About this file

This is a Questions and Answers document (Amendment A0001) posted on May 19, 2026, for federal contract 70Z03826RL0000006 related to composite repair services for the U.S. Coast Guard.

The document addresses four key inquiries from prospective offerors regarding technical requirements and resource availability. Regarding technical data, attachments A through F referenced in the Statement of Work—including the ALC HC144 ARMPIT Panel Modification Drawing, USCG General Composite Repair Reference 2020, and USCG Vendor Repair References—are not available for release to offerors. For part dimensions, the Government specified that the largest component measures 132 feet by 48 inches, though comprehensive dimensional data (length, width, weight) for all listed part numbers in Attachment 2 was not provided. Historical repair data indicates that 90 percent of repairs performed during the prior contract period were Level 1 repairs, providing offerors with baseline expectations for repair level distribution across Levels 1 through 5. Regarding Component Maintenance Manuals (CMMs), the Government confirmed that no CMMs will be provided; contractors must rely solely on the publications and documents cited in the Statement of Work, with no Government-Furnished Equipment (GFE) documentation to be provided at contract award.

Amendment A0001 - Posted on May 19, 2026

Questions and Answers:

1. TECHNICAL DATA / DRAWINGS: The SOW references Attachments A through F (including the ALC HC144 ARMPIT Panel Modification Drawing, USCG General Composite Repair Reference 2020, and USCG Vendor Repair References). Are any of these attachments available for release to offerors? If so, please provide or advise how they may be obtained.

a. No they are not available for release to offerors.

2. PART DIMENSIONS: The Schedule of Supplies does not include dimensional data for the listed components. Can the Government provide physical dimensions (length, width, weight) for any or all part numbers listed in Attachment 2? This information is necessary to assess oven, tooling, and handling requirements and develop accurate unit price estimates.

a. Largest 132’ x 48”.

3. HISTORICAL REPAIR LEVEL DISTRIBUTION: Can the Government provide historical data from the prior contract period indicating the actual mix of repair levels ordered (Level 1 through 5) by part number or part family? This would allow offerors to develop more accurate pricing and avoid excessive risk loading.

a. 90% are Level 1 repairs.

4. COMPONENT MAINTENANCE MANUALS: The SOW references applicable CMMs for several components. Can the Government confirm which CMMs are available for contractor use, and whether GFE documentation will be provided at contract award?

a. No CMM only the publications/documents cited in the SOW.
