Question 1:
In the past, expendables/consumables for the H-65 helicopter were contracted with multiple sources as long as (the vendor) could show traceability to the OEM. What has prompted the change which is now precluding anyone else other than Airbus or an authorized Airbus distributor from bidding?
Answer 1:
From market research data, we believe each of items listed on the schedule of this combined synopsis/solicitation, are only able to be procured by the OEM (AH France) or OEM authorized distributors (AHI). If (the vendor) claims to be an OEM authorized distributor, we will certainly accept your proposal, as long as you have the correct authorization documentation attached.
The parts listed in this requirement are flight critical or are used in components that directly affect the safety of the aircraft. USCG Engineering has determined that these components can only be procured from the actual manufacturer and their authorized distributors to ensure the safety of the aircraft.
