SOLICITATION 70Z03819RW0000003

STATEMENT OF WORK

HC-27J MLG OVERHAUL AND REPAIR SERVICES

1.0 BACKGROUND

1.1 As directed by section 1098 of the National Defense Authorization Act for Fiscal Year 2014, DoD transferred fourteen (14) HC-27J aircraft to the United States Coast Guard (USCG). The HC-27J aircraft were procured by the Air Force under the Joint Cargo Aircraft contract. In July 2014, the Air Force transferred to the USCG thirteen (13) HC-27J aircraft in the DoD configuration. The USCG established an Asset Project Office (APO) for the HC-27J at the Aviation Logistics Center (ALC), Elizabeth City, NC. The Medium Range Surveillance (MRS) product line is responsible for logistical system development to include HC-27J supply, maintenance and repair support.

1.2 The HC-27J aircraft original equipment manufacturer (OEM) is Leonardo SpA of Italy, formerly Finmeccanica-Leonardo Company and Alenia Aermacchi. The components for the Main Landing Gear (MLG) have been identified as being manufactured by APPH Limited dba Heroux-Devtek of England.

1.3 The HC-27J Spartan Aircraft is operated differently from general aviation in support of USCG search and rescue missions, as well as surveillance and reconnaissance missions. The USCG HC-27J missions require frequent operation at lower altitudes and in salt–laden environments. These environments accelerate corrosion on airframe structures, engines and components of the aircraft. The aircraft and its components are inspected by USCG personnel In Accordance With (IAW) the OEM periodic requirements and in conjunction with the USCG’s specialized Asset Computerized Maintenance System (ACMS).

2.0 SCOPE

2.1 The scope of this requirement is intended to provide overhaul and repair services for the left and right hand HC-27J MLG assemblies and associated parts. The left and right MLG assemblies and associated parts are listed within the schedule.

2.2 The overhaul and repair services include the complete teardown, inspection, modification, rework/replacement, assembly, and testing of all items identified in the Schedule IAW OEM specifications. This requirement establishes the minimum USCG requirement necessary for repair and overhaul and is not intended to be all inclusive, nor detract from the procedures outlined in the manufacturer’s drawings, manuals, specifications, and service bulletins (SB). USCG configuration control requires that applicable SBs and modifications (MODs) for all ACMS tracked components not previously configured, shall not be incorporated without prior written approval from the USCG Contracting Officer with approval of the HC-27J Product Line Engineering.

2.3 The USCG anticipates this requirement may include unexpected repairs, SB incorporation, and possible modifications for the MLG OEM components; the terms and conditions of providing these unanticipated requirements will be negotiated at the time of need.

3.0 REQUIREMENTS

Contractor Shall:

3.1 Be a certified Federal Aviation Administration (FAA) Part 145 authorized overhaul and repair center or equivalent with the capability to effectively inspect, test, troubleshoot, clean, modify, overhaul and repair the listed MLG OEM components within the scope of this requirement. Overhaul and repairs shall be completed IAW the most current OEM Component Maintenance Manuals (CMMs), revisions (REV), temporary revisions, and specifications, including SBs, amendments (AMDs), and MODs, while also maintaining any USCG specific requirements for return to service in a Ready For Issue (RFI) condition and USCG operational use. The components must remain configured and overhauled per OEM specifications for installation on USCG HC-27J aircraft.

3.2 Return all parts to the USCG within 200 business days after receipt of material at vendor’s facility. All parts shall be in serviceable RFI condition or as otherwise directed by the USCG Contracting Officer with a FAA airworthiness Form 8130-3, or the OEM Certificate of Conformance (COC), or a COC IAW FAR 52.246-15.

3.3 Demonstrate that they have access to, and ability to obtain current OEM specifications for inspection, modification, overhaul, and repair of the listed MLG OEM components, including CMMs, REVs, SBs, AMDs, MODs and drawings issued by the individual OEM’s as the USCG does not own, nor can it provide this data.

3.4 Be responsible for all necessary functions to perform services requested. This includes, but is not limited to, required tooling, manuals, test equipment, parts, material, engineering services, management, personnel, documentation, preservation, shipping, etc.

3.5 Designated Engineering Representative (DER) Repair Procedures

3.5.1 DER Repair procedures may be authorized on a case by case basis after review and approval by the USCG HC-27J Engineering Officer.

3.5.2 The contractor shall submit a complete technical package to the USCG Contracting Officer showing the DER repair procedure on a FAA form 8110-3, which shall meet the original OEM operational requirements. This information will be treated as proprietary information; the USCG will not release this information to other sources.

3.6 Provide services for the modification, repair, and overhaul of the components identified in the contract schedule.

3.6.1 Modification includes the incorporation of service bulletins, parts, and rework required to upgrade USCG landing gear and components to the most current configuration.

3.6.2 Repair is considered inspect, repair, and test as necessary to meet fit, form and function as determined by the OEM CMM. This work consists of inspection and analysis usually of a specific defective condition, repair of that condition, replacement of defective parts only as necessary, and testing to meet the OEM’s functional return to service requirements. A repair does not zero the “Time Since Overhaul” (TSO), component time continues for repaired items.

3.6.3 Overhaul of the component is required when the component has reached one of the OEM’s airworthiness limitations, any life cycle limits, or has some other general condition (out-of-limit/out-of-tolerance) such as excessive wear, tear, damage, or corrosion, as deemed to require an overhaul level of service. Overhaul includes the complete teardown, inspection, rework, assembly, and testing of components, to OEM original or rebuild specifications. An overhaul zeroes the TSO and effectively restarts restoration intervals and OEM component life cycle limits as applicable.

3.6.4 No Fault Found (NFF) is absence of a defect affecting the fit, form, or function of an item.

3.6.5 Beyond Economic Repair (BER) is any defect affecting the fit, form, or function of an item where the total cost of repair is greater than 65% of the new replacement price for that component, or where an item cannot be repaired. Unless the parties decide to proceed with a repair, items under this category will be subject to the NFF pricing and the component will be returned to the USCG marked BER.

3.7 The Contractor must track and document calendar time, flight time, flight/life cycles, all work and services performed on the MLG OEM components as required under USCG ACMS. See Section 6.0 for specific information.

3.8 Provide copies of all FAA, European Aviation Safety Agency (EASA), OEM certifications, and International Organization for Standardization (ISO) or SIX SIGMA registration (if registered). If the Contractor for any reason loses its FAA or EASA certification during the period of performance, this constitutes a material breach of contract which may, at the discretion of the USCG Contracting Officer, result in contract termination. The Contractor shall notify the Contracting Officer verbally and in writing, not later than five (5) calendar days after certification forfeiture, and disclose all facts relevant to the forfeiture.

3.9 Ensure that all SBs, AMDs and MODs that have previously been incorporated remain incorporated unless otherwise appropriately superseded and directed by the USCG Contracting Officer.

3.10 Identify and recommend, new or additional SBs, AMDs, or MODs, as applicable, to be incorporated and specify how the SBs, AMDs, or MODs may affect components, part numbers, and pricing.

3.11 Provide current lists and status of all Heroux-Devtek OEM Manuals, CMMs, Revs, Temporary Revisions (TR), SBs, MODs, AMDs, including Contractor specifications and procedures to be used for the inspection, modification, repair, or overhaul of the listed USCG MLG OEM components.

3.11.1 The list(s) may be provided in the Contractors’ style and format but must contain the following information:

· Name/Nomenclature and type of document

· Part numbers as applicable

· Air Transport Association (ATA) Charter Code

· Basic / Issue dates

· Rev or TR numbers and dates

· OEM and applicable cage code

3.12 If the Contractor receives information more current than that previously provided to the USCG, the Contractor must identify the Heroux-Devtek Manuals, CMMs, Revs, and specifications, including SBs, AMDs, and MODs, and provide a brief synopsis of the revisions and dates to the USCG’s Contracting Officer for review and disposition approval. (Refer to paragraph 3.15 for the incorporation of SBs and MODs.)

3.13 Environmental Requirements

3.13.1 All parts must be thoroughly cleaned IAW applicable Component Maintenance Manuals or FAA Advisory Circular 43-205, Guidance for Selecting Chemical Agents and Processes for Depainting and General Cleaning of Aircraft and Aviation Products, to ensure they are as free as practicable of all hazardous dust to include hexavalent chromium, cadmium, lead, etc., prior to being returned to ALC. ALC may take random samples of parts to ensure they are free as practicable of all hazards. Information on these hazards can be found in Occupational Safety and Health Standards 1910.1025 (lead), 1910.1026 (Hexavalent Chromium) and 1910.1027 (Cadmium).

3.14 Provide the Contracting Officer, in writing, confirmation of receipt of all delivery orders within 5 working days of receipt of all MLG OEM components.

3.14.1 Include the following information in the Delivery order receipts: nomenclature, National Stock Numbers (NSN), Part Numbers (P/N), Serial Numbers (S/N), contract number, delivery order numbers, Contract Line Item Numbers (CLIN), and dates of receipt.

3.14.2 Delivery order receipts via email are acceptable and may contain single or multiple notification entries.

3.15 Maintain all Service Bulletins (SBs)(Mandatory and Optional) and other modifications previously incorporated unless otherwise directed by the USCG Contracting Officer. Service Bulletins and modifications are not considered part of this SOW and will be negotiated on a case by case basis.

3.15.1 Be responsible for obtaining and notifying the USCG Contracting Officer of SB changes and modifications, for disposition approval prior to incorporation of those changes and modifications. SBs and MODs not previously incorporated shall be identified for USCG Contracting Officer.

3.15.2 SBs incorporated during performance of this requirement may create new P/N configurations, which supersede the previous configurations. In cases where the older configurations cannot be modified to the newer configurations, the new configuration part numbers may be added to the contract. The Contractor shall notify and request disposition instructions from the Contracting Officer for superseded parts, which have been removed and replaced by newer configurations.

3.15.3 Upon receipt of notification and authorization from the USCG Contracting Officer that a SB or MOD is to be incorporated, the Contractor shall submit, within thirty (30) calendar days after receipt of that notification, a firm-fixed price proposal for an incremental charge to be assessed each time the SB is incorporated in a component. The proposal shall contain a breakdown of material and labor costs including hours, labor categories, labor rates, and applicable mark ups. The incremental charge agreed to for incorporation of a SB shall apply only to those components into which the Contractor incorporates a required SB, and not those into which the SB has been previously incorporated. Upon agreement of an incremental charge and issuance of a contract modification to reflect this change, the SB shall be incorporated into each subsequent component received at the Contractor’s facility for which the SB has not already been incorporated. When SB incorporation changes the CLIN part number, the new part number shall be added to the contract. The same procedures apply if removal of SBs is required. Failure to supply a change notice shall forfeit the right to any increase as a result of the contractor’s failure to request additional funding. Unless the contractor has a signed contract modification permitting a change and bearing the signature of a USCG Contracting Officer, funding has not been authorized. Performance without written authority will not be authorized for payment.

3.16 Prepare and submit component Teardown Inspection Reports (TIR)

3.16.1 TIRs are occasionally requested by the Contracting Officer, and are usually requested in support of a USCG Engineering incident, safety investigation, warranty determination, or for other failure analysis.

3.16.2 Upon request the Contractor shall within ten calendar days provide a copy of the TIR to the Contracting Officer.

3.16.3 TIRs, when requested, shall be forwarded to the Contracting Officer prior to commencement of modification, repair, or overhaul work; pending USCG Engineering final review and release.

3.16.4 TIRs shall include: nomenclature, NSNs, P/Ns, S/Ns, Contract number, Delivery Order numbers, CLINs, including descriptions, photos, illustrations, and drawings, as necessary before and during teardown, for documentation of the failure, and list all parts and costs as would be required for modification, overhaul, and repair of the component or assembly.

3.17 Replacement Parts:

3.17.1 Components identified as damaged will be replaced with new OEM equipment if the repair facility identifies it cannot be repaired as RFI item.

3.17.2 Component parts found to be in serviceable condition IAW OEM specifications and functional testing shall be reused.

3.17.3 USCG Life and cycle limited components shall be deemed at life limit if the component has 5% or less time or landings remaining until the published airworthiness limit is reached. High time, life, or cycle limited parts which have reached their respective limits shall not be modified, repaired or overhauled, but shall be replaced with other USCG serviceable parts or replaced with new OEM parts. The cost to replace high time, life, or cycle limited parts should be priced separately and not included in the cost to modify, overhaul, or repair components under this contract.

3.17.4 The Contractor shall notify the Contracting Officer in writing of any missing parts. This notification shall be within 10 working days of receipt of components under this contract. The USCG will provide replacement parts or funding to the Contractor to replace missing parts at the discretion of the Contracting Officer. The cost of missing parts should not be incorporated into the cost to modify, overhaul, or repair the components under this contract.

3.17.5 Replacement parts shall be new and have full traceability to the OEM. See Paragraph 3.17.6 concerning Parts Manufacturer Approval (PMA).

3.17.6 Parts Manufacturer Approval (PMA)

3.17.6.1 PMA parts may be authorized on a case by case basis after review of technical documentation and approval by USCG Engineering Officer.

3.17.6.2 The Contractor shall submit a complete technical package to the Contracting Officer showing that the PMA part meets or exceeds the original OEM specifications. This information will be treated as proprietary information; the USCG will not release this information to other sources.

3.17.7 Defective parts: The cost of repair or replacement of defective parts is inclusive to the component repair, modify, or overhaul contract price. Defective parts which cannot otherwise be repaired IAW OEM specifications, shall be scrapped IAW ALCINST 4100.1 dated September 2016, and replaced with new OEM parts (See Paragraph 3.17.6 concerning PMA parts).

3.18 Beyond Economical Repair (BER):

3.18.1 When the cost of returning the CLIN to serviceable condition, exceeds the current replacement cost of that CLIN; or when the CLIN cannot be repaired or overhauled due to damage or wear beyond the material properties, characteristic, or specifications of the item. The Contractor shall contact the Contracting Officer, in writing via e-mail, with specific rationale for the BER condition. The rationale shall include: nomenclature, NSN, P/N, S/N, contract number, delivery order number, and CLIN along with a cost breakdown of additional parts and labor as would be necessary to actually repair the component to serviceable status. Refer to paragraph 3.18.3 for further disposition and rationale.

3.18.2 If the CLIN (received at the Contractor's facility) is later determined to be in a BER condition, the USCG Contracting Officer must be notified immediately following the BER determination and provided rational.

3.18.3 Once the item is determined to be BER, no further work on that item will be performed and the item in question will be placed in a bonded storage room for safekeeping until written authorization to proceed or other disposition instructions are received from the USCG Contracting Officer.

3.19 Missing Or Cannibalized Components

3.19.1 Missing Components: Within 10 working days after the receipt and inspection of the components the Contractor shall notify the Contracting Officer in writing of any missing parts or sub-assemblies required for final inspection and acceptance. The Contracting Officer shall then have 15 calendar days to provide formal disposition instructions to the Contractor. The USCG reserves the right to provide RFI or repairable parts to replace the missing parts, or funding to the Contractor to replace missing parts at the discretion of the Contracting Officer. (Refer to paragraph 3.17.4)

3.19.2 Cannibalized Components: Upon receiving components exhibiting cannibalization, the Contractor shall notify the USCG Contracting Officer, in writing and in detail, within 10 working days and discontinue all actions until receipt of written authorization to proceed from the USCG Contracting Officer. The Contracting Officer reserves the right to appoint a USCG Representative who shall witness the remaining teardown and inspection of the component. A letter of notification and TIR shall be submitted to the Contracting Officer for disposition.

3.19.3 Turn Around Time (TAT) stops as of the date on the correspondence giving notification that work must cease due to missing/cannibalized parts. Unless the Contracting Officer elects to have the component returned to the USCG as is, the TAT will re-start effective as of the mutually agreeable date stated in the bilateral modification.

3.20 Corrosion

3.20.1 Low altitude flight over salt water contributes to greater corrosion damage in USCG components than that experienced in commercial aircraft components. The Contractor shall consider the presence and effects of corrosion to be "normal" in this case and provide for correction and removal of corrosion in the firm fixed repair/modification/overhaul price. During inspection and functional testing, the presence of corrosion in an item or part thereof shall constitute reason for a more thorough disassembly and inspection.

3.20.2 Corroded parts shall be replaced, except in those cases where removal of corrosion from a part will not impair the OEM specifications or specific part tolerances, efficiency or safe operation of the part. Corrosion removal and treatment of any affected areas shall be accomplished IAW the manufacturer's specifications.

3.21 Exclusions

3.21.1 Components received in the following conditions are to be considered exclusions and may indicate an exclusion from the price in the contract schedule:

3.21.1.1 Catastrophic crash damage, foreign object damage, domestic object damage traceable to a USCG documented repair on the MLG OEM components, Acts of God, war, and accidents attributable to the USCG responsibility.

3.21.1.2 Alteration, modification or repairs that were not completed by the USCG IAW technical data approved by the FAA, OEM, or the USCG

3.21.2 If a component is considered (by the Contractor) to fit the exclusion description, the Contractor shall notify the USCG Contracting Officer within 10 working days and discontinue all actions until the Contracting Officer makes a determination. The USCG reserves the right to appoint USCG Representative to witness the remaining teardown and inspection of the component. A letter of notification and the TIR report shall be submitted to the USCG Contracting Officer for disposition of the component. The Contractor shall make the affected equipment available to a USCG Representative to view the exclusionary damage. If the Government elects not to physically view the equipment, the Contractor’s findings report shall stand.

3.21.3 Upon request by the USCG’s Contracting Officer, the Contractor shall submit a firm fixed price to include an itemized breakdown of material including nomenclature, part number, cost, and quantity of replacement parts, replacement percentages used to develop the original firm fixed contract price and the number of labor hours at the labor rates proposal for additional funding required to restore exclusionary damage. This proposal shall include all necessary supporting rationale and shall be submitted within forty-five (45) calendar days after notification is given to the USCG Contracting Officer. Upon agreement of the parties, the USCG Contracting Officer will authorize repair, modification, and/or overhaul, via contract modification, for restoration of the exclusionary damage above and beyond the original firm fixed price.
