STATEMENT OF WORK (SOW)
1.0 Purpose
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Aviation Logistics Division (ALD), Elizabeth City, NC has a requirement to replace existing carpet in multiple areas of Building 63. This includes removal of existing carpet, floor preparation, disposal of existing carpet, installation of new carpet, and all materials and labor necessary to complete the job.
2.0 Scope
1. The contractor shall remove all carpet, provide floor preparation and dispose of existing carpet for the areas as outlined in Attachment 1.
2. The contractor shall install Mohawk Industries (Style # 2B68 Walk the Walk) (Color 955 Cobalt) (Size 24” * 24”) carpet for the areas as outlined in Attachment 1.
3. The contractor shall provide all installation materials for installing the carpet and cove base.
4. Most areas to be carpeted are concrete floors and may not be completely level.
The contractor shall ensure all areas with significant dips are appropriately faired to make them as level as possible.
3.0 Environmental, Safety, and Occupational Health (EOSH)
The contractor is solely responsible for compliance with all federal, state and local laws, including but not limited to the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence.
The government shall assume no liability or responsibility for the contractor's compliance or non-compliance with such requirements. In addition, the contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors.
The contractor shall ensure their employees are made aware that the performance of these services will occur in industrial areas. The industrial complex at ALC has the potential to expose workers to hazardous materials, which may include, but is not limited to asbestos, hexavalent chromium, cadmium, beryllium, lead and others. Areas where exposures are expected to exceed the permissible exposure limits set by 29 CFR 1910 Occupational Safety and Health Standards, Subpart Z - Toxic and Hazardous Substances are clearly marked as regulated areas. There may also be contact hazards with these materials during cleanup of dust, metal shavings, etc. The contractor shall ensure proper protective measures are taken to ensure contracted employees are protected from these hazards.
While working in regulated areas where the exposure to hazardous dust is expected, the
USCG recommends, at a minimum, the use of Powered Air Purifying Respirators (PAPR) with a protection factor of 1000.
The contractor shall be subject to safety inspections of its work sites by the Government.
Contractor safety records shall be available upon request by the Contracting Officer. The contractor shall be liable for, and shall indemnify and hold harmless the USCG against, all actions or claims pertaining to the “personal” safety requirements of employees. The contractor shall provide all personal protective equipment (respiratory protection, hearing protection, gloves, steel-toed shoes, safety glasses, protective clothing, etc.). In addition, the Government is not responsible for medical examinations, hearing testing, substance abuse testing, or any other type of testing for contractor employees.
3.1 Asbestos
The primary concern for the work to be completed during the carpet removal and installation is the presence of asbestos. The USCG has completed testing in random spots of each area to be carpeted and has not found any asbestos, however this does not mean that it may not exist in the area. The Contractor shall take all measures to ensure the safety of their employees when removing the old carpet. If any tile or suspected asbestos area is found during the removal of the old carpet, the Contractor shall immediately stop work and notify the USCG point of contact. No work shall resume until testing, and if necessary, abatement measures are completed by the USCG.
3.2 Environmental Compliance
Any waste as a result of the project shall either be recycled IAW CIM 16455.10 and the Base Pollution Prevention Plan or disposed of IAW the Resource Conservation and Recovery Act. Any Hazardous Waste shall be manifested off site with Base listed as the Generator and signatory. Any hazardous waste shall be analyzed, characterized, stored and disposed of IAW the Resource Conservation and Recovery Act (RCRA) and all applicable federal, state (i.e.
DOT) and local laws and ordinances. All work will be performed IAW the Base Spill Prevention Control and Countermeasures Plan (i.e. secondary containment), Clean Water Act (CWA) 40 CFR 112 and the Base Stormwater Pollution Prevention Plan (SWPPP).
All chemicals required for this project shall be preapproved by the Base Environmental Compliance Office in Building 62. Safety Data Sheets (SDS) shall be provided to both the Base Environmental and Safety offices and proper storage shall be provided IAW 29 CFR 1910.1200. All installation related solid waste shall be removed from the base after each working day. All extra chemicals and products shall be removed from the site upon work completion, as the Emergency Planning and Community Right-To-Know Act requires Coast Guard maintains an inventory of all Hazardous Materials located at the site. Nothing shall be discharged to a storm drain at any time during the project.
