70Z03821RL0000002 Attachment 4 – Questions and Answers
- Ref 3.3.4 Overhaul Point 6: Comply with the Compressor Blisk Bentonite coating SB72-0522 Revision 01.
- Our Engineering team has confirmed that to-date, no capability exists in the industry to meet this requirement. The OEM - GE has attempted this SB without success, GE has also not been able to confirm if any of their vendors have been successful in applying this SB and there are currently no vendors offering this service. Vendor was asked by GE to de-modify several production blisks this year (Produced or modified at Production IAW SB72-0522) due to the failure of the modified coating to adhere to the blisks. Vendor has attempted the SB with similar results to the OEM. We can only surmise that GE is still evaluating the SB as it has not yet been removed from circulation.
- Would the Government confirm this requirement and capability to perform this SB or consider removing the requirement?
A) This requirement will not be removed. GE may be actively working on a different coating, or modifying the processes to apply the existing Bentonite Coating. Removing the requirement allows any future overhauled engines to be returned to us without an improved coating on the blisks. We have not received any technical instructions from GE that this SB no longer applies.
- Ref 3.24 – 3.24.6 High time, life, or cycle limited rotating parts which have reached their respective limits IAW section 3.24.3 and 3.24.4 shall not be modified, repaired or overhauled, but shall be replaced with other USGC serviceable parts or replaced with new OEM parts. The cost to replace high time, life or cycle limited parts shall be IAW the published GE CT7 Airline Catalog minus twenty percent (20%).
Vendor is unable to supply material from the Airline Catalog to any CT7-9C / 9C3 operators per OEM licensing. Would the Government clarify the use of this catalog pricing since MROs must use the MRO GE Material Pricing?
- Or could love Government confirm contractors, can, on their behalf, receive applicable discounts on the USCG’s behalf from GE?
- MROs by license cannot provide new material discount to the proportion (List Less 20%) requested based upon the current GE material pricing structure for all approved MRO’s. The material pricing structure is not listed within the current License agreement therefore would the government consider the removing the material discount required based upon the current GE material pricing structure for all approved MRO’s.
A) The USCG is considering removal of the 20%.
- The Government has stated a life limit of less than 5000 Hrs for ‘Life and cycle limited components’ with 3.24.3 and 3.24.4, can this be clarified as the rotating parts within the CT7-9 engine are ‘cycle life limited’ therefore they are removed based upon cycles remaining?
A) Our cycle life limit is not published in the standard GE manuals. We do reference ACMS, which has accurate information based on this report.
