PROGRAM MANAGEMENT, FACILITATION AND TECHNICAL SUPPORT SERVICES FOR
THE GLOBAL MARITIME DISTRESS AND SAFETY SYSTEM (GMDSS) TASK FORCE
PERFORMANCE WORK STATEMENT
1.0 GENERAL
1.1 SCOPE
The purpose of this Performance Work Statement (PWS) is to obtain Contractor Facilitation, Documentation, Program Management and Technical support services for the National Global Maritime Distress and Safety
System (GMDSS) Task Force and assist with the coordination of the annual Digital@Sea – North America conference series. The Contractor shall support the United States Coast Guard (USCG) in the management of the GMDSS Task Force by assisting in the development of plans to resolve GMDSS implementation problems, facilitating meetings, and supporting the development of recommendations for the International
Maritime Organization (IMO) Subcommittee on Navigation, Communications, Search and Rescue (NCSR).
The contractor shall assist the USCG in committee participation/work groups/standards development. No cyber/IT-related hardware, software, and/or services will be procured under this contract.
1.2 BACKGROUND
The GMDSS - now implemented by the IMO - has changed the Safety of Life at Sea (SOLAS) Convention to provide a major upgrade of maritime safety communications procedures and equipment. This upgrade will affect not only SOLAS ships over 300 tons, but all users of marine radio services. The GMDSS transition period ended February 1999 with most ships converted; however, many shore implementation actions are incomplete. Therefore, the USCG and other government agencies cognizant of this issue have sponsored a
National GMDSS Implementation Task Force to facilitate the transition and recommend further action. In
2012, the IMO embarked on a GMDSS Modernization project, based in part on work done by the Task
Force. The Task Force will need to continue to support the Coast Guard as this work proceeds.
The GMDSS Implementation Task Force provides a forum for interested parties to consider all aspects of
GMDSS implementation in the U.S., and recommend action to appropriate authorities including the U.S.
SOLAS Radio Communications, Search and Rescue Working Group.
The Task Force maintains a public relations program to inform all sectors of the maritime community on the impacts and benefits of GMDSS implementation and solicit feedback on GMDSS problems. It also maintains an overview of GMDSS training to encourage well trained GMDSS operators on compulsory vessels, indoctrinate operators of non-compulsory vessels with an appropriate level of voluntary GMDSS information, and advocate programs to minimize false alerts in order to improve the effectiveness of Search and Rescue operations.
Additional GMDSS responsibilities include maintaining a liaison with equipment manufacturers and service agents to facilitate the equipping of U.S. SOLAS vessels to meet GMDSS standards, and providing advice to non-compulsory vessels desiring to use GMDSS systems on a voluntary basis. The Task Force also monitors implementation of GMDSS shore networks, vessel outfitting, and updating of official publications describing
GMDSS facilities and procedures.
RTCM will invoice the annual Coast Guard Headquarters membership under this contract.
Host the Digital@Sea Conference
RTCM to provide on an annual reoccurring basis, support for the IALA Digital@Sea – North America conference series at a time, geographic, and venue location conducive to attendance. Such support shall include scheduling and logistical arrangements for the conference venue, Information Technology and Audio
Visual support. RTCM shall take recommendations from the U.S. Coast Guard and IALA as to suggested agenda topics and speakers. The conference series should address digitalization and e-navigation implementation plans by key stakeholders including key Canadian and U.S. government agency representatives, technology experts, mariners, international coastal administrators, and creators of maritime safety information. RTCM shall be responsible for promoting attendance of the event to include but not be limited to advertising the event on a RTCM hosted website.
