About this file

This document contains responses to questions from potential offerors on a solicitation from the United States Coast Guard for ice model testing services. The solicitation seeks proposals for icebreaking ship model testing to support the Coast Guard's Great Lakes Icebreaking Program. Testing requirements include towed and self-propulsion tests in level and brash ice, breaking out of channels, turning circle tests, and calm and appended water tests. Proposals are due by 12 December 2022, with an award date of approximately 12 December 2022 provided for planning purposes. All applicable terms and conditions are included in the solicitation. The opportunity is unrestricted and open to all responsible offerors.

Question Response

1 My question is about ice model tests specifically about “Towed Propulsion

Tests” and “Self-Propulsion Tests”. In the solicitation, it was mentioned that the

“Towed Propulsion tests can be optional as per facility practice” but “Self-

Propulsion Tests shall be performed using three power levels …”. Would it be acceptable to make a test plan with towed propulsion tests without self-propulsion tests for level/brash ice for speed tests and optimize the text matrix?

As stated in the RFP, the towed propulsion test is optional based on facility practice and may be proposed. The self-propulsion test remains a requirement and must be part of your proposal for ahead and astern in solid level ice.

2 Under 4.1.5 “Breaking out of the channel, One run ahead and one run astern” are requested while these are also mentioned in 4.1.6 for the hull concept

A. For all other concepts these tests are only requested in the section maneuvering tests. Are more tests required for Hull concept A ( 3 attempts ahead and astern in 0.91m and 1 attempt ahead and astern in 0.91m:

The additional breakout runs for Hull A in the SOW are as planned and accurate.

a. From 4.1.5: Level ice, Hi = 0.61 m, Breaking out of the channel, One run ahead and one run astern

b. From 4.1.5:Level ice, Hi = 0.91 m, Breaking out of the channel, One run ahead and one run astern

c. From 4.1.6: Breaking out of the track, own channel, Hi = 0.91 m, P/S ahead, speed ~5 knots

d. From 4.1.6: Breaking out of the track, own channel Hi = 0.91 m, P/S astern, speed ~4 knots

3 Turning Circle Tests: These tests are required and it is mentioned, that the circle can be estimated by the track of the model. Is it acceptable to perform these tests in a basin with a beam of 10m

(usable beam for ice tests about 9m)?

Provide your methodology and supporting information in your proposal.

4 No information is provided if a certain snow layer shall be taken into consideration. We assume no snow layer is taken into consideration?

Correct, no snow layer is taken into consideration

5 Bare hull and Appended hull tests are requested in the sections related to open

(calm) water tests. Looking at the presented design and taken into mind, that these are icebreakers without bilge keels for example, the test for bare hull and appended hull are the same. The Pod unit is detached during all resistance tests as they also the pod housing is used for the pod propeller open water tests.

CG requires the Appended hull test to include the Pod

Housing

6 When performing load variated self-propulsion tests, do you need actual tests for 5% thrust over self-propulsion point at all speeds or is evaluation/ reporting sufficient?

Provide your methodology and supporting information in your proposal including plans for specific runs to include speed and thrust combinations and variations.

7 Can evaluation and calculations for calm water tests be provided using correlation factors from own internal procedures and standards?

The SOW requires offerors to provide calculations using the

ITTC standard. For offerors with internal calm water evaluation and validation standards, offerors may submit the calculations from their internal standards in addition to the required ITTC 1978 standard.

8 For self-propulsion calm water tests, it is typical to do an initial test to find the optimal azimuth angle and rotation direction for efficiency. Is this of interest for USCG?

No, this type of test is not required for this effort.

9 Wake survey for the Hull B1 can only be done for the propellers at the stern. The inflow to the forward propeller could be analyzed numerically if this is of interest.

Only the stern wake is required.

10 If a stock propeller drawing contains proprietary information, shall the proposal only include releasable stock propeller designs?

Yes, the proposed stock propeller design(s) and associated drawings shall be releasable.

11 Will there be significant contract terms and conditions other than those defined in FAR 52.212-1 to FAR 52.212-5 and those included in section H of Request for Proposal?

All applicable terms and conditions have been included in the RFP, no other terms and conditions will be added to the award.

12 Will there be a purchase order with reference to the terms and conditions or a draft contract provided by USCG and will there be any room for negotiation of terms and conditions other than those which are obligatory?

All applicable terms and conditions have been included in the RFP, no other terms and conditions will be added to the award. As stated in section M.1. The RFP, the Government intends to award without negotiations.

13 Do also foreign corporations need to complete and submit a copy of provision

52.212-3? Many items of that provision seem to apply for US suppliers only

Federal Acquisition Regulation (FAR) 12.301 requires this provision, and the regulations do no permit the tailoring of this provision. All Offerors are required to complete this provision. Complete all parts of the provision as applicable.

Completing the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov significantly streamlines the completion of this provision.

14 When will the decision be taken for including optional items of SOW?

The timeline column in section B shows the timing for when the optional items may be exercised. A preliminary notice will be provided to you per the section F clause, FAR

52.217-9

15 The RFP mentions in section L.11

“Proposals shall be submitted electronically in two separate volumes…”, Table 1 Proposal

Organization shows three volumes

Proposals shall be submitted in the three volumes identified in Table 1. This section has been updated with this change.

16 We assume all reports can be submitted in standard format of offeror if all report requirements mentioned in the RFP are met, please confirm.

Yes, all reports can be submitted in standard format

17 Are there any special items to be considered by non-US offerors except the clauses included directly or a reference in the RFP?

There are no special items specific to non-US offerors. All

Offerors must be registered in the SAM at the time their

Offer is submitted. See Federal Acquisition Regulations

(FAR) 4.11

18 Is there any expected (non-binding) date for award of task order that can be providently used for capacity reservation?

Offerors may assume a 12 December 2022 award date for planning purposes only. The Government is under no obligation to award on or before this date.
