Should the Government receive responsive offers from other responsible sources, award will be made to the lowest priced technically acceptable offeror representing the best value to the Government?
Answer:
*Excerpt from Attachment 4 – “Terms and Conditions”
Evaluation Criteria The provision at FAR 52.212-2 Evaluation of Commercial Items is not applicable to this solicitation. In lieu of this provision, proposals will be evaluated on Technical Acceptability, Past Performance and Price as shown below. It is anticipated that a contract resultant of this solicitation will be awarded on a sole source basis to Sikorsky Aircraft Corporation, as the only known United States Naval Supply Weapons System (NAVSUP WSS) approved source for this requirement. Responsible contractors are limited to Naval Supply Systems Command Weapon Support System (NAVSUP WSS) approved supply sources and must be an Original Equipment Manufacturer (OEM) approved source of supply for the overhaul of the gearboxes. Should the Government receive responsive offers from other responsible sources, award will be made to the lowest priced technically acceptable offeror representing the best value to the Government.
Technical Acceptability: Technical Acceptability will be evaluated to determine an overall rating of “acceptable” or “unacceptable.” Technical Acceptability will be evaluated based on the following:
Offerors shall be a NAVSUP WSS approved source.
Offerors shall be a NAVSUP WSS approved source at the closing date of the solicitation and shall provide documentation to reflect NAVSUP WSS approval with the submission of their proposal.
Offerors shall be an OEM or OEM approved source of supply for the overhaul of gearboxes and be able to provide traceability to the OEM, Sikorsky Aircraft Corporation (Cage Code 78286).
Offerors must have ability to provide overhaul services in accordance with the Statement of Work
(SOW).
Price: The offeror shall provide pricing as requested in the attached Schedule for the base period and all option periods. Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror’s proposal will be evaluated using one or more of the techniques defined in FAR 15.404-1, in order to determine if the price is fair and reasonable.
Past Performance: The Past Performance evaluation will assess the offeror’s ability to successfully accomplish the proposed effort based on the offeror’s demonstrated Past Performance. The Government may use information available from past contracts/purchase orders with the USCG, delivery information found in the USCG’s Asset Maintenance Management Information System (AMMIS) system, and any information found using Federal Government sources such as Past Performance Information Retrieval System (PPIRS) and/or Contractor Performance Assessment Reporting System (CPARS).
