About this file
This is a Solicitation Questions and Answers document for contract 70Z03626Q0017 addressing perimeter fencing replacement at USCG BASE Charleston.
The document clarifies four key requirements from the Statement of Work: (1) The 335 linear feet of new 7-foot-high commercial-grade chain link fence includes the gate footage, with only the 24-foot double drive (DD) gate being replaced while the space where the 20-foot DD currently exists will be enclosed; (2) Barbed wire installation requires typical 3-strand configuration with single extension 45-degree angled outriggers; (3) Structural calculations for fence sections accounting for wind loads with bottom-locking privacy slats are required but do not need to be certified and stamped by a licensed Professional Engineer; and (4) Gate hardware specifications include heavy-duty drop rods to maintain gate stability, 180-degree hinges to allow maximum operational flexibility, and a latch system capable of handling the gate's load and weight, with no specific padlock latch requirement mandated.

Solicitation Questions– 70Z03626Q0017 (Replace Select Perimeter Fencing at USCG BASE Charleston)
1. Linear Footage and Gate Dimensions: SOW Section 1(c) calls to "Furnish and Install 335 LF of New 7'H Commercial grade Chain link fence with (1) 24' DD and (1) 20' DD in the exact location as old fencing." Please clarify if the 335 Linear Feet includes the 44 total feet of double drive gates, or if the total perimeter length is 379 Linear Feet (335 LF of fence in addition to 44 LF of gates). The 335 LF includes the gate. We are only replacing the 24’DD. We are enclosing the space where the 20’ DD currently exists.
2. Barbwire Configuration: SOW Section 1(c)(ii) references "12.5ga barbwire" but does not specify the installation configuration. Please confirm the required number of barbwire strands (e.g., standard 3-strand) and the type of extension arms required (e.g., 45-degree angle or V-shaped outriggers). I require typical 3 strand barbed wire and single extension 45 degree angled outriggers.
3. Structural Calculations Requirement: SOW Section 4(a) states the contractor is responsible for "getting appropriate calculations for the spaces in this scope." Please clarify if these calculations must be certified and stamped by a licensed Professional Engineer (PE), particularly to account for wind loads with the addition of bottom-locking privacy slats. Calculations noted are NOT required to be certified and stamped by a licensed PR.
1. Gate Hardware Specifications: The SOW does not outline specific hardware requirements for the new 24' DD and 20' DD gates. Please specify if there are required security components, such as heavy-duty drop rods, 180-degree hinges, or specific padlockable latch systems required by the Coast Guard. Heavy duty drop rods are requested to ensure gate remains stationary. 180 degree hinges are requested to allow for maximum flexibility when operating the gate. No specific padlock latches are requested, but latch system installed must be able to handle the load/weight of the gate.
