About this file
This document provides a justification for a sole source award of a purchase order by the US Coast Guard to AeroVironment for repair of Puma unmanned aircraft system avionics components. The requirement is to repair proprietary avionics and software for the Puma UAS, which is only manufactured and supported by AeroVironment. As no other vendor has the technical expertise or access to the proprietary software needed to repair these components, only AeroVironment is considered capable of fulfilling this requirement. The estimated value of the award is $22,000. The justification cites 10 U.S.C. 3204(a)(1) as the authority, as AeroVironment is identified as the only responsible source.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO
SUPPORT A SOLE SOURCE PURCHASE.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE. The requirement is to repair of AeroVironment Puma avionics components. The avionics components allow the Puma UAS to function properly.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. The Puma avionics and their software are proprietary to AeroVironment.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE). AeroVironment does not maintain a support network nor warranty centers run by other contractors. All warranty and repair work for OEM avionics is done by AeroVironment directly.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
The Puma avionics and their software are proprietary to AeroVironment. AeroVironment does not maintain a support network nor warranty centers run by other contractors. All warranty and repair work for OEM avionics is done by AeroVironment directly.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE. There is an adequate purchase description; however, no other vendor would have the technical knowhow nor have access to proprietary software need to repair the avionics. An adequate purchase description is not the limiting factor for this requirement.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
The USCG posted a Notice of Intent to award a PO to AeroVironment at SAM.gov. No other contractors contacted the USCG.
