About this file

This is a Questions and Answers document for federal contract 70Z03326Q201900005, updated July 2, 2026, addressing contractor inquiries regarding a heat pump system installation project.

The project requires installation of an outdoor heat pump unit on the east side of a building with four indoor units in crew duty rooms on the second floor. The Government will accept any system configuration that provides independent temperature control for each room, allowing each to operate in heating or cooling mode regardless of settings in other rooms, including Variable Refrigerant Flow (VRF) heat recovery systems or equivalent solutions. The contract period of performance is 60 calendar days from award, with all on-site work to be completed within 30 calendar days of project start. Installation work must be conducted between 0800 and 1600 hours, Monday through Friday, excluding federal holidays, with coordination through the Contracting Officer to make one room fully available at a time while maintaining availability for operational duty personnel outside these hours. No building drawings, floor plans, as-built drawings, or technical specifications are currently available; contractors must prepare proposals based on site visits and pre-proposal question and answer information.

Question & Answers for 70Z03326Q201900005 Updated: 02 July 2026

Is there a preferred location for the outdoor heat pump unit?

The preferred location for the outdoor heat pump unit is on the east side of the building.

Can you confirm the room numbers and exact locations for the four indoor units?

The rooms are not numbered, but the four indoor units should be installed in the crew duty rooms located on the second floor of the building.

Is there an anticipated project start date following contract award?

As stated in the SOW, the period of performance for this contract will be 60 calendar days from the date of award. All on-site work shall be completed within 30 calendar days of the project start date.

Are there any operational constraints, preferred installation windows, or required startup/completion milestones that contractors should consider when developing their schedules?

Installation work in the crew duty rooms must be conducted between 0800 and 1600, Monday through Friday, excluding federal holidays. The crew duty rooms must remain available for use by operational duty personnel outside of these hours. With coordination through the Contracting OƯicer, it is possible to make one room fully available for installation at a time. Any further operational constraints will be addressed following award.

Are any building drawings, floor plans, room layouts, as-built drawings, or additional technical specifications available to assist contractors in preparing their proposals?

There are no locally available schematics, drawings, or technical specifications for the building at this time. Contractors should prepare their proposals based on site visits and any information provided during the pre-proposal questions and answers.

We would also like to confirm the Government's intended system configuration. Is the requirement for a multi-zone heat pump system with four indoor heads, or is a VRF heat recovery system being considered?

Any system that provides independent and adequate temperature control for each of the four crew duty rooms will be considered, as long as it allows each room to operate in either heating or cooling mode regardless of the settings in the other rooms. This may include a VRF (Variable Refrigerant Flow) heat recovery system or any other solution that meets these requirements.
