A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTTCABLE (tNCLUDE yOUR MARKET RESEARCH EFFORTS HERE).

Extensive market research was conducted using both Government and commercial sources. This included querying the fbllowing information systems and web sites: Defense Logistics Agency (DLA) Federal Logistics Information Service (WebFLIS); Departrnent of Defense (FedMall): the General Services Administration's (GSA) online purchasing service - GSA Advantage@; Inventory Locator Service e-marketplace (ll-Smart); internet search engines; and the OEM's web site.

This item is not available from any required or optional source of supply IAW FAR 8.002. A combined synopsis/solicitation will be posted to the Federal Business Opportunities (FBO) web site at rvwrv.flro.gov IAW FAR 5.101(a)( l). The OEM and authorized distributors will be notified of this posting to FBO.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

Annorworks LLC is the OEM and they own the rights to the technical data, specifications, and drawings required to manufacture this item. USCG Aviation Engineering has assigned this item an Acquisition Method Code (AMC) of 3 and an Acquisition Method Suffix Code (AMSC) Code of Q. IAW Volume 10, Table 7l of DoD 4100.39 (series). an AIVIC of 3 indicates that the item is required to be purchased from the actual manufacturer, regardless of whether or not the prinre contractor is the actual manufacturer. However, the USCG will also accept items from OEM approved sources as long as they are able to provide the required traceability. An AMSC of Q stipulates that the data needed to acquire this paft cornpetitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate, economical description of the material for a competitive solicitation. The USCG is conducting a sole source acquisitiorr.

Any offeror that is able to provide the sole source item and part number including the ability to submit documentation shou, ing clear traceability to the OEM and an OEM approved source.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN

COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

The part to be procured is complex and must meet critical operational and reliability requirements, the achievement of which require unique production techniques and extensive and/or sophisticated testing. The Government does not own or possess any rights to the technical data, specifications, and drawings required to manufacture this item and it has been deterrnined that it is uneconomical to purchase them. In addition, the Government has not developed the technical data required to manufacture this part and has no plans to do so.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

As previously stated, the Government does not own or possess any rights to the technical data, specifications and drawings required to manufacture this item which has prevented the USCG from being able to provide an adequate technical description to potential new sources. Therefore, it is difficult to take steps to foster competition when the manufacturing.

performance, and acceptance data are proprietary to the OEM.
