About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition (Simplified Acquisition Procedures) for a sole source procurement. The Coast Guard intends to purchase one Stabilator Test Set (Part Number 02-1103-01, NSN 4920-01-526-5799) directly from the Original Equipment Manufacturer, ULTRAX Aerospace, Inc. The specialized test set is used to perform functional checks on the MH-60T airframe by providing simulated signals to various aircraft components and monitoring their response. The procurement is justified because ULTRAX Aerospace is the sole manufacturer with proprietary technical data, service manuals, and integrated software rights, and no other authorized distributors exist. The contract will be awarded on a sole source basis with a combined synopsis/solicitation to be posted on SAM.gov, allowing all responsible sources to submit capability statements or proposals for consideration.
