The purpose of this Amendment 3 is to:

a. Provide Questions/Answers submitted 12/10/2021 from FLIR;

b. Update the quantities for the Schedule of Supplies/Services for CLINS 0020, 0021, 0022 and 0023;

c. Provide an updated Performance Work Statement attached to this Amendment

1. Question: Is Coast Guard still intending to have Govt. Storage at TDY FLIR Boston

Facility? Reference Section 4.2 Inventory Maintenance and Section 6.1 Contractor Shipment of

ESS Assets.

Answer: No, the Government no longer requires the contractor to maintain a bonded storage area.

Section 4.1 is removed. Section 4.2.2 is removed.

Section 6.0 title is changed to “Contractor Shipment of Assets”. Section 6.1, is modified to read:

The contractor shall ship RFI assets within the time frames listed in Section 7.0 – Delivery

Requirements. In the event the contractor is unable to meet the required delivery schedule, the contractor shall immediately notify the COR.

2. Question: Does the Training Section 9.1 apply to ESS only or is Training for the STAR III and

SAFIRE 380HD requested also?

Answer: The training requirement is for the ESS and SAFIRE 380HD covered under this contract.

Section 9.2 is updated to read: “The contractor shall ensure that training is conducted by personnel thoroughly knowledgeable in every operational facet for the ESS and SAFIRE 380HD systems covered under this contract.”

3. Question: Does Inspection and Acceptance apply to new production systems only or for repairs also?

Answer: Inspection and acceptance for all items under this contract is performed by ALC, Quality

Assurance.

4. Question: Do Marking Instructions Section 20.7 New Production systems only or for repairs also?

Case Labels are sometimes not legible. Does the CG want new labels for cases quoted with the repair if they are not?

Answer: No, the Government does not require new labels for repaired items. A standard shipment packing slip itemizing the contents with a reference to the order number will suffice.

Section 20.7 is updated to state “new systems/components”. The 265 Tag is removed at the completion of the repair (provided by the USCG indicating “F” condition with the component discrepancy).
