(3) Description of Supplies/Services:
Type VII blast media is an environmentally friendly product used for paint removal. It is engineered from com and wheat starch and is non-toxic, biodegradable, and as an engineered polymer media derived from com, an inexpensive renewable source. The availability of this blast media fits with the engineering concerns related to the surface alteration and/or damage often related to the use of plastic abrasive used on USCG aircraft undergoing Programmed Depot Maintenance (PDM) at ALC. It removes a wide variety of coatings, from common polyurethane/epoxy paint systems, to more sophisticated systems such as rain erosion resistant coatings and radar absorbing material. It also removes vinyl from aircraft interior panels, sealants from components and/or fuel cells, and paint from cadmium-plated parts where the plating was left intact. Selective layer stripping without substrate damage, and that it is detectable under black lighting for easy detection during post-strip inspection, are other characteristics of this product. Its use can replace chemical and plastic bead paint stripping systems traditionally used and limits exposure of personnel to hazardous materials.
(4) Identification of Statutory Authority Permitting Other Than Full and Open
Competition:
The statutory authority permitting other than full and open competition is 41 U.S.C. l 901(c), as implemented in FAR 13.501(a), "Sole source (including brand name) acquisitions."
(5) Demonstration that the Nature of the Acquisition Requires use of the Authority Cited:
Type VII blast media utilized in the removal of organic coatings of USCG Aircraft, shall be qualified to Military Specification MIL-P-85891A, "Plastic Media for Removal of Organic Coatings". Plastic Blast media Types I-VI qualify to Military Specification MIL-P-85891A;
however, they are not suitable for use on USCG aircraft components because they can peen soft materials such as aluminum and distort cracks. They are not compatible with fluorescent
