1 DESCRIPTION OF WORK
1.1 Problem: Air Station San Francisco currently employs a complex Johnson Controls fire suppression system in its hangar. This system requires four annual inspections, three quarterly inspections and one semiannual inspection in order to keep the system in compliance with National Fire Protection Association (NFPA) standards. Currently an individual PR is put in for each inspection or groups of inspections falling under the same timeline/requirement, amounting to repetitive annual and quarterly man-hours spent submitting for the same services year after year.
1.2 Request: Coast Guard Air Station San Francisco would like to submit base plus four option year PR that covers the total sum of inspections completed by Johnson Controls on an annual basis. This would simplify the entirety of our Fire Suppression maintenance process and significantly diminish the potential for administrative errors. Establishing a recurring PR would also promote smoother transitions between Air Station Facility Engineering personnel over transfer season. Air Station San Francisco requests the following specific inspections and monitoring from Johnson Controls:

2 SUBMITTALS AND OUTCOMES
2.1 Work Schedule: The Contractor shall submit a service solution outlining the inspection, frequency and total dollar amount for each inspection required of our fire suppression system over the course of a year.
3 PROJECT PERFORMANCE TIME
The contractor must complete each inspection in its required frequency window.
4 LOCATION AND PERIOD OF PERFORMANCE
All work shall take place at:

Base: 5/1/2019 - 4/30/2020
Option Year 1: 5/1/2020 – 4/30/2021
Option Year 2: 5/1/2021 – 4/30/2022

Option Year 4: 5/1/2023 – 4/30/2024
5 POINT OF CONTACT
The Government Point of Contact (POC) for this work is DCC John Travis, (650) 808 2940, John.R.Travis@uscg.mil. All work shall be coordinated through the POC to minimize operational impacts to the unit during the execution of the work.
6 COORDINATION
The Contractor shall coordinate with the POC to minimize interference with Coast Guard operations or personnel.
7 CONTRACTOR USE OF PREMISES
The Contractor will be working on a Coast Guard operational military installation. Contractor will become familiar with and obey all facility fire, traffic, and security regulations. Personnel shall not stray from the immediate area of work nor direct avenues of ingress and egress unless authorized in advance by the Government. Personnel will be accompanied by an escort at all times of operation upon the military premises.
8 SECURITY
8.1 Working Personnel List: The Contractor shall provide the government POC with a list of names of all personnel who will be working on base. The Contractor may submit a revised list at any time during the project, but newly added personnel will not be authorized on property until confirmed by the government POC. Only personnel on the approved listing will be allowed on the site.
8.2 Personnel Identification: All personnel shall carry proper identification (ID) when on site. Proper ID is defined as either the individual’s driver’s license, or a company issued ID. The identification must be laminated, and show facial picture of the individual. Individuals without proper ID will be escorted off the premises.
9 QUALITY
Quality of Contractor inspections shall be up to NFPA standards.
10 SAFETY
10.1 Compliance: The Contractor is specifically required to comply with the requirements of the U. S. Army Corps of Engineers "Safety and Health Requirements Manual" (EM 385-1-1, latest version available) and the “Accident Prevention” clause (FAR 52.236-13). Once accepted, this safety plan shall become part of the contract requirements. Note: This review/acceptance does not in any way relinquish the Contractor from responsibility for work site safety nor the obligation to comply with the OSHA regulations found in 29 CFR 1910 & 1926 or any other State or Local safety law, rule or regulation applicable to the contract work. The Coast Guard will cooperate fully with the Department of Labor (Occupational Safety and Health Administration) in their enforcement of OSHA regulations.
