DEPARTMENT OF HOMELAND SECURITY (DHS)

U.S. COAST GUARD

RESEARCH AND DEVELOPMENT CENTER (RDC)

STATEMENT OF WORK (SOW)

FOR

WASTEWATER REMOVAL FOR MARITIME TEST FACILITY, MOBILE AL

1 GENERAL

1.1 Background

The U.S. Coast Guard (USCG) Research & Development Center (RDC) conducts a variety of research projects in the area of oil spill response. One of the specific topics is the use of in-situ burning (ISB), a technique which involves corralling the oil in a fire-resistant boom or enclosed area and igniting it. Although burning creates a dark plume, it also removes the oil from the surface of the water. One of the research facilities owned by the RDC is a 38-foot by 108-foot open outdoor steel tank, the burn pan, which is located at the Maritime Test Facility on Little

Sand Island (LSI) in Mobile, AL. The burn pan also has a wave-making paddle, and a four-section artificial beach that can be raised and lowered. Test series in March 2017 and

September 2018 introduced HOOPS sweet crude oil (CAS# 8002-05-9) into the pan for burning purposes. As a result, the pan is currently holding contaminated wastewater mixture that must be removed and disposed.

1.2 Scope

The scope of this order is to remove and dispose of wastewater and sludge from the burn pan in accordance with all applicable federal, state, and local laws and regulations. The contractor agrees to clean up any spills, leaks or discharges that occur during the performance of work under this order. Cleanup shall comply with applicable federal, state and local laws, regulations and procedures and be at no cost to the Government. Optional scope is to fill the burn pan with

60,000 gallons fresh water.

1.3 Applicable Documents

Laboratory Report: An independent laboratory provided comprehensive analytical results of the wastewater on February 7, 2019. No further contaminants were introduced to the burn pan after this analysis.

2 SPECIFIC REQUIREMENTS/TASKS

The contractor shall complete all tasks on weekdays (Monday – Friday) between the hours of

7:00 AM and 3:30 PM excluding Federal holidays. The contractor shall provide waterborne and roadway transportation for the wastewater, and freshwater if the option is exercised.

The contractor shall have all licenses and permits required by federal, state and local laws to perform hazardous substance removal and disposal services. The contractor shall provide documentation of all required licenses and permits to the Government representative prior to commencement of work under the order.

2.2 TASK TWO: Removal of Waste Water

The contractor shall remove the wastewater and sludge from the interior of the burn pan and the wing wall of the burn pan and transfer it off island. To remove the sludge and oil residue, the contractor shall power wash the interior surfaces of the burn pan. The internal dimensions of the burn pan are 100 ft. long x 30 ft. wide x 5 ft. high. The wing wall extends 4 ft. out and 5 ft. high around the perimeter of the main pan. The total burn pan liquid load is estimated at 130,000 gallons.

2.3 TASK THREE: Disposal of Waste Water

The contractor shall remediate and dispose of all waste in accordance with applicable laws and regulations. The contractor shall provide the government a manifest, slop certificate, or bill of lading as proof of legal disposal of wastewater.

OPTION:

2.4 TASK FOUR: Fill the burn pan with fresh water (Option)

After the completion of 2.2 Task Two, the government will perform maintenance on the empty burn pan for two weeks. After the completion of this government maintenance, the contractor shall provide and fill the interior burn pan with 60,000 gallons of fresh water. When scheduling the refill, the contractor shall coordinate and gain clearance from the On-Scene Coordinator that the burn pan will be ready to receive fresh water on the scheduled date.

3.4 Facility at Little Sand Island

LSI is a dredge spoils island in upper Mobile Bay, directly across the shipping channel from

McDuffie Island coal terminal. It is a reverse-C shape, with a reverse-C cove. The burn pan facility is located on the southern portion of the island; the closest access to the burn pan is the lower shoreline of the cove, and there is no access to LSI from the south. There is no pier, mooring dolphins, mooring balls, or shore-based anchors with which to moor a barge or vessel.

NOTE: Google Maps shows a ship moored at the lower shoreline of the cove; this vessel has been removed and is no longer there.

LSI is only accessible by boat. There are no dining or restroom facilities, refrigeration, fresh water sources, permanent power, or pumps available. The contractor shall be responsible for providing any of the aforementioned facilities and amenities while completing tasking on LSI.
