About this file

This is a material list and technical specification document for a 400 Hz electrical system repair and installation project at USCG Air Station Barbers Point. The project requires procurement and installation of a 120 KVA 400 Hz vertical solid state frequency converter (input: 480VAC 3-phase 60Hz; output: 115/200VAC 3-phase 400Hz) with dimensions not exceeding 80" height by 5'-10" width to fit through doorways, mounted on an 18" minimum steel stand. The converter must be fully compatible with U.S. Coast Guard C-130J aircraft per MIL-STD-704E power quality standards. Known compliant manufacturers include Unitron, ITW, and FCX; other manufacturers must provide signed compliance letters from their representatives. The specification also details three motorized 400 Hz cable reels (two for HH-65 helicopters, one for C-130J), one 28V DC cable reel, three 400 Hz power cables with pushbutton controls (100 feet of 260 amp phased balanced cable with molded connectors and electronic level wind controls), one 28VDC cable assembly, three Load Point Control Units (LPCU) for monitoring voltage and overload conditions, and one 175-amp enclosed circuit breaker (600V NEMA 1).

All cable reels and assemblies must arrive pre-assembled with cables and plugs installed and factory-tested. The vendor must provide on-site commissioning including startup, personnel training, resistive load bank testing, and final verification testing with an actual C-130J aircraft, with warranty commencing upon startup completion. Three copies of written documentation and CD/DVD format materials plus four copies of operations and maintenance manuals are required upon project completion. The related solicitation (70Z03426QHONO0071) is a 100% small business set-aside (NAICS 335311, 800 employee threshold) issued by USCG Regional Support Team Oceania as a Request for Quotation with a closing date of February 20, 2026, at 12:00 p.m. Hawaiian Standard Time. Delivery is required to USCG Air Station Barbers Point in Kapolei, Hawaii (Building 1669), with FOB Destination pricing on a firm fixed-price basis.
