1) Are there minimum qualifications required for the staff doing the temperature screenings? I.e. EMT’s, Medical Assistants, etc.
No qualifications are required since the staff will only be providing instruction.
2) Will the three gates need to be staffed 24/7 or does the base only use one gate after hours and weekends?
The gates will not be staffed 24/7. Staff will be required from 05:30-17:30 Monday-Friday.
3) Will there need to be any records kept as to how many people were scanned daily?
Only records needed will be the number of people who were not allowed to enter facilities due to COVID-19 symptoms.
4) How is the bid to be set up: By person with hourly cost, by day by person, etc?
The quote is set up by person with a fixed hourly rate.
5) What are the peak hours?
The table below outlines the current peak hours.
6) Will you be providing a pricing document or CLIN structure to include with the response?

There is no specific pricing template to provide.
11) Are there any requirements for vendor to provide on call additional staffing as needed, outside of project scope growth?
On call staffing will be at vendor discretion and responsibility however, vendor will be REQUIRED to provide a minimum of 4 staff per day for the entire shift throughout length of contract. (i.e. If a staff member should need to leave a shift early or in entirety for emergency or otherwise, vendor will be responsible for providing a replacement screener).

Yes, the USCG ALC does have restroom facilities available for use near screener locations. Electric power is available either at location site or close-by.
13) Do the locations for service provide any protection from the elements? (i.e. Tentage for sun exposure) IF NOT, is this something that the vendor needs to include as a separate line item in their quotes? This may be advantageous to obviously not only the vendor staff on site, but also for “cool down” staging areas for secondary tested entering employees, contractors and visitors as well.
Yes, tents are provided for protection from the weather elements. Among other items to provide adequate and necessary comforts (i.e. tables, chairs, fans, etc.)
14) Are there any clearance requirements (outside industry standard personnel background checks) for vendors to provide services on this site as outlined by the solicitation?
