Introduction/Background

USCG Bayonne is an Aids to Navigation Unit at Sector NY Located in Bayonne New Jersey. Due to current major infrastructure improvements and site work in the surrounding area, it is imperative the unit has an operational security gate moving forward. At this time, the front gate has been under consistent maintenance due to the weight and failing supports of the motorized sliding gate. It is in the US Coast Guards best interest to replace this gate as soon as possible. It is the intent of this scope to solicit a fencing contractor to replace the current gate with a lighter structure.

Scope of Work

The contractor shall replace the ~23’w 10’ height aluminum framed chain link gate in its entirety, supply and reinstall a lower ~23’w 8’ height chain link gate and reconnect to the existing Door King Chain Driven Gate Motor & Operator. The contractor shall ensure the gate operator and motor are in good standing condition upon completion of the repair.

Current Status of the Gate

Welding joints at the top rail of the gate have failed continuously over the last year.
On-site maintenance have repaired the joints multiple times to keep the gate in good standing order.

Welds still have continued to fail and is believed to be the weight of the structure causing the underlying issue.

The contractor shall remove and dispose of the existing front gate in a government furnished dumpster on site. The contractor may not use the dumpster for any materials, rubbish, waste, etc. that is not created by the work listed herein.
The contractor shall keep all refuse tidy and out of the way due to daily emergency operations of the unit.

Removals shall be completed within the same date of repair. The gate will be manned by USCG Personnel for the extent of the work for security reasons.

The gate shall be made of a welded aluminum frame, 2”x 8gauge Chain link mesh and minimum 12 inch tall; 3 string barbed wire on top.

The contractor shall mount the gate to existing posts using new hardware.

The contractor shall use proper mounting hardware to ensure no sagging while gate is in both operating and standing position. The contractor may use other hardware to accomplish this requirement so long as the opening remains at a minimum 20’ width clearance for vehicles to pass with infinite height clearance.

The contractor shall paint all hardware that extends past the posts, under 24” in height with Fluorescent Hi-Vis Yellow Paint.

All paint and finishes shall be exterior grade.

Contractor must submit all paint specifications used in writing to the Contracting Officer’s Representative (COR); Mr. Anthony Arico @ (712) 354-4241 or Anthony.j.arico@uscg.mil, stated prior to the commencement of the work for approval.
