About this file
This is a Scope of Work (SOW) for Solicitation 70Z03026QCLEV0097 issued by the United States Coast Guard for a physical security gate conversion project at USCG Station Lorain in Lorain, Ohio.
The project requires conversion of an existing manual swing gate to a modern, top-track cantilever rolling gate system spanning a 24-foot opening. The contractor must demolish and remove the existing swing gate structure, install an industrial-grade single top-track cantilever-style chain-link gate, ensure compatibility with the existing 7-foot plus 1-foot (8-foot total height) high-security galvanized chain-link fencing, and reuse and reinforce existing posts while introducing necessary secondary structural supports. Material specifications include a gate frame constructed from minimum 2-inch by 2-inch by 0.125-inch structural square aluminum or galvanized steel tubing, heavy-duty internal track trolley assemblies with sealed lubricated-for-life ball-bearing wheels, and a 1-foot top security extension consisting of 3 strands of commercial-grade galvanized barbed wire mounted on extension arms angled outward at 45 degrees. The contractor must install a second 6 5/8-inch outer diameter industrial-grade galvanized steel support post to secure the cantilever system's counterbalance length, with any new post excavations extending below the local frost line (minimum 42 inches deep) and encased in minimum 3,000 PSI compressive strength concrete. Work must be completed within 30 calendar days from receipt of the Notice to Proceed, performed between 0800 and 1630 Monday through Friday, and performed on-site at the specified Lorain location. Key deliverables include a Work Schedule and Safety Plan due within 5 days post-award, Underground Utility Clearance Proof prior to excavation, Materials and Gate Fabrication Inspection prior to installation, and Final Site Cleanup, Walkthrough, and Handover upon completion. The contractor is responsible for all labor, tools, equipment, materials, transportation, engineering, safety controls, supervision, utility locating (through Ohio 811), debris disposal, and compliance with OSHA 29 CFR Part 1926. Points of contact are Mary Ludlow and Jeremy Jarrett.

August 2026 Page 1 of 5
SCOPE OF WORK (SOW)
PHYSICAL SECURITY GATE CONVERSION:
SWING TO CANTILEVER ROLLING GATE
U.S. COAST GUARD STATION LORAIN, OH
1.0 PROJECT TITLE & BACKGROUND
Project Title: Main Security Gate Conversion (Swing-to-Cantilever) Location: U.S. Coast Guard (USCG) Station Lorain, 110 Alabama Ave, Lorain, OH
44052 Requesting Agency: United States Coast Guard (USCG) Point of Contact (POC): Mary Ludlow (Mary.E.Ludlow@uscg.mil) / Jeremy
Jarrett (Jeremy.L.Jarrett@uscg.mil)
Background:
The facility currently utilizes a manual swing gate system at its main security perimeter. This configuration poses operational challenges, safety concerns during high winds, and structural strain over time. To enhance access control efficiency, improve personnel safety, and maintain strict physical security standards, the USCG requires the conversion of the existing swing gate to a modern, top-track cantilever rolling gate system.
2.0 OBJECTIVES
The Contractor shall provide all labor, tools, equipment, materials, transportation, engineering, safety controls, and supervision required to:
1. Demolish and remove the existing manual swing gate structure.
2. Install an industrial-grade, single top track cantilever-style chain-link gate spanning a 24' opening.
August 2026 Page 2 of 5
3. Ensure the new rolling gate matches and integrates seamlessly with the existing 7' + 1' (8' total height) high-security galvanized chain-link fencing.
4. Re-use and reinforce existing posts while introducing necessary secondary structural supports.
3.0 SCOPE OF WORK & TECHNICAL REQUIREMENTS
3.1 Demolition, Site Preparation, & Disposal
Demolition: The Contractor shall carefully disassemble, unhinge, and remove the existing swing gate panel and associated mounting hardware.
Post Evaluation: The Contractor shall inspect and prepare the existing 6 5/8'' outer diameter (OD) structural steel hinge/latch posts for integration into the new cantilever system.
Debris Mitigation & Haul Away: All decommissioned gate materials, hardware, and packaging must be removed from government property. The Contractor is responsible for the legal disposal of all waste materials off-site. The site must be left clean and free of metal fragments, wire, or debris daily.
3.2 Material & Hardware Specifications
The gate and supporting hardware must conform to industrial-grade standards capable of withstanding harsh coastal weather conditions (marine environment).
Gate Dimension: Built to fit a clear opening of 24' (twenty-four feet).
Fence Style Compatibility: Standard 7' + 1' security configuration:
7' of industrial-grade, hot-dip galvanized chain-link fabric (minimum 9-gauge steel wire with 2'' mesh).
1' top security extension consisting of 3 strands of commercial-grade galvanized barbed wire mounted on extension arms angled outward at 45 degrees.
Frame Structure:
Gate frame and vertical uprights shall be constructed from minimum
2'' × 2'' × 0.125'' structural square aluminum or galvanized steel tubing to prevent sag and ensure structural rigidity.
Bottom frame elements must conform to the details in the structural drawings, maintaining a 1'' ground clearance.
Track & Trolley System:
Style: Single top track cantilever design.
August 2026 Page 3 of 5
Trolley Assembly: Heavy-duty internal track trolley assemblies with sealed, lubricated-for-life ball-bearing wheels to ensure smooth manual operation.
Hardware: Heavy-duty 12mm U-bolts to secure track assemblies and trolley components to the structural posts. Wheel guide brackets must feature a heavy-duty dual-wheel design with protective guide covers to prevent derailment.
Structural Support Posts:
The Contractor shall reuse the existing 6 5/8'' OD post.
The Contractor shall install a second 6 5/8'' OD industrial-grade galvanized steel support post to secure the cantilever system's counterbalance length.
Any new post excavations must extend below the local frost line (minimum
42'' deep) and be encased in minimum 3,000 PSI compressive strength concrete.
4.0 PERIOD AND PLACE OF PERFORMANCE
Place of Performance: All work shall be performed on-site at USCG Station
Lorain, 110 Alabama Ave, Lorain, OH 44052.
Period of Performance (PoP): All work, including final site cleanup and inspection, shall be completed within thirty (30) calendar days from receipt of the Notice to Proceed (NTP).
Working Hours: Work shall be performed between the hours of 0800 and 1630, Monday through Friday, excluding Federal Holidays. Any variance in working hours must be submitted in writing and approved forty-eight (48) hours in advance by the Contracting Officer’s Representative (COR).
5.0 UTILITIES, SAFETY, & SECURITY
5.1 Underground Utilities
The Contractor is solely responsible for identifying, marking, and protecting all underground utilities.
The Contractor shall initiate an "Ohio 811" utility locate request at least forty-eight (48) hours prior to any excavation or digging.
The Contractor shall exercise extreme caution when digging near existing utility pathways. The Contractor shall repair any utility damaged during construction at no additional cost to the Government.
