Questions and Answers for 70Z028-21-Q-281PMW03800

1. Section 3.3.5 of the SOW states that all demolished material must be removed and disposed off-site. This abatement work does not required demolition of any kind. We would like to know more about any demolition, please clarify.

Demolition may include any debris resulting from construction. All paint chips are to be captured, bagged, and returned to the government for disposal. Any other waste material incident to construction must be disposed of off-site by the contractor.

1. It is our understanding from the Friday site visit that all house are to be stabilized, inside and outside, with a LBP locking primer followed by regular white paint. Please confirm this is the painting/stabilization process.

LBP locking primer must be used to stabilize damaged areas of paint, inside and out. The contractor must then complete a full finish coat of paint on the interior only, with colors selected by the government to match the existing interior. These colors must be coordinated with the government representative or Contracting Officer’s Representative.

1. The 30,000 square feet assumed interior area refers to the combination of ALL housing structures (9) for the project. Please confirm

Confirmed. This is the assumed total PAINTING area of the INSIDE of the 9 houses, for the finish coat of paint only.

1. Even though the SOW states to provide all equipment, labor and material for the works, the FEDBIZOPS provides that the USCG will provide all LBP Lock Primer. Please confirm

Confirmed. Lead Lock for paint stabilization of damaged areas will be provided by the government. All other painting supplies will be provided by the contractor.

1. Could you provide copy of the entities/persons sign in sheet (attendance) for the last Friday site visit?

(Please post with RFIs)

1. The FEDBIZOPS shows that the NTE is $35k. Permits (PR DRNA) alone for the 9 properties adds up to around $13k. We feel that this amount is too low for this work. Is that NTE set, or could it change? Please advise

Bid the project as necessary, per your estimation. Provide a detailed cost breakdown. Provide the specific permits required and their cost

1. Please confirm if the ceilings of the houses are included in the SOW. If so, please confirm that ACM testing has been completed or available.

Confirmed, ceiling areas are to be painted. ACM testing results are negative.

1. Is there a layout plan available for review?

(Previously attached)

Regarding question 6… can we confirm if construction activities on federal land are exempt from local permitting requirements? Will need to confirm what these permits are so we can review with our staff.

1. The paint will be provided by the awarded contractor or by the Coast Guard?

The Coast Guard will provide lead lock paint for paint stabilization only. Remaining paint for interior finishing will be provided by contractor.

2. How will the disposition of the generate debris?

All lead paint debris will be turned over to the Coast Guard for disposal. Must be double bagged in plastic. All general debris and waste material will be removed and disposed of by the contractor.

3. The project requires a portable restroom or can we use the housing facilities?

Already answered

4. The exterior walls contain a lot of mold and dirt stains. Remove those things that will be part of the SOW?
