Amendment A00002: Clarification Questions
Question 1: Regarding all of the PNs highlighted in GREEN, can we confirm that the
“downgrades” should actually be upgrades? (example: it lists an -054 Input to a -046 output, but
I believe it should be the opposite).
Response 1: The Schedule is listed in such a way so that vendors may quote pricing for components being overhauled from a -054 (input) to a -046 (output), -046 (input) to a -054
(output), a -046 (input and output), or a -054 (input and output). The United States Coast Guard anticipates that there may be a need for components to be overhauled in both manners – to upgrade the components ending in -046 to -054 and in reverse by downgrading the -054 to -046 components. The Schedule reflects overhauls of these components in an “A to A,” “B to B,” “A to B,” and “B to A” manner so that each overhaul may be quoted. An amended Schedule has been posted to Beta SAM.
Question 2: Per part, what is the quantity that we expect per ordering period? (listed is qty per estimated total contract quantity, and minimum rate per month).
Response 2: An amended Schedule and Statement of Work has been posted as an attachment which now shows a yearly overhaul estimate reduced from four (4) each per month to four (4) each per quarter for Spindles. This will be an estimated total of 80 spindle overhauls over the five (5) year period of the contract, with an estimate of 16 spindle overhauls annually. This may be in any combination of the 16 spindle overhauls. For example, one overhaul for -053, one for -
054, one for -055, and one for -056 or could be a quarterly requirement of four (4) overhauls for
-056. Additionally, the remaining components Annual Yearly Demand have been amended to accurately correlate to the number listed on the Statement of Work.
Question 3: Define Period of Performance.
Response 3: Period of Performance is twelve (12) months, with each option period being a twelve (12) month option period. Period of performance will begin upon date of award.
Question 4: Can you please clarify the requested monthly output rates and the yearly demand for each of the part numbers listed in the solicitation? We noticed some conflicts between the
Annual Yearly Demands listed in Attachment 1 (Schedule) and the Estimated Total Contact
Quantities listed in the table within section 1.1. of Attachment 2 (SOW).
Response 4: The USCG is requesting the spindles be overhauled at a rate of four (4) per quarter in any combination with a delivery rate of two (2) per month. An updated Statement of Work
(SOW) and Schedule are posted, as of the time this response is posted, as new attachments to
Beta SAM to clarify the Annual Yearly Demand/Estimated Total Contract Quantities.
Question 5: For each PN, which month do we anticipate receiving the first one for induction? Or something along those lines so that we can build the schedule.
Response 5: As this is a Requirements contract, the components will be issued on an as needed basis to begin on the effective date of award with an estimated quarterly/annual demand.
Amendment A00002: Clarification Questions
Question 6: Who may submit proposals for solicitation 70Z03820RJ0000001?
Response 6: Please refer to Section 6 of Attachment 4: 70Z0820RJ0000001 Redacted J&A. “The
United States Naval Supply Weapons System Support (NAVSUP WSS) is the Primary Inventory
Control Agency and has sole authority and responsibility for certifying sources of supply and support for the MH-60T components. Certification of sources of supply was executed in accordance with Public Law 108-136 Section 802 of the Defense Appropriations Act of 2004 and Naval Air Systems Command Instruction (NAVAIRINST) 4200.56. Responsible sources are limited to NAVSUP WSS approved sources. ALC is the Coast Guard’s Primary Inventory
Control Agency and has sole authority and responsibility for certifying sources of support for unique parts used on the Coast Guard aircraft model. SAC is the only known ALC MRR
Engineering approved source. There are no other overhauling sources or alternate part numbers available to meet the Government’s requirements.”
In the event that a vendor other than SAC provides any capability statement, proposal, or quotation in response to the notice, it will be considered prior to award.
