About this file
This is a Statement of Work (SOW) for gym memberships to support the U.S. Coast Guard's Marine Safety Unit (MSU) Houma facility in Houma, Louisiana. The USCG requires all personnel to complete a minimum of three hours of physical fitness per week during the workday, and the nearest military gym is approximately 62 miles away, making it infeasible for regular use. The contractor must provide 90 memberships for active-duty and civilian personnel at MSU Houma and maintain a fitness facility that includes extensive cardio equipment (treadmills, elliptical machines, stationary bikes, rowing machines), comprehensive weightlifting equipment (free weights and machines), a dedicated functional fitness space for HIIT and CrossFit-style workouts, and instructor-led group fitness classes at no additional charge. Optional amenities such as saunas, athletic fields, tennis courts, and swimming pools may be considered in the evaluation.
The contract is a Firm-Fixed-Price service agreement with a one-year base period (May 1, 2026 – April 30, 2027) and four one-year option periods extending through April 30, 2031. The contractor is responsible for facility safety, maintenance, and upkeep, including clearing hazards from steps, sidewalks, and parking lots. The USCG will assign a membership manager to control access and maintain authorization logs. The Government requires 60 days' notice for cancellation prior to any renewal agreement. This is a 100% small business set-aside, and quotes must include total pricing for the base year and all option years. Evaluation factors are price, technical acceptability, and past performance. All contractors must be registered in SAM.gov and submit quotes to Lathan.A.Porter@uscg.mil by the deadline specified in the solicitation.

Statement of Work (SOW) Gym Memberships for MSU Houma
A. GENERAL INFORMATION
1.0 Background and Scope
The U.S. Coast Guard (USCG) requires all members to engage in a minimum of three hours of physical fitness per week during the workday to maintain health and weight standards. Currently, there is no government-owned fitness facility available for personnel at Marine Safety Unit (MSU) Houma. The nearest military gym is located at NAS JRB in Belle Chasse, approximately 62 miles away, which is not a feasible option due to the excessive travel time (over 174 minutes round trip). Therefore, this SOW is to procure memberships at a local commercial fitness facility for all MSU Houma personnel to ensure compliance with the Commandant’s Mandatory Workout Policy.

The period of performance for this contract will be a one-year base period with four (4) one-year option periods.
