ATTACHMENT 3 – KEY PERSONNEL QUALIFICATIONS
In addition to the minimum BPA labor category requirements (education, certification, and experience) the additional relevant work experience delineated below is also required for Key Personnel on this effort:
Port State Control/Qualship 21 Program Technical and Administrative Support Services
– Key Personnel Qualifications

• 5-7 years’ experience as a Project Manager
• Exceptional verbal and written communication skills
• Strong Organizational and Analytical Skill
• Experience providing remote supervision
Port State Control Administrator
Bachelor’s degree preferred
• 5-7 years’ experience as an office administrator
• Proficient in Microsoft Office, including Access and SharePoint
• Excellent verbal and written communication skills
• Astute Attention to Detail
• Shown Ability to Follow Detailed Instructions
• Customer Service Oriented
Helpful Skills Familiarity with the U.S. Coast Guard's (USCG) Marine Information for Safety and Law Enforcement (MISLE) database Familiarity with Coast Guard Business Intelligence (CGBI)Familiarity with the USCG’s MISLE database
QUALSHIP 21
Administrator

• Web site development Experience Using American Forces Public Information Management Systems Content Management Systems (AFPIMS CMS)
• MS SharePoint Development and Management
• Advanced Knowledge of MS Office Automation software (i.e. Access, Word, and Excel)
• Front end programming using Visual Basics for Applications
• Adept Ability to edit HTML and CSS
• Basic understanding of office network environment
• Working knowledge of MS Windows 10
• Excellent Written and oral communication skills
• Astute Attention to Detail
• Customer Service Oriented
