REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR
SERVICES.
Hamilton Sundstrand-Corp is the OEM, and they own the rights to the technical data, specifications, and drawings required to repair these item(s). Hamilton Sundstrand-Corp has not licensed the rights to the technical data required to repair the Weapons Management Systems and is the only known source with the ability to support the testing, evaluation and repair of these item(s). This is essential to flight safety, therefore the USCG is conducting a sole source acquisition.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUIT ABLE TO SOLICIT BY
FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
These item(s) that are to be repaired are complex and must meet critical operational and reliability requirements, the achievement of which require unique production techniques and extensive and/or sophisticated testing. The Government does not own or possess any rights to the technical data, specifications, and drawings required to repair these item(s) and it has been detennincd that it is uneconomical to purchase them. In addition, the Government has not developed the technical data required to repair these item(s) and has no plans to do so.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
As previously stated, the Government docs not own or possess any rights to the technical data, specifications and drawings required to repair these item(s) which have prevented the USCG from being able to provide an adequate technical description to potential new sources. Therefore, it is difficult to take steps to overcome the sole source barrier and foster competition when the manufacturing, performance, and acceptance data are proprietary to the OEM.
