DIVISION 01 - GENERAL REQUIREMENTS

01.10.00 - GENERAL PARAGRAPHS

PART 1 GENERAL

1.01SCOPE OF WORK: The Contractor shall provide all equipment, labor, materials, supervision and transportation necessary to replace the Leamy Hall ballroom and Upper Lounge acoustic ceiling tile system with approximately 8,000 SF of a new acoustic ceiling tile suspension system. Also the Contractor shall paint the (2) "Drop Down" ceilings (approximately 1,000 SF) located in the Ballroom
1.02LOCATION: The specified work shall be performed at Leamy Hall Ballroom and Upper Lounge at the U.S. Coast Guard Academy located at 15 Mohegan Ave, New London, CT 06320.
1.03CONTRACT OFFICER'S REPRESENTATIVE: The term COR is an abbreviation for Contracting Officer’s Representative. The COR is designated by the Contracting Officer (KO). The COR may assign an inspector in his or her place. The COR only has the authority to oversee that the technical requirements of the contract are met. The COR cannot make contract changes or resolve disputes.
1.04PROJECT MANAGEMENT:
A.SITE INVESTIGATION: Any bidder interested in completing the project shall perform a site visit to the locations of the project to become familiar with all the existing conditions under which the project will be performed prior to submitting their bid. Visits to the site may be coordinated with CWO3 Tom Huffman, Assistant Public Works Officer at 860.444.8554. Failure to visit site and make a proper assessment will not relieve the awarded Contractor from contracted work because of under (low) bid. The Contractor shall verify dimensions, linear footages, square footages, and site conditions and advise the COR of any discrepancies found prior to bidding on this project.
B.CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-site personnel, including Sub Contractors to the COR. The Contractor shall update this list when changes occur. Contractor personnel not listed may be denied access to the Coast Guard facility. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.
C.TIME FRAME: The Contractor shall proceed with work on the negotiated start date determined between the Contractor and COR. Targeted period of performance is DEC 11, 2017 through JAN 5, 2018
D.NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall not commence work until all materials are available to complete the project. The Contractor shall contact the COR if they have any questions in relation to the project. The Contractor shall make COR aware of any lead times. The Contractor is required to complete the entire project under this contract ready for use on the dates negotiated. The Contractor shall provide to the Contract Officer all necessary documentation prior commencing work.
E.WORKDAY: Typically, Contractor activities are conducted between the hours of 0730 and 1600 local time Monday through Friday excluding all Federal holidays. All work hours will be schedule around planned Government operations. Restricted work hours or work days will be determined following the award of this contract. Coordination of work schedule will be between COR and Contractor.
1.05CONTRACTOR USE OF FACILITIES:
A.UTILITIES: Water at household pressures and electricity at 120V @ 15A are available at no cost to the Contractor. Utility connections and disconnections shall be the responsibility of the Contractor. Additional utilities beyond what the Academy provides shall be the responsibility of the Contractor. All equipment shall be removed promptly by the Contractor upon completion of work.
B.SMOKING POLICY: The Coast Guard Academy is a limited smoking/tobacco use facility. Smoking and other tobacco use is limited to designated areas. See Appendix A provided for designated area locations.
C.SANITARY FACILITIES: Toilet facilities are available for Contractor use at the job site. The Contractor shall ensure the facilities remain clean after their use.
D.PARKING: The Contractor is authorized parking at the Academy during the performance of work. Overnight parking is not authorized. See COR for parking arrangements.
1.06DRAWINGS: Drawings or Technical Exhibit 1 (TE-1) for 3rd and 4th floor Leamy Hall project location shall be provided.
1.07APPLICATIONS FOR PAYMENT: The Contractor shall have already completed a final cleaning of the project site from debris. Materials and tools shall also be removed. All technical requirements must be satisfied and passed final walkthrough inspection prior to payment. The Contractor may submit invoices by any of the following options:

01.33.00 – SUBMITTALS PROCEDURES

PART 1 GENERAL

1.01GENERAL :
A.ACCIDENT PREVENTION: The awarded Contractor should have in their possession a copy of their “Accident Prevention” or “Injury and Illness Prevention Plan”.
B.STATE LICENSE: The Contractor shall submit a copy of their professional State of Connecticut Contractor's license that is currently valid with the Department of Consumer Protection.
1.02ACOUSTIC CEILING SUBMITTALS:
A.CUT SHEETS: Provide Manufacturer's cut sheet describing specifications of ceiling tile and track to be used. Also; include submittals for any related installation hardware literature that will be used in the project.
1.03PAINTING SUBMITTALS:
A.CUT SHEETS: Manufacturer's cut sheet describing specifications of the description of all the types and formulations of the paints the Contractor is intending to use.
B.COLOR: Color pallets and/or catalog cuts.

01 35 29 HEALTH, SAFETY, AND EMERGENCY PROCEDURES

PART 1 GENERAL

1.01SUMMARY: This section applies to all necessary requirements taken by the Contractor to comply with the health and safety requirements listed herein.
1.02OSHA/EPA REGULATIONS: During the performance of all work under this contract, the Contractor shall comply with all federal, state and local regulations
A.ELEVATED LIFTS: Elevated lifts shall have their test certifications up to date prior delivery from the Rental Company. Certifications shall not be accomplished on Government property.
B.FALL PROTECTION: The Contractor shall provide their Employees with proper fall protection with the use of elevated lifts.
C.PERSONAL PROTECTIVE EQUIPMENT: The Contractor (or Sub-Contractors) shall supply their employees with the required safety protection as appropriate for the work assigned.
1.03USE OF PRIMERS AND PAINTS: The Contractor shall not use any primers or paint that contains lead, chromium, cadmium, and barium without the written consent of the Environmental Officer.

PART 3 EXECUTION

3.01PROTECTION BARRIERS: The Contractor shall provide and set up barriers near work area to prevent unauthorized entry.
3.02PERSONAL PROTECTIVE EQUIPMENT (PPE): Contract Employees shall wear properly fitted PPE in accordance with the safety measures dictated by the type of work they are performing.

DIVISION 09 - FINISHES

09 51 23 - ACOUSTICAL SUSPENSION SYSTEMS AND CEILING TILES

PART 1 GENERAL

1.01 DELIVERY, STORAGE AND HANDLING: The Contractor shall deliver acoustical panels, suspension system components, and accessories to project site in original, unopened packages and store them in a fully enclosed, conditioned space where they will be protected against damage from moisture, humidity, temperature extremes, direct sunlight, surface contamination, and other causes. Contractor is responsible to store grid materials in a way that it will prevent damage, denting or bending. The Government will not be responsible for the security of the Contractor’s storage material and equipment, either inside or outside of Government buildings.

PART 2 PRODUCTS

2.01CEILING TILE PRODUCT SELECTION:
A.SIZE: Ceiling tiles shall be equal to existing tiles. The style texture shall be fine, Humigard or equal. Ceiling tiles shall be regular type, 2’-0” x 2’-0” x 5/8”, or equivalent for a grid face of 15/16”. The color shall be white.
B.SOUND: Ceiling tiles shall have an acoustics NRC (Noise Reduction Coefficient) of 0.50, and an Acoustics CAC rating (Ceiling Attenuation Class) of 35.
C.MANUFACTURE: Material shall be wet-formed mineral fiber, medium texture, with no pattern. Surface finish shall be factory applied latex paint, weight shall be 0.75 (lbs/sqft), insulation value shall have an R Factor BTU rating of 1.6 BTU, or an R Factor-Watts of 0.28 WAT.
D.TYPE: ASTM Classification shall be Type: III, Form: 2, Pattern: C E
E.FIRE RESISTANCE: Fire Resistance/Flame spread shall comply with UL Class A.
2.02ACOUSTICAL SUSPENSION TRACK:
A.TRACK: The wall angle track and suspension system (cross tees and main runners) shall be replaced with material equivalent to existing system. The existing system is 15/16” X 1-11/16”, Intermediate Duty, T-bar finish white. Material shall be hot-dipped galvanized steel and the finish shall be polyester paint or anodized. Clips shall be staked on.
B.CORNERS:Corner caps shall be compatible with and of same color as suspension system
2.03HANGERS
A.EXISTING NOTE: Existing hangers in good conditions shall be saved for reuse.
B.WIRE HANGERS: Additional and replacement wire hangers, braces, and ties shall be zinc-coated carbon-steel wire (ASTM A 641/A 641M, Class 1 zinc coating) soft temper.

PART 3 EXECUTION

3.01REMOVAL OF EXISTING SYSTEM:
A.EXISTING CEILING: The Contractor shall remove all ceiling tiles, grid components and wall track and dispose of in Contractor supplied dumpster.
B.OTHER ITEMS: The Contractor shall ensure that the existing lighting is adequately supported during removal and installation of new system; escutcheons and registers saved. All lighting and other items shall be re-installed in their original locations
3.02PERFORMANCE OF WORK:
A.QUALITY: The contractor shall ensure that all work is completed in a neat workmanlike manner; ceiling components shall be level, adequately supports, original design maintained, and installed in accordance with manufacturers recommendations.
B.OFFSETS: The Contractor shall insure that offset returns on wall track and caps be provided around stanchions where applicable.
C.PROCEDURE: The Contractor shall scribe and cut panels at borders and penetrations to provide a neat, precise fit. Fit around lights, exit lights, fire suppression items, ventilation registers, border cuts and any other items protruding through the ceiling. Trim to fit in semi-tile areas with no gaps showing. Notch tiles in areas required such as Panduit/conduit runs. Reinstall all fixture trim an escutcheons.
D.FASTENING: All fastening shall all be mechanically attached; no components shall be attached with adhesives.
E.HANGERS: The Contractor shall install ceiling hangers from building's structural members, plumb and free from contact with other objects within ceiling plenum.
F.ANGLE MOLDINGS: The Contractor shall install new angle edge moldings at perimeter walls, insuring that there are no gaps between the wall and angle. Screw attach angle to wall in accordance with regular trade practices. Insure that all angle tracks are mounted level with ceiling suspension system to a tolerance of 1/8 inch in 12 feet. Miter corners accurately and connect securely.
G.RUNNERS: The Contractor shall install suspension system runners so they are square and securely interlocked with one another. Assure that no members are dented, bent, or kinked. The contractor may trim existing cross tees on perimeter to suit. Cuts will be precise and not deform exposed edges.
H.HANGERS: Hangers shall be adequately supplied and installed at intervals that the Manufacturer recommends. Hangers shall not be placed where they will be leaning up against piping, ductwork, HVAC equipment, or any other items. Trapezes may be used in areas where equipment causes obstructions, through holes shall be drilled to prevent slip-outs.
I.FIXTURES: The Contractor shall reinstall light fixtures, escutcheons, registers, and any other items that were saved for reinstallation.
3.03PAINT SCHEDULE:
A.DROPDOWN CEILING UNDERSIDES: The ceilings (undersides) and the adjacent sides shall be primed and painted with (2) coats of Latex Flat Ceiling White (GC1070) or equal
B.DROPDOWN CEILING SIDES: The "shaft" sides (unseen top if applicable) shall be primed and painted with (2) coats of Dover White Satin or Egg Shell.
3.04HOUSEKEEPING: The Contractor shall clean –up the work area after the end of each workday. The contractor shall neatly sweep or vacuum all affected areas.
3.05WASTE DISPOSAL: All waste generated from the installation, shall be the responsibility of the Contractor, and removed from the Government premises. Government trash receptacles shall not be used from this project unless prior approval from the COR is given.
3.06INSPECTION: The Contractor shall make a request to the COR for an inspection to determine if all of the technical requirements of the drop ceiling installation have been met. The COR may prepare a Punch List for items that do not meet the technical requirements. Items on the Punch List shall be corrected before the COR will notify the KO of project completion.
