1
Whether companies from Outside USA can apply for this?

(like, from India or Canada) In accordance with the solicitation, this is a 100% Total Small Business set-aside. All offerors shall comply with all clauses and provisions.

2
Whether we need to come over there for meetings?
See section 1.7 of the PWS.

The “Kick-Off Meeting” (Section 1.10 of the PWS) will be held either by Microsoft teams or by phone.

3
Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada) No. Although the primary place of performance will be at the Contractor's facilities, Contractor employees shall be required to work at Coast Guard facilities or other off site locations. (Section 1.7 of the PWS). This is a 100% small business set-aside.

4
Can we submit the proposals via email?
See Part I number xv of the solicitation. “Proposals shall be emailed to the following address: Alan.C.Boucher@uscg.mil”
5
Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Information is contained in APFS number F2019045564.

Re-competition; Paskill and Stapleton Graphic Communications; HSCG23-15-D-PTT173

A copy of the contract can be obtained through a FOIA request.

6
What does “Transfer of work product” entail? Can you provide more background information for this task?
PWS Section 5.12: This requirement means that the Contractor will transfer all creative files to the Government when the contract ends. CGA will provide storage devices like hard drives to store the files on
7
How will the $1,778,500.00 budget be allocated toward each future individual task over the next five years?
The Government cannot provide a definitive breakdown of this information. This amount is an estimated amount identified by the Government. Each task order will be detailed enough for the contract holder to price their proposal to the requested task. Part 2 Section 7 lists the Task Order Request for Proposal (TORFP) process. However, a large portion is for media buying.
8
Are you looking to award this complete RFP to one single agency partner, or can we co-bid with sub-contractors?
Part 1 Section ii states: “The contract will be awarded as a single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract…” This will be awarded to one offeror.

This is total small business set-aside, therefore, no sub-contracting plan is required. How an offeror provides their solution to the requirements (e.g. sub-contractor, partners, etc.) will not be monitored by the Government. However, the offeror is still required to meet the requirements and be in compliance with the clauses and regulations.

9
Ultimately, will you issue future TORFPs to the awarded agency partner(s), or will you award future TORFPs to multiple agencies that are short-listed as “approved” vendors following this RFP process?
This will be awarded to a single contractor. The TORFP will be submitted to only the (one) contract awardee.
10
Given the COVID-19 climate across the country, are you open to collaborating with the selected partner remotely, or do you expect face-to-face meetings?
Most interaction with the contractor will be remotely, however, there will be times when the Government intends on meeting with the contractor with face-to-face meetings.
11
Is there an incumbent agency participating in this RFP process? If so, who?
The Government does not have any control, say, or information into the incumbent's decision to submit a proposal. The incumbent is Paskill and Stapleton Graphic Communications
12
What is the process following the submission of this RFP response? Will you short-list partners for Zoom discussions/presentations, or are you awarding the bid based solely on RFP responses?
IAW the solicitation (Addenda to 52-212-1, Instructions to Offerors - Commercial Items), The Government intends to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
13
Is it mandatory to obtain a CAGE number as part of this RFP response? Or can this be procured at a future date if we are awarded the bid?
FAR 52.204-18(b): Contractors shall ensure that the CAGE code is maintained throughout the life of the contract for each location of contract, including subcontract, performance.

At the time of award, an offeror is required to have a CAGE code.

14
Is it mandatory to submit a response for all Components listed under Factor 1? In other words, can we only submit to Components based on the capabilities we offer? Or will we be disqualified if we don’t respond to each Component?
The offeror can submit their proposal however they choose. However, the Government will evaluate that proposal IAW the solicitation (Particularity, 52.212-2 and its addenda).
15

The offeror shall submit a (singular) case study. However, this does not limit an offeror to submit just one.
18
In regard to Component 3, what specific criteria are you seeking as part of the “written plan?” Can you provide additional context or a desired response framework to consider?
The Government will not define an offeror's plan.
19
In regard to Component 4, is it mandatory that the videos be: 60 in length, or can we provide options that are: 90 in length?
See Amendment 00001
20
In regard to Component 4, should we allocate one (1) page to include both videos, or one (1) page per video?
Offeror may submit one page for each video. In accordance with the solicitation: “Each overview shall not exceed one (1) page.”
21
In regard to Component 6, what specific criteria are you seeking as part of the “written plan?” Can you provide additional context or a desired response framework to consider?
The Government will not define an offeror's plan. However, see Amendment 00001
22
In regard to Factor 2: Prior Experience, how many case studies are you seeking, and is there a set page count/limit for this section?
In accordance with the solicitation: “The offeror shall provide at least one example of similar work by the prime contractor.”

See Amendment 00001for page count.

24
In regard to Attachment A: Section 1, can you confirm the appropriate Contract Number, BPA Number, and Order Number for this RFP?

25
In regard to Attachment A: Section 2, is it mandatory for each reference to personally email their completed questionnaires to Alan prior to the RFP due date, or can we submit each completed questionnaire as part of our overall RFP response?
The reference needs to complete this and sent to Alan.C.Boucher@uscg.mil. The reference should send before the RFP closes. However, it is understood that the offeror cannot control the reference.

IAW the past performance instructions: The offeror shall complete Section 1 of the past performance questionnaire (Attachment A) and return Section 1 to the Government with Volume II.”

26
In regard to Attachment B, can we update or remove the position titles/roles that are already listed under “Labor Category” if they are not relevant?
No. Do NOT remove or add labor categories. The spreadsheet allows an offeror to fill in “Proposed Labor Category” cells to align with the offeror’s labor category position titles. If an offeror chooses not to propose a labor category, do not fill in a price. The estimated hours are based on the Government's estimate of the listed labor categories.
27
In regard to Attachment B, can you explain what is meant by “Proposed Labor Category?” What should be filled in here?
This is an opportunity for the offeror to list labor categories applicable to its internal operations, if so desired.

Would firms with revenue sizes greater than $16.5M annually be considered as a subcontractor to a prime that met that requirement?
Yes. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. I have included the Small Business Administration website pertaining to table of size standards: https://www.sba.gov/document/support--table-size-standards

This is a small business set-aside so no sub-contracting plan is required. With whom an offeror chooses to sub-contract with (if part of their solution), is the offeror's choice.

54
Can you clarify the annual budget, and how the budget is allocated for this work (media placement, agency fees, etc.)?
The Government cannot provide a definitive breakdown of this information. This amount is an estimated amount identified by the Government. However, a large portion is for media buying.

These terms are defined in section 2.0 of the PWS.
73

74
Are you expecting vendors to have call center qualifications? --- How about this instead: Is the staffing and management of a call center to handle incoming leads part of the expectations of the contractor or does the existing CGA staff handle that?
CGA will handle all calling. The PWS does not require contractor to conduct call center operations
75

See Amendment 00001.

The RFP lists both Project Manager and Program Manager, can the government confirm that these are one position and which is the correct title?
Project manager was removed. See Amendment 00001
78
There are no hours for the Project Manager in the labor breakdown, however, they are considered a Key Person. Is it expected that the Project Manager will be billed at the task level even though they are responsible for overall program management?
There is no “project manager” on the pricing sheet. There is a Program Manager listed in the pricing sheet. The Offeror is required to provide a Program Manager.

However, the pricing scheme was developed to allow an offeror with the flexibility of their pricing strategy. This allows an offeror to have a single positon as a program manager and assign hours and an hourly rate. Or, maybe have another position (e.g., creative director) also be the program manager. And if so, add additional hours if they so choose.

Again, this is to allow more flexibility for an offeror with this position.

79
Could the government provide an estimated award date? Will there be a transition period during the end of the current contract?
APFS states anticipated award date is March

14, 2021. However, based on the date the solicitation was released an award date in May of 2021 is anticipated. No. there is no “transition” period.

80
Could the government clarify what items are included in the non labor related price of $1,778,500.00? If most or all of this is advertising spend, can the government provide a breakdown of how that was distributed in the past and how effective each channel was?
The Government cannot provide a definitive breakdown of this information. This amount is an estimated amount identified by the Government. Each task order will be detailed enough for the contract holder to price their proposal to the requested task. Part 2 Section 7 lists the Task Order Request for Proposal (TORFP) process. However, a large portion is for media buying.
81
Can the government elaborate on the details of the advertising technology used currently? What’s working? What isn’t?
No.
82
What is the performance period of the contract? In section 1.6 it refers to it but I cannot find it.
This is a five year ordering period. See Amendment 00001
83
Is there any seasonality with the portions of the contract that will likely involve travel and if so, what times of the year would that be most and least concentrated?
Contractor travel will be infrequent and may occur at any time of the year.
84
Is there a bid website where any forthcoming addenda will be posted? Or will addenda be emailed to interested bidders directly?
Interested offerors will not be contacted. All amendments and notices will published on beta.sam.gov.
85
To clarify, is this contract for a specific set of service priorities that vendors will perform on an ad hoc basis, all focused on supporting cadet recruitment? Or is the contract for a concrete Scope of Work that addresses all stated service priorities within the stated budgetary requirement?
This is a single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract. IAW FAR 16.501-2, indefinite-delivery contract may be used to acquire supplies and/or services when the exact times and/or exact quantities of future deliveries are not known at the time of contract award.

The specific work or “tasking” is completed after the issuance of a task order. Part 2 Section 7 details the task order request for proposal process.

86
How hands-on does the USCG envision vendors getting in the day to day enrollment management operations and admissions outreach work? Are we correct in assuming that USCG is looking for vendors to build a strategic framework for operation including training and counsel, and directly handle the operation and interface with cadets to drive recruitment?
The Government is responsible to create its strategic framework, train personnel, and recruit future cadets. When required, a task order for contractor support for services listed in Section 5 of the PWS (including training and consulting) will be issued. Part 2 Section 7 lists the Task Order Request for Proposal (TORFP) process.
87
Are we correct in assuming the expectation is for vendors to audit the full enrollment management process to remove obstacles and close gaps?
This requirement may be issued by Task Order. See section 5.2 and 5.3 of the PWS.
88
On the referral network piece, are we correct in understanding the vision is to build an actual referral network and manage day to day operations of its growth?
When directed by task order. Contractor will offer strategies and services to help CGA build this network. CGA will manage the day to day operations and growth. An example of this support could potentially include preparing Newsletters for high school counselors or running a direct mail campaign
89
What is meant by “goal-driven territory management recruitment practice”? Is this referring to a holistic approach to recruitment by way of full funnel marketing and admissions strategies to influence the prospective cadet journey toward enrollment? If so, are we correct in assuming the vision is that vendors develop and implement such a strategy in pursuit of the explicitly stated enrollment and yield goals? And what technology system is currently being used by your admissions personnel?
When directed by task order. IAW sections 5.2 and 5.3 of the PWS, the contractor may be asked to offer strategies, training, consultation or services that help CGA managers and Admission Officers more effectively set and manage goals to achieve enrollment outcomes in each territory. CGA Admissions currently uses Connect™, Apply Yourself™, and App Review technologies™.
90
For the piece on mobile first communications, what is meant by “engaging students with short videos and digital media”. Does this pertain to a paid marketing effort, an organic content strategy powered by SEO, a social media strategy, lower funnel lead nurturing content, or all of the above? If so, please confirm that the expectation is for the selected vendor to create and execute an integrated content-forward plan across all channels to influence positive enrollment outcomes?
“All of the above” are potential approaches the contractor may be asked to use. When requested by Task Order, contractor shall be prepared to execute an integrated communication plan across mutually agreed upon channels. See PWS sections 5.6.1, 5.7, 5.9, 5.10.
91
Are we correct in understanding that “Student Search” means finding and engaging with individual prospective cadets with a combination of paid marketing, organic content, and direct one-on-one outreach to influence decision-making as a de facto admissions counseling and recruitment team working on UCSG’s behalf?
Prospects are defined in section 2.25 of the PWS. Section 5.6.1 Student search, defines the requirement. The PWS does not require the contractor to council and recruit (talk to) prospective cadets on the USCG's behalf, this work is performed by the Government.
92
For the virtual events piece, is the expectation for vendors to spearhead specific recruitment events, including standing up event technological platforms, mounting an event campaign strategy, recruiting attendees, staffing, and executing the event itself with talent? Also, does “talent” refer to keynote speakers and dignitaries from around the USCG community?
When requested by Task Order, the contractor will provide services itemized in Section 5.13 of PWS. There is no requirement to mount a campaign strategy or recruit attendees. “Talent” refers to providing an experienced professional event moderator.
93
Please clarify how pricing is expected. Are the estimated hours in column C, F, I and L pre-fixed estimated hour limits that vendors are to stay within as a sort of quarterly retainer for each position for any given project?

- For example, does the 500 hours of creative director time assume that our creative director will need to invest this much time in ordering period one for all the potential TBD projects outlined in the RFP?

-Please explain what the purpose of dividing the list into four ordering period columns is, as we are not sure if pricing should vary by ordering period.

-Alternatively, are vendors expected to override the estimated hours column totals based on our estimate of how many hours we think will be needed on average for any given position for specific “labor categories” as it correlates with service areas outlined in the RFP for hypothetical projects under these areas?

Read the pricing instructions carefully.

The estimated hours are NOT to be changed.

The hours are based on the yearly estimated hours for each labor category. For ordering period one, it is estimated that the creative director will need to invest 500 hours. These are estimates.

Each ordering period is one year. Ordering period one will be the first contract year, ordering period two will be the second year of the contract etc.

94
For the video link requirement in factor 2, component 4, can vendors submit video link samples that live on other URLs outside of Youtube, such as our website or other video hosting platforms?
Your reference to YouTube in your question (Factor 2) does not align with the solicitation. Factor 1 Component 4 references YouTube. See Amendment 00001.
95
What level of support the selected vendor will receive from the USCG public affairs office when it comes to producing video and photography assets?
Working through the COR, CGA will provide access to USCG Public Affairs offices, and DoD assets on which USCG video and photographic assets are stored.
96
Is there a need for any contractor personnel and or subcontractors to obtain a security clearance?
No
97
In the Combined Synopsis: Factor 1, Component 2: Can we provide 2 case studies. If yes, is page limit overall changes to 8 or can we do 2 case studies within page limit of 4?
The offeror shall submit at least one case study and may submit additional case studies. However, the page limit remains unchanged.
98
In the Combined Synopsis: page 2: Where would information on provision FAR 52.212-3 (JAN 2021) ALT 1 be found?
All clauses, provisions, and their Alternate (ALT) can be viewed in the FAR. The Alternate is at the end of the clause or provision. For this questions, at the end of the provision 52.212-3, the Alternate 1 text will be found.
99
On Clause 52.212-5: Do any actions need to be taken as part of the proposal?
FAR 52.212-5 is a clause that identifies Contract Terms and Conditions Required to Implement Statues or Executive Orders for commercial items. The awardee (Contractor) shall comply with the terms of the contract clauses. This is a clause so there are no fill-ins required to be submitted with an offeror's proposal.
100
Can you confirm whether you are looking for agency qualifications and completion of the hourly rate document for future task orders, or are you looking for specific per-project scope and pricing as part of our response?
The hourly proposed will be the hourly rate for that category for that ordering period.

Part 2 Number 7 (ordering) paragraph (c) of the solicitation states “The labor rates shall be IAW Attachment II.” Furthermore, the pricing spreadsheet will become Attachment II.

Example: Let us say the Contractor's hourly price for the Creative Director during Ordering Period Two is $4.00 per hour. A Task Order Request for Proposal is sent to the Contractor during Ordering Period Two. For that task, the Contractor proposes 5 hours of Creative Director labor. The task order is evaluated and awarded. The Government will pay the contractor $9.00 for the Created Director's work on that task order.

101
Are you accepting partial responses for agencies’ areas of expertise?
The Contractor shall be required to complete all the requirements set forth in the PWS.
102
Will you accept submissions from partnered agencies?
Part 1 Section ii states: “The contract will be awarded as a single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract…” This will be awarded to one offeror.

This is total small business set-aside, therefore, no sub-contracting plan is required. How an offeror provides their solution to the requirements (e.g. sub-contractor, partners, etc.) will not be monitored by the Government. However, the contractor is still required to meet the requirements and be in compliance with the clauses and regulations. “
