The brow has suffered storm-related damage at the hinge points, causing detachment and misalignment. The contractor must temporarily suspend and realign the brow, repair or replace damaged hinge components, and reinforce the hinge system to improve storm surge resistance. The period of performance runs from June 22, 2026 through August 3, 2026.

The contractor is responsible for all labor, materials, equipment, and supervision required to complete the work, including obtaining permits and approvals from the Coast Guard and relevant environmental and local authorities. Key contractor responsibilities include implementing a comprehensive safety plan covering fall protection, marine safety procedures, lock-out/tag-out, and emergency response; providing environmental protection measures; establishing a temporary support system (crane, temporary floats, or scaffolding) capable of withstanding wave action and wind loads; realigning the brow to its original position; thoroughly inspecting and repairing or replacing all hinge components (plates, pins, welds) with certified welding; implementing reinforcement measures such as adding gussets, increasing pin diameter/material strength, or modifying hinge geometry; providing a floating work platform if required; applying corrosion protection including surface preparation and protective coatings; completing site cleanup; and providing as-built drawings documenting all repairs and modifications. Material specifications require USCG approval prior to installation. The contractor must submit a detailed work plan, temporary support system drawings and calculations, material specifications, welding procedures and welder qualifications, shop drawings, a corrosion protection plan, and as-built drawings upon completion. The work is subject to inspection at various stages with final acceptance contingent on successful completion of all tasks and correction of any deficiencies. A 12-month warranty is required. 2. Project Location:

USCG Station Grays Harbor 1600 Nyhus St N, Westport, WA 98595

3. Existing Conditions:

Metal brow detached/damaged at the hinge points connecting to the floating pier.

Hinge components (pins, plates, etc.) are broken and corroded.

Misalignment of the brow relative to the pier.

Potential for ongoing movement of the brow due to wave action.

Existing Pier may need refurbishment upon disassembly of current mounting hardware

460v power, diesel fuel line, water line are mounted to brow system to connect to floating pier.

The failed brow hinge component is located approximately 100 feet from the stable shoreside roadway, positioned over water on the suspended pier. Due to its location, specialized equipment such as a crane or temporary supports may be required to safely access and perform repairs.
