STATEMENT OF WORK
Landscaping Service for AIRSTA San Francisco
In the performance of this contract, contractor shall provide landscaping service for the grounds located at United States Coast Guard Air Station San Francisco.
Places of Service. The principal point of contact will be the FACENG Officer or designated representative. Address is as follows:

Scope of Services
The purpose of this statement of work (SOW) is to describe landscaping services for United States Coast Guard Air Station San Francisco.
(1) Contractor shall perform weekly landscaping duties as outlined below.

1.0 SCOPE
1.1 Scope of work. The purpose of this statement of work (SOW) is to describe landscaping maintenance to be performed at United States Coast Guard Air Station San Francisco.
1.2 Place of Performance. The principal point of contact will be the Facilities Engineering Officer or designated representative. The address is as follows:

1.3 Period of Performance. The period of performance for this SOW shall extend from 01 MAY 2021 through 30 SEPT 2021. The contract will then be reviewed for annual renewal.
1.4 Government Holidays. Landscaping maintenance services, as specified in this contract, are not required on the following dates:

2.0 REQUIREMENTS
2.1 Contractor is to provide weekly (on average or as needed) landscaping maintenance services at Air Station San Francisco. Contractor is mow all grass areas, trim hedges, clean up of grass clippings and debris, and removal of any debris. Contractor is to make weekly visits to the facility and perform landscaping maintenance around all buildings at facility including: Admin, Hanger, PSU, Gym and PSU Boat House.
2.6 Lost and Found Procedures. If personnel locate any personal items around the facility including but not limited to cellular phones, personal electronic devices, music-playing devices, wallet, or other valuable items, he or she will immediately turn that item into the OOD in the Operations Center with an explanation of where the item was found.
3.0 MATERIALS
3.1 Contractor. Contractor will provide all materials needed to effectively perform the lawn mowing and hedge trimming. The name of the Supervisor(s) and an alternates(s), who shall act for the contractor when the contractor is absent, shall be designated in writing to be contracting officer no later than 15 days after the starting date of contract performance. All supervisory personnel and alternates must be able to speak, read, and understand English.
3.2 Contractors on-site Representative. The Contractor shall, at the time of award, designate their on-site representative during performance under this contract.

3.3 Uniforms. The Contractor shall provide employees with distinctive uniform clothing. Uniforms shall be easily identifiable and have Contractors name affixed as a badge or monogram. Employees shall be in uniform at all times while on the station.
3.4 Conduct. The Contractor shall be responsible for the conduct of employees while on board the station. The Contractor shall maintain satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action as may be necessary. The Government reserves the right to direct the contractor to remove an employee from the worksite for failure to comply with the standards of conduct.
3.5 Other Spaces. Contract personnel shall not enter any spaces that are not specifically indentified in this contract.
4.0 SAFETY PRECAUTIONS
4.1 OSHA. The Contractor shall furnish instruction to their contract personnel in appropriate safety measures to ensure compliance with the Occupational Safety and Health Standards (OSHA) published in 29 CFR Part 1926. The prime contractor shall be responsible to ensure subcontractor compliance with said standards.
4.2 Alarms. USCG Air Station San Francisco is an operational Search and Rescue unit. It is imperative that contract personnel not impede Air Station aircrews or aircraft. Only cross the ramp area when USCG aircraft are not moving or when red ramp area lights are not flashing.
4.3 Fire. Contract personnel must adhere to station fire alarms by evacuating all buildings immediately and meeting in the ramp area between the administration and hangar buildings.
5.0 USCG REPRESENTATIVE
5.1 Points of Contact. Notwithstanding the Contractor’s responsibility for total management during the performance of the contract, the administration of the contract will require maximum coordination between the Government and the Contractor. The individuals listed below will be the Government point of contract during the period. On a daily basis, janitorial crews may be requested to delay or omit certain areas only with permission from the Senior Duty Officer (SDO), or Officer of the Day (OOD) Facilities Engineering Officer

5.2 Administrative Matters. Contractual administrative matters will be addressed to the Contracting Officer listed below. No other changes in, or deviation from, the scope of work shall be effected without written modification to the contract executed by the Contracting officer.
6.0 PAYMENT
6.1 Payments under this contract will be made NET 30 monthly in arrears.
7.0 INSURANCE
7.1 Certificate of Insurance. Before commencing work under this contract, the Contractor shall acquire a Certificate of Insurance in accordance with FAR 52.228-5 INSURANCE – WORK ON A GOVERNMENT INSTALLATION (sep 1989). The Contractor shall submit said certificate within 30 calendar days after start of contract performance and update annually for the duration of contract.
7.2 Workman’s Compensation and Employer’s Liability Insurance. The Contractor shall comply with all applicable Federal and State Workers Compensation and Occupational Disease statures. Employer’s liability coverage of at least $100,000-000 shall be required.
