Evaluation Criteria

The Government will award a single contract resulting from the solicitation to the responsible Offeror whose offer conforming to the solicitation (to include all stated terms, conditions, representations, certifications, and all other information required by FAR 52.212-1 and its Addendum to this solicitation) is determined to represent the best value to the Government; price and other factors considered. The Government will utilize the Tradeoff Source Selection Process. Award will be not be made on the basis of lowest price, but on the proposal that offers the best value (meets or exceeds the acceptability standards for the Technical Capability, Past Performance, GFR Compliance, Warranty, and their sub-factors) for the price proposed. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the SSA reasonably determines that the higher rated proposal of the higher priced Offeror is more advantageous to the Government than the price difference with lower priced Offerors. Non-price factors, when combined, are significantly more important than price.

This evaluation will evaluate the Proposals received in response to this solicitation. The evaluation factors are as follows (in descending order of importance):

Factor 1 – Technical Capability Sub Factor 1- Technical Experience Sub Factor 2 – Planned Approach

Sub Factor 3 – Paint Facility

Factor 2 – Past Performance Factor 3 – GFR Compliance Factor 4 – Warranty Factor 5 – Price

Technical Capability, Past Performance, GFR Compliance, and Warranty, when combined are significantly more important than Price. Sub factors are in order of importance under Factor one (1). Where competing Proposals are determined to be substantially equal for non-price factors, price may become the controlling factor. It shall be noted that award may be made to other than the lowest price Offeror or the highest technically rated offeror if the Government determines that another offeror would provide the best value for the Government.

FACTOR 1 – TECHNICAL CAPABILITY

Sub factor 1 – Technical Experience

a. Submission Requirements: The Offeror shall provide an overview of its technical knowledge and Government and Corporate/Commercial experience regarding capabilities, experience and expertise with performing aircraft PSIs or DLMs, and all other tasks contained in the RFP for C-130 or similar type multi engine turbo-prop, fixed wing large body aircraft. The Offeror shall include specific examples of work performed to include the number of PSIs, overhauls, and/or heavy maintenance requirements completed or substantially completed. The scope of work with specific tasking and accomplishments should be included. Each example should describe the type of aircraft and its use (Government or Corporate/Commercial), and approximate dollar value of the contract. The Offeror shall submit experience with various engine and propeller types.

The Offeror shall demonstrate their technical capability to perform all task areas of the SOW and address the actual methodology used to accomplish the SOW tasks. The Offeror shall demonstrate a clear understanding of the work processes, procedures, and systems for USCG C-130J aircraft as specified in the SOW. The information shall be prepared in a format consistent with the SOW and shall be in sufficient detail to enable the Government to make a thorough evaluation of the Offeror’s technical competence and ability to comply with the task requirements specified in the SOW.

b. Evaluation: In evaluating this sub-factor, the Government will determine if the Offeror has experience that meets or exceeds the requirements of the solicitation regarding performing depot level maintenance on multi-engine turbo-prop, fixed wing aircraft similar in work scope, complexity, and value to this requirement. The Government will also determine if the Offeror has documented experience that meets or exceeds solicitation requirements for performing avionics, airframe, and power plant inspections, modifications, and repairs to multi-engine turbo-prop, fixed wing aircraft; while consistently maintaining the delivery schedule and budget.

Evaluation of this sub-factor will enable the Government to determine if the Offeror’s proposal is most advantageous to the Government with regards to its capability to provide the services required in each of the SOW task areas; and if the Offeror’s proposal reflects a clear understanding of the work processes, procedures, and systems set forth in the

SOW.

Sub factor 2 – Planned Approach

a. Submission Requirements: Planned approach shall detail proposed policies and procedures for managing and directing the effort, including procedures for dealing with unusual or difficult situations that may arise. The Offeror shall demonstrate a clear understanding of the management skills needed to execute the services defined in the SOW, as well as how they are to be aligned and utilized in performance of the contract.

The proposal shall include the methodology used to determine the management approach and the rationale as to why the management personnel proposed are best qualified to accomplish the task. Methodology shall demonstrate the Offeror’s understanding of the requirement and ability to manage the technical requirements stated in the SOW.

Specific examples should be submitted that demonstrate the Offeror’s: 1) policies and procedures for managing and directing the effort; 2) application of management resources; 3) organizational structure/lines of authority; 4) risk assessment/risk mitigation plan; 5) understanding of the processes, procedures, and controls as related to the use of Government Furnished Resources.

Offerors shall submit their planned approach to performance of the SOW citing work plans, processes, and procedures for successfully managing tasks for multiple aircraft in work. In addition, the Offeror shall address critical items such as continuous process improvement, procedures for scheduling, conducting, and documenting inspections, discrepancy identification, and corrective action procedures to include procedures for addressing Government discovered non-conformances. Offerors shall describe their process for procuring parts in accordance with the requirements of the SOW and demonstrate understanding of the requirement based on comprehension of the SOW. The Offeror shall also discuss accessibility to an airport capable of accommodating a C-130J aircraft.

The Offeror shall submit an integrated master schedule (IMS) and risk mitigation strategy that identifies and comprehensively explains how the Offeror plans to induct the aircraft for performance and meet the individual PSI 220 day delivery schedule with potential for a high number of non- routine repairs, modification activities, etc. that will occur as described in the SOW and RFP. The IMS and risk mitigation strategy shall be provided in

PDF.

b. Evaluation: In evaluating this sub-factor, the Government will determine if the Offeror has proposed a management approach that demonstrates an understanding of how to manage the effort and, based on the quality of the information submitted, the Offerors’ ability to meet or exceed the requirements set forth in this solicitation. Evaluation of this sub-factor will enable the Government to determine if the Offeror demonstrates an understanding and comprehension of the SOW based on proposed processes and procedures for implementing the critical items in the Planned Approach submission requirements listed above, in particular, the description of continuous process improvement and process for corrective action. The Government will evaluate the Offeror’s methodology for calculating critical path and scheduling resources, delivery performance, and the effectiveness of a risk mitigation strategy planned for meeting delivery schedules for a variety of non-routine tasks while also maintaining the schedule for completing PSIs and other DLM work. The Offeror’s parts procurement process will be evaluated to determine the adequacy for the scope of work and for compliance with

SOW 2.3.2.

Sub factor 3 – Paint Facility

a. Submission Requirements: The Offeror shall provide a detailed description of their paint facilities proposed for use in performance of this contract highlighting the facility’s ability to control relative humidity and temperature and comply with the SOW with relation to depaint and paint tasks. Describe experience with various paint schemes and gloss finish. Proposed paint facilities shall meet the requirements described in SOW 2.2.11.

b. Evaluation: The Government will determine if the Offeror has proposed de-painting/painting facilities that meet the requirements described in SOW 2.2.11 and demonstrates experience that meets or exceeds the requirements of the solicitation to successfully perform the work to USCG specifications. A more favorable rating will be given to Proposals which have paint facilities co-located with the place of performance of this solicitation, and will be evaluated as a lower risk.

FACTOR 2 – PAST PERFORMANCE

a. Submission Requirements: Information described herein is required for the Offeror, all subcontractors, teaming partners, and/or joint venture partners proposed to perform twenty percent (20%) or more of the proposed effort based on the total proposed price.

For each identified effort for a commercial customer, the Offeror shall submit a client authorization letter, authorizing release to the Government of requested information on the Offeror's performance.

In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided by the Offeror and its references, and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and non- Government contract administrators. Examples of Past Performance areas of evaluation include, but are not limited to: Business Relations, Quality of Service, and Schedule.

To illustrate the Offeror’s Past Performance, the Offeror shall provide Attachment two

(2), Past Performance Information sheet for three (3) relevant contracts (references) performed within the preceding three (3) years for the contractor. Each reference shall outline the Offeror’s Past Performance as a prime or major subcontractor, which are the same or similar in nature, scope and complexity to the services being procured under this RFP. Government contracts or non-Government contracts may be used.

The Offeror shall include documentation regarding their Past Performance as it directly relates to the work being procured under this RFP. The Offeror SHALL NOT go back more than three (3) years from the RFP release date for the submitted data.

Proposals that do not contain the information requested for Factor two (2) risk rejection.

In the case of Offerors that represent newly formed entities, or an Offeror without any recent and relevant Past Performance history, Past Performance will be evaluated as “Neutral.” If an Offeror has no Past Performance history, the Offeror should affirmatively state that it possesses no Past Performance history.

b. Evaluation: The Past Performance evaluation will assess an Offeror’s likelihood of success in performing the RFP’s requirements as indicated by that Offeror’s record of Past Performance. The evaluation will determine if Past Performance is recent and relevant to the services being procured under this RFP. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of the RFP. To be relevant, the Offeror’s Past Performance efforts shall have involved similar scope and magnitude of effort, and complexities described in the requirements of the solicitation.

FACTOR 3 – GFR COMPLIANCE

a. Submission Requirements: The Offeror shall provide proof of GFR compliance through:

a.1. Evidence of the Offeror’s latest audit conducted by the U.S. Government with passing results.

a.2. In the event an Offeror has been audited by the U.S. Government, but the results are unavailable, the Offeror must provide the following information so that the Government may attempt to contact the auditor to obtain the most recent audit results.

Evidence of the Offeror’s latest audit conducted by the Government, if one has previously been conducted, is still required.

Date of Audit Name of U.S. Government entity who conducted the audit Name of Auditor/s Phone number of Auditor/s Email address of Auditor/s

a. Evaluation: The GFR compliance submission will be evaluated to determine if it is acceptable or unacceptable. Any Offeror that fails to prove their facilities are GFR compliant through the submission requirements above may no longer be considered for award.

FACTOR 4 – WARRANTY

a. Submission Requirements: The Offeror shall provide an express warranty in accordance with FAR 12.404(b) for the C-130J aircraft and all component re-work upon completion of work at the Contractor’s or sub-contractor’s facilities, or other location where work has taken place. A minimum warranty term of twelve (12) months starting from the date of acceptance of an aircraft via DD250 is required.

b. Evaluation: The Offeror’s proposed warranty terms will be evaluated to determine the best value for the Government. The proposed warranty shall describe items covered by warranty, length of warranty, procedures for initiating warranty claims if the need arises, and remedies available to satisfy a warranty claim.

FACTOR 5 - PRICE

a. Submission Requirements: The Offeror shall provide pricing as requested in attachment one (1) titled “70Z03820RH0000003- Schedule”. Any quantity price discounts and discounts for prompt payment should be included in this section. Failure to quote pricing for the all Contract Line Item Numbers (CLIN) may result in a proposal being excluded from further consideration. The page limit for this section is six (6) pages total, including attachment one (1). The Offeror may provide a narrative as long as the page limit for this section does not exceed the six (6) page limit.

Location of Offeror’s Facilities

In order for the Contracting Officer to evaluate certain foreseeable costs to the USCG that will vary with the location of the Offeror’s facilities, the Offeror is required to provide in Attachment one (1), the exact location of the facilities used to perform the PSI/DLM in its entirety.

The Offeror is cautioned that its failure to provide the location of its facility in Attachment 1, may result in its proposal being found unacceptable under the provisions of the terms of this RFP.

b. Evaluation: The price evaluation will be based upon the total evaluated price for each Offeror. The Government will evaluate the price for award purposes by adding the total price for all options to the total price for the base year, plus any Foreseeable costs as described below. All CLINs with “TBD” for unit price will not be included in the price evaluation. Price will not be assigned an adjectival rating such as acceptable or unacceptable; rather it shall be evaluated for reasonableness.

Foreseeable Costs:

The Contracting Officer will evaluate certain foreseeable costs that will vary with the location of the Offeror’s repair facility. Costs will be calculated based on the Offeror’s facility location and these costs will be added, for the purposes of evaluation only, to the Offeror’s overall price.

The elements of foreseeable costs consist of the following:

1. Transit cost: Aircraft operations cost will be calculated based on one (1) round trip from the ALC to the Contractor’s facility. Transit cost to fly the aircraft between ALC and the Contractor’s facility is $9,357 per hour.

2. Travel and Per Diem Cost: COR and QA travel costs –

a. Travel - There will be a transportation cost for one (1) Contracting Officer’s Representative (COR) for 20 round trips (total), and three (3) additional USCG Personnel for 312 round trips (total) between the Contractor’s offered place of performance and the COR’s official duty station (Elizabeth City, NC).

If the Contractor’s facility is less than 50 road miles from the USCG personnel’s official duty station, the travel expense will not apply.

b. Per Diem- There will be a per diem expense for 880 calendar days to support three (3) additional USCG Personnel while in the city of the place of contract performance, to be determined in accordance with the Joint Travel Regulations (JTR). A per diem expense will also be applied for three (3) days per trip for the COR. The cost of car rental for the estimated performance period will also be included.

If the contractor’s facility is less than 50 road miles from the USCG personnel’s official duty station, the per diem expense will not apply.

EVALUATION METHODOLOGY

Procedures for Award

a. Proposals shall be submitted in accordance with the instructions in FAR 52.212-1 and 52.212-2. Proposals will be reviewed for compliance with the solicitation requirements.

If Proposals contain more than the specified page limits, only the pages up to the limiting number for that volume will be evaluated.

b. The evaluation factors are Technical Capability, Past Performance, GFR Compliance, Warranty, and Price (in descending order of importance); the sub-factors are also listed in order of importance. Non price factors, when combined, are significantly more important than price.

c. The KO shall notify the affected Offeror in writing if a proposal has been rejected as deficient.

Basis for Contract Award

Award may be made to other than the lowest priced Offeror or other than the highest technically rated Offeror. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. The Government anticipates making an award without discussions. The Offeror is responsible for providing its best submission on the initial offer;

however, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest price offer; and waive informalities and minor irregularities in offers received.

The Government reserves the right to reject a Proposal upon initial submission and not consider it for contract award if any required information is absent.

The Government will consider throughout the evaluation, the correction potential of any proposal aspect evaluated as a deficiency. If a deficiency is not considered correctable, or if the amount and/or complexity of the corrections needed to meet the Government requirement requires a major proposal revision, the Offeror may be eliminated from consideration for award.

Following receipt of responses, the Government may perform a comparative analysis (comparing contractor responses to one another) to select the contractor that is best suited to fulfill the requirements, based on the Offeror’s responses to the factors outlined in this RFP and their relative importance.
