About this file

This is a Questions and Answers document from an industry inquiry submitted by Frontier Fuse Solutions in response to the U.S. Coast Guard's Request for Information (RFI 70z023267210RFI) for Program Management Support Services for the Office of Specialized Capabilities (CG-721) Countering Weapons of Mass Destruction (CWMD/CBRN Programs).

The document addresses six substantive questions regarding the anticipated solicitation: (1) NAICS code classification, asking whether the Government will use 541611 (Administrative Management and General Management Consulting Services) or consider alternatives such as 541618 or 541990 given the specialized CBRN/Radiological-Nuclear subject matter expert content; (2) set-aside posture, with the contractor indicating SDVOSB, WOSB, and VOSB certifications and requesting clarity on applicable set-aside authorities; (3) personnel security clearance requirements, including required clearance level, workforce proportion, interim clearance acceptability, and facility clearance coordination support; (4) place of performance and on-site versus hybrid work arrangements, specifically regarding residency expectations at USCG Headquarters; (5) estimated contract value and full-time equivalent staffing profile, labor categories, and quantities to support teaming arrangements; (6) incumbent status, requesting confirmation whether this is a recompete of an existing CG-721 contract with incumbent identification; and (7) page limit clarification for RFI responses. The RFI close date is June 15, 2026, with a June 10, 2026 update to include revised draft Statement of Work and Questions and Answers.

QuestionAnswer
NAICS code. Is the NAICS code anticipated to remain 541611 (Administrative Management and General Management Consulting Services), or is the Government also considering 541618 (Other Management Consulting Services) or 541990 (All Other Professional, Scientific, and Technical Services) given the specialized CBRN/Rad-Nuc SME content described in the draft PWS?
Set-aside posture. What set-aside posture, if any, is the Government considering for the resulting solicitation? Frontier Fuse Solutions is certified SDVOSB, WOSB, and VOSB, and would welcome any of those set-aside paths, including small business sole-source authorities where applicable.
Personnel security clearance. What clearance level is required for the on-site team, and at what proportion of the workforce? Are interim clearances acceptable at award, and will the Government support facility clearance (FCL) coordination for prime and named subcontractor(s)?
Place of performance. Will the Government identify the specific place of performance and the expected on-site/hybrid posture? Specifically, is residency at USCG Headquarters expected for all FTEs, or is a hybrid model contemplated for any portion of the workforce?
Estimated value and FTE profile. Does the Government have an estimated ceiling value or anticipated FTE staffing profile; labor categories and quantities it can share to help industry size teaming arrangements appropriately?
Incumbent status. Is this a recompete of an existing CG-721 CWMD/CBRN support contract, or a new requirement? If a recompete, can the Government identify the incumbent and/or current contract vehicle for reference?
Page limit. The RFI states responses should be "limited to no more than 10." We have prepared our response to a 10-page limit; please confirm this is the intended interpretation or advise if a different limit applies.
