In the past I have worked on NAVY programs where the SOW "statement of work" later became the Contract is that process the same at the USCG? If so do you allow for a redline and comment of the SOW if there is something that might require clarification or remedy.
The Statement of Work (SOW) as well as the Terms and Conditions will be part of the awarded Purchase Order. If any exceptions are taken on the SOW or Terms and Conditions, it should be noted with the submitted quote. The Contracting Officer and our Engineer Division will review and address the exceptions before the Purchase Order is awarded.

Same for the T&C's if there is something that might require discussion can we offer a redline and comment draft Along with the SOW and T&C's there questions embedded on the contractors ability to perfom the maintenance services, what format would you like those answers. Simple word document , PP or other?

Yes as stated in response one.

Stated on page 2 of the Terms and Conditions if the offer is an Original Equipment Manufacturer authorized repair facility and has not previously been approved by the United States Coast Guard to complete the repairs, they must provide proof with their quote (such as a letter from the OEM) stating that the offer is approved to complete the repairs. The detailed repair explanation can be formatted in a word document, Power Point or scanned PDF file submitted with the quote. A simple statement of capabilities will not suffice per solicitation 70Z03820QB2000170 Terms and Conditions page 1 and 2 of Technical Acceptability.
