About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures. The Coast Guard requires test, evaluation, and repair of two Quadrant Control Test Panels (Part Number 35-93095-0011) used to maintain HC-144 airframes, specifically for measuring, repairing, and calibrating cockpit engine power and condition lever adjustments. The sole source justification is for Airbus DS Military Aircraft, Inc., the Original Equipment Manufacturer (OEM), as they are the only company with access to the necessary service manuals, technical data, performance specifications, and drawings required to evaluate and repair these specialized test panels.

The document indicates that market research was conducted using various government and commercial information systems, confirming no alternative sources exist. The test panels are specifically designed for the military version of the CN-235 airframe and cannot be serviced by other manufacturers. The contract will be posted on www.sam.gov, allowing all responsible sources to submit capability statements or proposals, though Airbus is the recommended and likely sole provider. The procurement is being processed under FAR 13.106-1(b) for "only one source reasonably available" with a purchase request number 2025140-GM01, and will be awarded to Airbus DS Military Aircraft, Inc. located in Mobile, Alabama.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The Original Equipment Manufacturer (OEM) of these Test Panels is Airbus DS Military Aircraft, Inc. (Cage Code 0DAF1), hereinafter referred to as Airbus. This equipment was developed in conjunction with the Department of Defense (DoD) to specifically interface with the wiring on the HC-144 airframe so that all interconnections can be measured, calibrated, and repaired as needed. The test panel designed for the commercial version of the CN-235 airframe is not compatible with the military version. As the OEM, Airbus is the only company with access to the service manuals, technical data, performance specifications, and drawings required to evaluate, calibrate, and repair these Test Panels. The Test Panels to be repaired are complex and must meet critical operational and reliability requirements, the achievement of which require extensive and sophisticated testing. The Government does not own or possess any rights to the service manuals, technical data, performance specifications, or drawings required to service this equipment and it has been determined that it would not be economical to either purchase these rights or to perform the research necessary to develop the required technical data so that adequate purchase descriptions and statements of work could be written.

Market research was conducted using both Government and commercial sources. This included querying the following information systems and web sites: Defense Logistics Agency (DLA) Federal Logistics Information Service (FLIS); Department of Defense Electronic

Mall (DoD EMall); the General Services Administration’s (GSA) on-line purchasing service – GSA Advantage!®; Inventory Locator

Service e-marketplace (ILSmart); internet search engines; and the OEM’s web site. These services are not available from any mandatory

Government source IAW FAR 8.002 or from any non-mandatory source IAW FAR 8.004. Airbus does not have any other authorized repair facilities. A combined synopsis/solicitation will be posted to the Contract Opportunities section of the web site at www.sam.gov.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
