USCG AVIATION LOGISTICS CENTER

STATEMENT OF WORK (SOW)

FOR

REQUALIFICATION AND MAINTENANCE OF

TUG/TEXTRON MODEL MX4 TOW TRACTOR

USCG POCs:

Purchasing Agent – Jason Smith (252) 335-6204

Item Manager – Barry "Steve" Durham (252) 335-6571

Equipment Specialist – Christopher Barr (252) 384-7292

1.0 GENERAL

1.1 Background

The United States Coast Guard (USCG) operates Tug/Textron Model MX4, Electric Tow

Tractors, at our Air Stations for light duty, under 4,000 pound, USCG aircraft movements and as burden carriers for aircraft support equipment. The USCG Air Stations have performed organic, and preventive maintenance, and periodic scheduled inspections to continuously operate the fleet of MX4 tow tractors.

The USCG fleet of MX4 tow tractors has obsolete or failed Ballard Traction Inverter

Modules (TIM). The USCG requires the installation of the Curtis TIM upgrade Service

Bulletin (SB) on our fleet of MX4 Tow Tractors. This effort is beyond the organic capability of USCG maintenance, inspection, and testing. The USCG had attempted to organically upgrade two (2) tow tractors previously. Both installations have fallen short and the tractors remained inoperable. Installation of the SB will increase the reliability of and maximize the life-cycle of the fleet of MX4 tow tractors. The USCG has successfully completed fourteen (14) SB installations/conversions through a preceding Firm Fixed Price

(FFP) contract.

The installation of SB-MX4-008K on a Model MX4 tractor, by removing the Ballard TIM and installing a Curtis TIM upgrade, in effect, coverts the Model MX4 tractor to a

Tug/Textron Model MZ tow tractor, thus increasing the tractor’s reliability and maximizing the life-cycle of the asset.

1.2 Scope

The Contractor shall install the Curtis TIM SB on two MX4 tow tractors with an option of ten (10) more. The Contractor shall provide the USCG documentation for mandatory repair actions to return the tow tractors to a fully operational service status.

The USCG also requires to have the condition of the tow tractors evaluated for physical and functional discrepancies related to the condition of all installed components for any unserviceable or beyond repair condition as a mid-service-life overhaul project, to include corrosion and paint discrepancies. These discrepancies shall all be identified as "Above and Beyond" repairs, and independent of the FFP contract.

TUG/TEXTRON MODEL MX4 TOW TRACTOR

1.3 OBJECTIVE

The USCG expresses the desire to install the Curtis TIM SB upgrade, by a qualified

Aviation Ground Support Equipment Support Services Repair Facility Contractor, for the fleet of MX4 tow tractors. After the installation of the SB, the USCG requires the

Contractor to complete a TT&E inspection to document all unrelated TIM discrepancies for identification and repair as "Above and Beyond" repairs as a mid-service-life overhaul, increasing the life-cycle of the asset.
