conditions.
2.1.5 Manufacturer’s Product Sheets and Safety Data Sheets (SDS). The Contractor shall provide a copy of the manufacturer’s product sheets (specification, and recommended application directions) and the Safety Data Sheets (SDS) for all fertilizers, herbicides, pesticides and lime associated with this Performance Work Statement. These documents shall be provided with the Contractor’s response to the Government’s Request for Quotation and annually thereafter on 1 March. Before any new products are applied, the Contractor shall furnish copies of the manufacture’s application directions and the SDS at least 7 calendar days prior to application.
2.1.6 Repair of Damaged Areas. Areas damaged by Contractor personnel, equipment, or non-conformance shall be repaired by the Contractor as no cost to the government. Repairs shall be performed to meet the standards of the surrounding areas.
2.1.7 Storage of Contractor Equipment & Materials. The Contractor shall not store any equipment, herbicide, pesticide, fertilizers and other materials onboard the Coast Guard Academy.
2.1.8 Lawn Care Maintenance Record, DD Form 1532-1. The Contractor shall prepare a DD Form 1532-1 after every application and submit to the government within 7 calendars day after application. DD Form 1532-1 is provided in Technical Exhibit 02. The Contractor shall record all products disbursed to include fertilizers, herbicides, pesticides, etc.
2.1.9 Requirements Portion. The services covered in paragraphs 2.6 and 2.7 of this Performance Work Statement will be ordered from the Contractor on an “as needed basis” and will be activated with the issuance of a contract modification or Task Order(s). The Contractor shall only be paid for services rendered and accepted by the government.
2.2 TASK ONE – Application # 1
In early Spring, the Contractor shall apply each of the following:
| a. | Balanced granular fertilizer applied at a rate of ¾ pound of nitrogen per 1,000 square feet. |
| b. | Broad leaf weed control applied in accordance with manufacturer’s directions. |
| c. | Pre-emergent crabgrass control applied in accordance with manufacturer’s directions. |
2.3 TASK TWO – Application # 2
In late Spring/early Summer, the Contractor shall apply each of the following:
| a. | Balanced granular fertilizer applied at a rate of ¾ pound of nitrogen per 1,000 square feet. |
| b. | Broad leaf weed control applied in accordance with manufacturer’s directions. |
| c. | Grub control applied in accordance with manufacturer’s directions. |
2.4 TASK THREE – Application # 3
In late Summer/early Fall, the Contractor shall apply each of the following:
| a. | Balanced granular fertilizer, with increase Potassium and Phosphorous rates, applied at a rate of 1 pound of nitrogen per 1,000 square feet. |
| b. | Broad leaf weed control applied in accordance with manufacturer’s directions. |
2.5 TASK FOUR – Lime Application
To be applied in late Fall/early Winter and consist of granular lime to be applied at the rate of 25 to 50 pounds per 1,000 square feet. Rate to be based on soil sample results.
2.6 TASK FIVE – Nutsedge Weed Control Application
Surface application for nutsedge weeds as ordered by the government. Nutsedge weed control shall be applied in accordance with manufacturer’s directions. Price based on a per 1,000 square foot basis with a minimum application of 20,000 square feet.
2.7 TASK SIX – Pesticide Application
Surface insect control application as ordered by the government. Insect control shall be applied in accordance with manufacturer’s specification. Price based on a per 1,000 square feet basis with a minimum application covering 20,000 square feet. The contractor shall provide Pesticide Application Notice signs and shall be responsible for posting and maintaining signs according to the pesticide label(s) and governing regulations.
3.0 CONTRACTOR PERSONNEL
3.1 Qualified Personnel
The Contractor shall provide qualified personnel to perform all requirements specified in this PWS.
3.2 Project Manager.
The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this PWS. The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative. The Project Manager shall be available to the COR via telephone during normal work hours and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior approval from the Contracting Officer.
3.2 Employee Conduct
Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, designated smoking areas and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security. Upon request, the COR will provide the Contractor’s on-site supervisor with the four designated smoking areas onboard the Coast Guard Academy.
3.3 Removing Employees for Misconduct or Security Reasons
The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
4.1 PERIOD OF PERFORMANCE
The period of performance for this contract is a one-year base period with four one-year option periods as follows:

4.2 PLACE OF PERFORMANCE
The primary place of performance will be the United States Coast Guard Academy, 15 Mohegan Avenue Parkway, New London, Connecticut 06320.
4.3 HOURS OF OPERATION
Contractor employees shall generally perform all work between the hours of 7:30 a.m. and 4:00 p.m. EST, Monday through Friday (except Federal holidays).
4.4 TRAVEL
Contractor travel shall not be required for this requirement.
4.5 PROGRESS MEETINGS
The Project Manager shall be available to meet with the COR upon request to present deliverables, discuss progress, exchange information and resolve emergent technical problems and issues.
4.6 GENERAL REPORT REQUIREMENTS
The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard workstations (Windows and Microsoft Office Applications).
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in PWS 2.0.
7.0 GOVERNMENT ACCEPTANCE PERIOD
The COR will review deliverables prior to acceptance and provide the Contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
7.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
7.2 The COR will have 10 business days to review deliverables and make comments. The Contractor shall have 10 business days to make corrections and redeliver.
8.0 DELIVERABLES
The Contractor shall consider items in BOLD as having mandatory due dates. Items in italics are deliverables or events that must be reviewed and/or approved by the COR prior to proceeding to next deliverable or event in this PWS.
