About this file

This document is a Request for Information (RFI) issued by the United States Coast Guard (USCG) to identify the capacity and capabilities of commercial shipyards to support the maintenance of USCG vessels. The RFI seeks information on the shipyards' ability to accommodate vessels such as the National Security Cutter, Offshore Patrol Cutter, USCGC Polar Star, and USCGC Healy. Respondents are requested to provide information on their dry dock and workforce capabilities, including details on government and non-government work, projected workload, and trade-specific workforce hours. The RFI also includes optional questions related to the shipyards' experience with USCG contracts, preferred contract types, and innovative contracting strategies. Responses to this RFI are due by April 19, 2024, and should be submitted via email to the specified Contracting Officer and Contract Specialist. The USCG states that this RFI is for information and planning purposes only and does not constitute a Request for Proposal or promise of a future solicitation.

REQUEST FOR INFORMATION (RFI)

Dry Dock and Workforce Capabilities from both Large and Small Commercial Shipyards

1.0 Description

Request for Information (RFI) Only. This RFI is issued by the United States Coast Guard (USCG) for information and planning purposes only, pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. All respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

Submission of proprietary information is not requested, and respondents shall refrain to the maximum extent practical from providing proprietary information in response to this RFI. If respondents volunteer to provide proprietary information, clearly mark such proprietary information appropriately and separate it from the unrestricted information as an appendix.

2.0 Background

The USCG seeks to identify capacity in commercial shipyards with a focus on capacity for maintenance of USCG vessels. The USCG is looking to validate basic information pertaining to the available and/or planned dry-docks, their compatibility with USCG requirements for major afloat assets, information related to shipyard workforces, and projected workloads at each respective shipyard facility. The purpose of this is to increase USCG understanding of the true scope of shipyards capable of completing USCG requirements. Additionally, the USCG wants to improve understanding of the capacity within the U.S. ship repair industry and identify options to avoid seasonal peaks in demand that are incompatible with commercial workforce management requirements.

3.0 Request Information

The following information requests are intended to increase the Coast Guard’s understanding of the workforce and workload capacity of commercial repair shipyards.
