About this file
This document is Amendment 1, Attachment 2 to federal contract opportunity 70Z03826QE0000057, establishing the Salient Characteristics for an Emergency Breathing System intended for USCG aircrew use.
The complete system assembly must be certified and fully functional to a minimum operating depth of 6 meters (20 feet), with a maximum total charged weight not exceeding 3 lbs (1.36 kg). The system features a critical "always-on" architecture with no ON/OFF switch, knob, or manual isolation valve to eliminate the risk of aircrew members failing to activate the device during emergency egress. The cylinder must be constructed from seamless, high-strength aluminum with a fully anodized exterior, contain a minimum internal volume of 1.5 cubic feet of compressed air, and be rated for 3000 PSI fill pressure. The cylinder and first-stage regulator assembly combined cannot exceed 10 inches in length to fit within the standard USCG R/W vest emergency breathing bottle pocket. The first-stage regulator must be piston-type with a 360-degree swivel configuration, integrated pressure gauge (0-3000 PSI), and over-pressure relief safety plug. Connection specifications include a 3/8"-24 UNF low-pressure port and 5/8"-18 UNF cylinder neck thread with straight-thread O-ring boss interface compliant with DOT/TC standards. The flexible hose utilizes polyester outer braid with polyurethane core and must be offered in two lengths: 20 inches and 27 inches. The second-stage regulator features a low-profile design with swivel hose attachment and a rigid, injection-molded purge protection cover that prevents accidental depletion of the air supply, with maximum dimensions of 2-1/4 inches diameter and 2-3/4 inches length. Vendors must demonstrate compliance through documentation of physical dimensions, depth certifications, the always-on architecture, purge protection integration, and capability to provide factory-certified overhaul and maintenance services.

Salient Characteristics Emergency Breathing System
1.0 Complete System Assembly
• Operating Depth: The complete assembly must be certified and fully functional down to a minimum depth of 6 meters (20 feet).
• Total Charged Weight: The maximum weight of the fully charged system (cylinder, regulators, hose, and manifold) shall not exceed 3 lbs (1.36 kg).
• Activation Mechanism:
o No ON/OFF Switch: The device SHALL NOT have an ON/OFF switch, knob, or manual isolation valve.
o Always-Ready State: The system must remain in an "always-on," pressurized, and ready-to-breathe state once the cylinder is charged. This is a critical safety requirement to eliminate the risk of an aircrew member failing to open a valve during an emergency egress, or the system being inadvertently turned off.
1.1. Cylinder Specifications
• Material: Seamless, high-strength aluminum construction.
• Finish: Fully anodized exterior surface for maximum corrosion resistance in marine and saltwater environments.
• Capacity: Minimum internal volume of 1.5 cubic feet of compressed air.
• Operating Pressure: Rated for a fill/charge pressure of 3000 PSI (207 BAR).
• Dimensional Limits: The overall length of the cylinder and first-stage regulator assembly must not exceed 10 inches (254 mm) to ensure proper fit and retention inside the standard USCG
Aircrew R/W vest emergency breathing bottle pocket.
1.2. First-Stage Regulator
• Design: Piston-type first-stage regulator.
• Range of Motion: Must feature a 360-degree swivel configuration to allow optimal hose routing and prevent kinking.
• Pressure Indicator: Integrated, easy-to-read dial pressure gauge indicating 0 to 3000 PSI (0 to
207 BAR).
• Safety Features: Equipped with an over-pressure relief safety plug.
• First-Stage Regulator Port Connection: 3/8"-24 UNF (Standard low-pressure port; male straight thread with an O-ring seal).
• Fitting Type: No custom threads or proprietary quick-disconnect fittings.
• Cylinder Neck Thread: 5/8"-18 UNF (Standard North American straight thread with a face O-ring seal).
• Fitting Type: Straight-thread O-ring boss interface compliant with DOT/TC high-pressure seamless aluminum cylinder standards.

1.3. Flexible Hose
• Material: Lightweight, high-flexibility outer braid made of polyester, containing a robust polyurethane core.
• Available Lengths: To accommodate various aircrew configurations and vest sizes, the contractor must offer the system with two distinct hose lengths:
o 20 inches (508 mm) o 27 inches (686 mm)
1.4. Second-Stage Regulator
• Profile: Low-profile design to minimize bulk and snag hazards on the survival vest.
• Swivel: Must feature a swivel attachment to the hose to ensure freedom of head movement.
• Purge Protection Cover:
o Design Requirement: The regulator must be configured with a rigid, injection-molded hard "Purge Protection Cover."
o Functional Requirement: The cover must completely shroud/protect the purge button so it cannot be depressed or activated during storage, handling, or routine flight operations.
o Justification: This design is critical to prevent the purge valve from being accidentally pressed against survival vest gear, which would lead to the inadvertent depletion of the compressed air supply.
o Dimensional Limit: The second-stage regulator, including the purge cover, shall not exceed a maximum circular diameter of 2-1/4 inches (57.15 mm) and an overall length of
2-3/4 inches (69.85 mm) to ensure compatibility and non-interference with the R/W survival vest.
• Second-Stage Regulator Connection: 9/16"-18 UNF (Standard second-stage demand valve inlet;
female swivel nut).
• Fitting Type: No custom threads or proprietary quick-disconnect fittings.
2.0 Support Requirements
• The contractor must possess the capability to customize hose lengths or regulator configurations if operational needs change.
• The contractor must provide access to factory-certified overhaul and maintenance services for both the 1st and 2nd-stage regulators, in compliance with manufacturer-specified service intervals.
• Interested vendors must provide documentation demonstrating compliance with all physical dimensions (specifically fitting within the 10-inch cylinder pocket and the 2-1/4 inch regulator limit).
• Evidence of depth certifications down to 6 meters (20 feet).
• Confirmation of the "always-on" (no switch) architecture and the integration of the non-depleting
Purge Protection Cover.
